【摘要】：三農(nóng)問題一直是我國政府致力解決的問題,持續(xù)提高農(nóng)民收入則是解決該問題的關(guān)鍵,廣大農(nóng)村地區(qū)缺少有效的金融機(jī)構(gòu)為其提供金融服務(wù),這嚴(yán)重制約著農(nóng)民收入的提高。同時隨著中國經(jīng)濟(jì)的發(fā)展,中小企業(yè)融資難的問題日益凸顯,拓寬中小企業(yè)融資途徑就成為當(dāng)務(wù)之急。小額貸款公司應(yīng)運(yùn)而生,為解決以上兩個難題提供了可能性。 內(nèi)蒙古小額貸款公司試點(diǎn)工作取得了顯著成效,發(fā)展呈現(xiàn)出良好勢頭,在數(shù)量、貸款余額、注冊資本金方面都保持在全國的領(lǐng)先水平。但是也伴隨著一些問題,有些問題是由于先天的政策制定造成的,有些是在后天運(yùn)行中產(chǎn)生的,例如外源融資不足、利率制定不合理、公司治理機(jī)制落后等,這都將制約其進(jìn)一步發(fā)展。 本文將從宏觀和微觀兩方面分析小額貸款公司的發(fā)展現(xiàn)狀,并從監(jiān)管部門、公司管理者、從業(yè)人員等方面研究內(nèi)蒙古的小額貸款公司現(xiàn)階段存在的問題及面臨的威脅,并針對問題提出合理的對策。例如拓寬融資渠道、完善利率定價機(jī)制、提高從業(yè)人員素質(zhì)、加強(qiáng)內(nèi)控建設(shè)等。 筆者認(rèn)為,現(xiàn)階段內(nèi)蒙古的小額貸款公司還有很大的發(fā)展空間,尤其是在國家大力扶持小微企業(yè)和貫徹三農(nóng)三牧的政策背景下,只要制定合理的發(fā)展方案,并付諸實(shí)踐,相信小額貸款公司將迎來下一個春天。
[Abstract]:The problem of "agriculture, countryside and farmers" has always been the problem that our government has been trying to solve, and the key to solve this problem is to continuously raise the farmers' income. The lack of effective financial institutions in the vast rural areas to provide financial services for them has seriously restricted the increase of farmers' income. At the same time, with the development of China's economy, the problem of financing difficulties for SMEs is becoming increasingly prominent, so it is urgent to broaden the financing channels of SMEs. The small loan company arises at the historic moment, has provided the possibility for solving the above two difficult problems. The pilot work of Inner Mongolia Microloan Company has achieved remarkable results, and the development has shown a good momentum. In terms of quantity, loan balance and registered capital, it has maintained the leading level in the whole country. However, there are also some problems, some of which are caused by innate policy making, others are caused by the operation of the day after tomorrow, such as insufficient external financing, unreasonable interest rate setting, backward corporate governance mechanism, and so on. This will restrict its further development. In this paper, we will analyze the present situation of microfinance companies from both macro and micro aspects, and study the problems and threats faced by small loan companies in Inner Mongolia at the present stage from the aspects of regulatory authorities, company managers, employees, etc. And put forward the reasonable countermeasure in view of the problem. For example, widening financing channels, perfecting interest rate pricing mechanism, improving the quality of employees, strengthening the construction of internal control and so on. The author believes that there is still a lot of room for development of the small loan companies in Inner Mongolia at the present stage, especially in the context of the state's vigorous support for small enterprises and the implementation of the policy of "three agriculture, rural areas and three pastoralism", so long as a reasonable development plan is formulated and put into practice. I believe that microfinance companies will usher in the next spring.
