金磚國家金融合作策略研究

【摘要】：自2001年美國高盛公司的吉姆·奧尼爾提出“金磚四國”的概念,以及2010年南非申請加入金磚國家的行列以后,金磚五國正式形成。金磚國家內(nèi)部各成員國之間有著很多共同的利益訴求,各成員國間的經(jīng)濟(jì)互補(bǔ)性也非常強(qiáng),所以金磚國家間的合作空間非常大,在近期金磚國家間的合作有了一定的實質(zhì)性進(jìn)展。2008年金融危機(jī)以來,各國經(jīng)濟(jì)都遭受了巨大的沖擊,各國政府都意識到推進(jìn)金融領(lǐng)域合作的重要性和緊迫性。而金磚國家作為新興市場的領(lǐng)頭羊,對國際力量的再平衡發(fā)揮著巨大的作用,同時也加速了世界多極化趨勢的發(fā)展。所以,深化金磚國家間金融領(lǐng)域的合作既是必要的,也是具有深刻意義的。 所以,本文所要探究和解決的主要問題是：金磚國家金融合作的動因和制約因素；金磚國家金融合作的未來發(fā)展策略；以及俄羅斯在金磚國家金融合作中的策略選擇。本文的總體框架和結(jié)構(gòu)一共有六個部分：第一部分為導(dǎo)論,在界定金磚國家的概念和介紹全球金融治理與國際金融合作機(jī)制的基礎(chǔ)上,對已有研究進(jìn)行了簡單分析和評述,對本文的研究方法、研究內(nèi)容和主要工作及不足作簡單概述；第二部分為金磚國家金融合作的發(fā)展現(xiàn)狀及特點,對金磚國家金融合作的發(fā)展進(jìn)程、合作成果及特點進(jìn)行了分析；第三部分為金磚國家金融合作的動因及制約因素,動因主要是從內(nèi)部和外部因素進(jìn)行分析,因素則從金磚國家內(nèi)部和外部其它因素進(jìn)行分析；第四部分為推進(jìn)金磚國家金融合作深化發(fā)展的策略,主要是從直接措施(即金融領(lǐng)域)和間接措施(即經(jīng)濟(jì)領(lǐng)域、政治領(lǐng)域和文化領(lǐng)域等其他領(lǐng)域)兩方面提出相應(yīng)的策略；第五部分為俄羅斯在金磚國家金融合作中的策略選擇；第六部分為本文的結(jié)論,推進(jìn)金磚國家金融合作建設(shè)是必要的且意義重大的。 作為一名來自俄羅斯的留學(xué)生,本人努力把近三年的學(xué)習(xí)與研究體會置于論文的寫作中,期望能為俄羅斯參與金磚集團(tuán)合作策略的探索提供有益的嘗試。
[Abstract]:After Jim O'Neill of Goldman Sachs introduced the concept of the "BRIC" in 2001 and South Africa applied to join the BRICS in 2010, the BRICS formally formed. There are many common interests among the members of the BRICS, and the economies of the BRICS are highly complementary, so there is a lot of room for cooperation among the BRICS. The BRICS cooperation has made some substantial progress recently. Since the 2008 financial crisis, the economies of all countries have suffered a great impact, and governments are aware of the importance and urgency of promoting cooperation in the financial field. The BRICS, as the leaders of emerging markets, have played a significant role in rebalancing international power and accelerated the trend of multipolarization in the world. Therefore, deepening BRICS financial cooperation is both necessary and profound. Therefore, the main problems to be explored and solved in this paper are: the motivation and restriction factors of BRICS financial cooperation, the future development strategy of BRICS financial cooperation, and the strategic choice of Russia in BRICS financial cooperation. The overall framework and structure of this paper are divided into six parts: the first part is the introduction. Based on defining the concept of BRICS countries and introducing the global financial governance and the mechanism of international financial cooperation, the paper makes a brief analysis and comment on the existing studies. The second part is about the current situation and characteristics of BRICS financial cooperation, and analyzes the development process, achievements and characteristics of BRICS financial cooperation. The third part is the motivation and restriction factors of BRICS financial cooperation, the motivation is mainly from internal and external factors, the factors from the BRICS internal and external factors to analyze; In the fourth part, the strategies of promoting BRICS financial cooperation and deepening development are put forward from two aspects: direct measures (I. e., financial field) and indirect measures (i.e. economic field, political field, cultural field and other fields). The fifth part is the strategic choice of Russia in the BRICS financial cooperation, the sixth part is the conclusion of this paper, it is necessary and significant to promote the BRICS financial cooperation construction. As a foreign student from Russia, I try my best to put three years of study and research experience in the writing of this paper, and hope to provide a useful attempt for Russia to participate in the exploration of BRICS cooperation strategy.
