我國民間金融的發(fā)展現(xiàn)狀及對策研究

【摘要】：伴隨我國經濟的蓬勃發(fā)展,金融制度改革的不斷深化,民營資本進入金融領域的步伐日益加快,社會生活中人們對金融需求呈多樣性趨勢。十八大報告在“加快完善社會主義市場經濟體制和加快轉變經濟發(fā)展方式”中明確提出,要不斷加快發(fā)展民營金融機構的步伐。民間金融發(fā)展再次受到肯定,進一步說明民間金融對于我國經濟的重要性,我們應該更加關注民間金融的發(fā)展。同時,中國是一個發(fā)展中國家,正處于經濟轉軌的過程中,民間金融問題尤為突出。其存在相關立法滯后,信用風險高,監(jiān)管難度大等問題,嚴重制約了自身的發(fā)展,我們應該引導民間金融規(guī)范發(fā)展。 與此同時,民間金融問題作為一個世界性的重要課題,近年來,在國內外學術界引起了人們極大的關注和研究。基于前人的研究,本文對民間金融這方面做了全面、系統(tǒng)地分析。首先,界定民間金融,民間金融的內涵,是相對于正規(guī)金融,這是不包含在國家金融管理制度內,從事該組織的融資活動,如地下錢莊,合會等為籌集資金的組織。其次,通過民間金融的相關理論為本文研究奠定了基礎。在此基礎上,本文研究了當前民間金融發(fā)展的現(xiàn)狀和存在的問題,并綜合國際民間金融發(fā)展的國家的案例分析,總結經驗,汲取靈感,探討對策,以規(guī)范民間金融在我國的發(fā)展,使其更加適應于我國社會主義市場經濟的發(fā)展秩序。
[Abstract]:With the vigorous development of our economy and the deepening of the reform of financial system, the pace of private capital entering the financial field is accelerating day by day. In the report of the 18th National Congress of the Communist Party of China, in "speeding up the improvement of the socialist market economic system and speeding up the transformation of the mode of economic development," it was clearly pointed out that the pace of developing private financial institutions should be continuously accelerated. The development of folk finance is affirmed again, which further explains the importance of private finance to our economy, and we should pay more attention to the development of folk finance. At the same time, China is a developing country, is in the process of economic transition, private financial problems are particularly prominent. There are some problems, such as lagging legislation, high credit risk, difficult supervision and so on, which seriously restrict the development of our own, so we should guide the development of folk finance. At the same time, as an important issue in the world, private finance has attracted great attention and research in the academic circles at home and abroad in recent years. Based on previous studies, this paper makes a comprehensive and systematic analysis of private finance. First of all, the definition of folk finance, folk finance is relative to the formal finance, which is not included in the national financial management system, engaged in the financing activities of the organization, such as underground banks, associations and other organizations to raise funds. Secondly, through the relevant theory of private finance for this study laid a foundation. On this basis, this paper studies the current situation and existing problems of the private finance development, and synthesizes the case analysis of the countries of the international private finance development, sums up the experience, draws inspiration, and discusses the countermeasures. In order to standardize the development of folk finance in our country, make it more suitable for the development order of our socialist market economy.
