【摘要】：自從上個(gè)世紀(jì)80年代中后期越南政府推行“革新開放”的政策以來(lái)，越南開始注重發(fā)展外向型經(jīng)濟(jì)，越南在吸引國(guó)際直接投資取得一些成就，國(guó)內(nèi)生產(chǎn)總值快速增長(zhǎng)，國(guó)際直接投資企業(yè)占國(guó)內(nèi)生產(chǎn)總值的比重日益增加。這些成就也是經(jīng)濟(jì)增長(zhǎng)與國(guó)際直接投資的雙向作用的結(jié)果，同時(shí)也對(duì)越南經(jīng)濟(jì)，社會(huì)和環(huán)境帶來(lái)一些消極影響。越南外國(guó)投資政策吸引力仍比不上臨近地區(qū)其他各國(guó)，越南政策效力和可實(shí)施性低致使國(guó)際直接投資注冊(cè)資金下降，F(xiàn)DI資金到位進(jìn)度遇到困難。 本文在對(duì)FDI相關(guān)概念理論的介紹下，分析了越南吸引FDI的現(xiàn)狀和存在的問(wèn)題�？傮w來(lái)說(shuō)，2009年以前是呈現(xiàn)出遞增的狀況，后呈現(xiàn)出遞減的狀況。吸引FDI的主要來(lái)源國(guó)和地區(qū)是：中國(guó)臺(tái)灣，新加坡，日本，韓國(guó)，中國(guó)香港等亞洲國(guó)家。吸引FDI的行業(yè)分布主要分布在工業(yè)領(lǐng)域，旅游飯店也是主要的FDI流入領(lǐng)域。后從正負(fù)兩個(gè)方面分析了對(duì)越南經(jīng)濟(jì)的影響，從FDI對(duì)越南經(jīng)濟(jì)發(fā)展影響實(shí)證分析表明FDI每增加1%，GDP增加0.0466%，F(xiàn)DI對(duì)第一產(chǎn)業(yè)和第二產(chǎn)業(yè)的影響是明顯的，第一，二產(chǎn)業(yè)與FDI成正相關(guān)，F(xiàn)DI每增加1%，第一產(chǎn)業(yè)產(chǎn)值增加0.0837%，，第二產(chǎn)業(yè)產(chǎn)值增加0.0966%；第三產(chǎn)業(yè)與FDI相關(guān)性不顯著。 從減少FDI在越南的投資風(fēng)險(xiǎn)來(lái)說(shuō)：制定和實(shí)施完善的國(guó)際直接投資法律法規(guī)文件；幫助引導(dǎo)投資者實(shí)施投資項(xiàng)目；簡(jiǎn)化行政手續(xù)；組織人力資源培訓(xùn)。從吸引FDI的對(duì)策來(lái)說(shuō)：制定更多的優(yōu)惠政策；改善投資環(huán)境；信息發(fā)布機(jī)制的完善；鼓勵(lì)多形式的投資發(fā)展。
[Abstract]:Since the Vietnamese government implemented the policy of "innovation and opening up" in the mid and late 1980s, Vietnam has begun to focus on developing an export-oriented economy. Vietnam has made some achievements in attracting international direct investment, and its GDP has grown rapidly. The proportion of international direct investment enterprises in GDP is increasing day by day. These achievements are also the result of two-way effects of economic growth and international direct investment, as well as some negative impacts on Vietnam's economy, society and environment. Vietnam's foreign investment policy is still less attractive than other countries in the neighboring region. Vietnam's low policy effectiveness and implementability have led to a decline in registered international direct investment funds and difficulties in getting FDI funds in place. Based on the introduction of the concept theory of FDI, this paper analyzes the current situation and existing problems of attracting FDI in Vietnam. In general, before 2009 is showing an incremental situation, and then showed a decline. China, Singapore, Japan, South Korea, Hong Kong, China and other Asian countries are the main source countries and regions to attract FDI. The industry that attracts FDI mainly distributes in the industry domain, the tourist hotel is also the main FDI inflow domain. From the positive and negative aspects, this paper analyzes the impact of FDI on Vietnam's economic development. The empirical analysis shows that the impact of FDI on the primary and secondary industries is obvious with the increase of FDI by 0.0466%. The second industry has a positive correlation with FDI. For each increase of FDI, the output value of the primary industry increases by 0.08377and the output value of the secondary industry increases by 0.0966.The third industry has no significant correlation with FDI. To reduce the risk of FDI investment in Vietnam: to formulate and implement comprehensive international direct investment laws and regulations; to help guide investors to carry out investment projects; to simplify administrative procedures; and to organize human resources training. The countermeasures to attract FDI are: making more preferential policies; improving the investment environment; perfecting the information publishing mechanism; encouraging the development of various forms of investment.
