【摘要】：農(nóng)業(yè)產(chǎn)業(yè)化是現(xiàn)代農(nóng)業(yè)發(fā)展的方向,是實(shí)現(xiàn)農(nóng)民增收、解決“三農(nóng)”問(wèn)題的必由之路。發(fā)展農(nóng)業(yè)產(chǎn)業(yè)化需要大量的資金,離不開(kāi)農(nóng)村信貸的支持。2014年中央一號(hào)文件《關(guān)于全面深化農(nóng)村改革加快推進(jìn)農(nóng)業(yè)現(xiàn)代化的若干意見(jiàn)》明確指出“加快農(nóng)村金融制度創(chuàng)新,強(qiáng)化金融機(jī)構(gòu)服務(wù)三農(nóng)的職責(zé)”。長(zhǎng)期以來(lái),金融機(jī)構(gòu)的信貸資金大部分流向了效益高的非農(nóng)部門(mén),使得農(nóng)村信貸資金沒(méi)有對(duì)農(nóng)村經(jīng)濟(jì)增長(zhǎng)產(chǎn)生應(yīng)有的促進(jìn)作用,這也是國(guó)家出臺(tái)各項(xiàng)政策扶持農(nóng)村經(jīng)濟(jì)建設(shè)的原因。首先,本文對(duì)我國(guó)農(nóng)業(yè)產(chǎn)業(yè)化現(xiàn)狀的分析,明確了研究問(wèn)題的重要意義。通過(guò)國(guó)內(nèi)外相關(guān)文獻(xiàn)綜述,了解了對(duì)于農(nóng)業(yè)產(chǎn)業(yè)化融資難的問(wèn)題,國(guó)內(nèi)外的學(xué)者的研究重點(diǎn),主要是提高金融支農(nóng)效率和農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營(yíng)內(nèi)部自身的融資能力。從而確定了本文的研究思路和方法。然后是理論部分,一方面闡述了信貸支農(nóng)的相關(guān)理論,清楚了農(nóng)業(yè)產(chǎn)業(yè)化和農(nóng)村信貸的特征,從而得到信貸支農(nóng)理論上的必要性,同時(shí)借鑒了其他國(guó)家的發(fā)展經(jīng)驗(yàn),更是明確了我國(guó)信貸支農(nóng)的方向；另一方面,結(jié)合數(shù)據(jù)說(shuō)明安徽省信貸支農(nóng)的現(xiàn)狀,農(nóng)村信貸供求中問(wèn)題,分析金融機(jī)構(gòu)信貸供給不足的原因。實(shí)證部分,由兩個(gè)模塊構(gòu)成。一是本文通過(guò)安徽省2011-2001年的農(nóng)業(yè)產(chǎn)業(yè)化和信貸的縱向指標(biāo)數(shù)據(jù)和2011年安徽省十六個(gè)地市的橫向相關(guān)指標(biāo)數(shù)據(jù),分別進(jìn)行因子分析和多元線性回歸分析,證實(shí)農(nóng)業(yè)產(chǎn)業(yè)化與信貸正相關(guān)性。二是通過(guò)建立VAR模型分析農(nóng)村信貸支農(nóng)對(duì)農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展的影響程度,協(xié)整檢驗(yàn)結(jié)果表明農(nóng)村信貸對(duì)農(nóng)業(yè)產(chǎn)業(yè)化的發(fā)展有明顯的拉動(dòng)作用,而格蘭杰因果檢驗(yàn)表明農(nóng)村信貸是農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展的格蘭杰原因,但是存在時(shí)滯因而效率不高。最后根據(jù)研究的實(shí)證結(jié)論以及理論分析,本文從構(gòu)建健全的安徽農(nóng)村信貸市場(chǎng)；完善現(xiàn)有農(nóng)村金融機(jī)構(gòu)的功能：著重發(fā)展規(guī)范的農(nóng)村民間金融和農(nóng)村信貸新產(chǎn)品；深化農(nóng)村信用社改革,創(chuàng)新農(nóng)村信用社金融業(yè)務(wù)；完善農(nóng)村信貸保險(xiǎn)的保障機(jī)制,優(yōu)化農(nóng)村金融生態(tài)環(huán)境；加大政府對(duì)農(nóng)村信貸的扶持力度六個(gè)方面提出政策建議。
[Abstract]:Agricultural industrialization is the direction of modern agriculture development and the only way to increase farmers' income and solve the problem of agriculture, countryside and farmers. The development of agricultural industrialization requires a large amount of funds and cannot be separated from the support of rural credit. In 2014, the No. 1 document of the Central Committee on comprehensively deepening Rural Reform and speeding up Agricultural Modernization pointed out clearly that "speeding up the innovation of rural financial system," Strengthen the responsibility of financial institutions to serve agriculture, rural areas and farmers. For a long time, most of the credit funds of financial institutions have gone to non-agricultural sectors with high efficiency, so the rural credit funds have not had their due role in promoting rural economic growth. This also is the reason that the country promulgates various policies to support rural economy construction. First of all, this paper analyzes the current situation of agricultural industrialization in China, and clarifies the significance of the research. Based on the literature review at home and abroad, this paper finds out the problems of financing in agricultural industrialization, and the research focus of scholars at home and abroad is to improve the efficiency of financial support to agriculture and the financing ability of agricultural industrialization management itself. Thus, the research ideas and methods of this paper are determined. Then the theory part, on the one hand, expounds the relevant theories of credit supporting agriculture, makes clear the characteristics of agricultural industrialization and rural credit, thus obtains the theoretical necessity of credit supporting agriculture, and at the same time draws lessons from the development experience of other countries. On the other hand, combining with the data to explain the current situation of credit supporting agriculture in Anhui Province, the problems in rural credit supply and demand are analyzed, and the reasons for the shortage of credit supply in financial institutions are analyzed. The empirical part consists of two modules. First, this article carries on the factor analysis and the multivariate linear regression analysis through the Anhui Province 2011-2001 agricultural industrialization and the credit longitudinal index data and the 2011 Anhui 16 cities horizontal correlation index data, The positive correlation between agricultural industrialization and credit is confirmed. The second is to establish VAR model to analyze the influence of rural credit to the development of agricultural industrialization. The results of cointegration test show that rural credit has obvious pull effect on the development of agricultural industrialization. The Granger causality test shows that rural credit is the Granger cause of agricultural industrialization development, but there is delay, so the efficiency is not high. Finally, according to the empirical conclusions and theoretical analysis, this paper constructs a sound rural credit market in Anhui Province, improves the functions of existing rural financial institutions, and focuses on the development of standardized rural private finance and new rural credit products. Deepening the reform of rural credit cooperatives, innovating the financial business of rural credit cooperatives, perfecting the guarantee mechanism of rural credit insurance, optimizing the rural financial ecological environment, and increasing the government's support for rural credit put forward six aspects of policy recommendations.
