【摘要】:金融是現(xiàn)代經(jīng)濟的核心與命脈?v觀阻礙我國農(nóng)村發(fā)展的困難,農(nóng)村金融的相對滯后是其中最緊迫而且最明顯的一個問題。農(nóng)村信用社不單單是銀行金融機構(gòu),更是一方經(jīng)濟的首要推動力,對于保障農(nóng)村經(jīng)濟穩(wěn)定發(fā)展,推進新農(nóng)村建設起到舉足輕重的作用,但是由于農(nóng)村信用社自身的弱質(zhì)性和特殊性,使其在經(jīng)營發(fā)展過程中幾乎具備了操作風險發(fā)生的一切條件,即:點多面廣、單個規(guī)模較小、經(jīng)營管理水平相對較低、風險較大,致使風險隱藏的更深、散播的更廣。同時,導致操作風險誘導性因素增多、不確定性因素增高、以及危害性逐步增加,使得操作風險損失事故頻頻發(fā)生,制約農(nóng)村信用社進一步發(fā)展。故而,農(nóng)村信用社不得不正視操作風險問題,不得不加強操作風險管理。如何在風險博弈中求生存、求發(fā)展,成為我國農(nóng)村信用社在發(fā)展過程中亟待研究和有效解決的課題。 本文緊緊圍繞“農(nóng)村信用社操作風險管理”這一主題,按著“風險識別——風險分析——風險衡量——風險處理”的步驟,從定性和定量兩方面對其進行研究剖析,從而提出完善其操作風險管理的對策建議。按照理論聯(lián)系實際的原則,首先總結(jié)國內(nèi)外操作風險管理理論及其相關內(nèi)容,構(gòu)筑農(nóng)村信用社操作風險管理的起點,為后面的寫作奠定了理論基礎。接下來,根據(jù)實際,立足現(xiàn)實,用描述性統(tǒng)計客觀的指出近年來農(nóng)村信用社操作風險損失明顯增長和操作風險管理失當?shù)臓顩r,闡述人員、流程、系統(tǒng)、制度、外部環(huán)境等因素都會引致操作風險問題,影響風險管理發(fā)揮效能;以此實現(xiàn)對農(nóng)村信用社操作風險的充分識別與分析。再次,針對如何評價農(nóng)村信用社操作風險影響因素,建立了操作風險評價指標體系,結(jié)合各指標的特性,建立了一個經(jīng)四層逐級細化的層次分析模型。運用建立的模型對操作風險進行了實例分析評價,將定性的操作風險影響因素轉(zhuǎn)化為可以度量的值進行定量分析和研究,由此可指定相應的風險防范措施。 研究結(jié)果顯示,農(nóng)村信用社操作風險產(chǎn)生的根源在于其制度弊端。因此,當前農(nóng)村信用社應該把握主要矛盾,分清主次本末,重視并盡快改進的主要是存在于農(nóng)村信用社自身的顯著問題,在重點加強制度建設的同時,還應重視員工操作風險知識培訓,不斷提高員工素質(zhì);規(guī)范業(yè)務操作流程,保證風險管理工作有效執(zhí)行;提高操作風管理技術水平;加強外部監(jiān)管力度,營造良好的操作風險管理環(huán)境;構(gòu)筑完備的電子網(wǎng)絡信息系統(tǒng)保障系統(tǒng)穩(wěn)健運行。以便農(nóng)村信用社在日常運營過程中,成功的預防風險、應對和處理風險,取得實實在在的操作風險管理效果。
[Abstract]:Finance is the core and lifeline of modern economy. The relative lag of rural finance is one of the most urgent and obvious problems. Rural credit cooperatives are not only banks and financial institutions, but also the primary driving force of one side of the economy. They play an important role in ensuring the stable development of the rural economy and promoting the construction of new rural areas. However, because of its weakness and particularity, rural credit cooperatives almost have all the conditions for the occurrence of operational risks in the process of operation and development, that is, they have a wide range of points, a small single scale, a relatively low level of operation and management, and a higher risk. Causes the risk to hide deeper, the dissemination is wider. At the same time, it leads to the increase of operational risk inductive factors, the increase of uncertainty factors, and the gradual increase of harmfulness, which makes operational risk loss accidents occur frequently and restricts the further development of rural credit cooperatives. Therefore, the rural credit cooperatives have to face up to operational risk problems, have to strengthen operational risk management. How to survive and develop in the risk game has become an urgent task to be studied and effectively solved in the process of development of rural credit cooperatives in China. This paper focuses on the theme of "operational risk management of rural credit cooperatives", according to the steps of "risk identification-risk analysis-risk measurement-risk treatment", and analyzes it from both qualitative and quantitative aspects. Therefore, the countermeasures and suggestions for perfecting its operational risk management are put forward. According to the principle of integrating theory with practice, this paper first summarizes the theory of operational risk management at home and abroad and its related contents, constructs the starting point of operational risk management of rural credit cooperatives, and lays a theoretical foundation for the later writing. Then, according to the reality and based on reality, using descriptive statistics to objectively point out the obvious increase of operational risk loss and mismanagement of operational risk in rural credit cooperatives in recent years, expounding the personnel, process, system, system, The external environment and other factors will lead to operational risk problems and affect the effectiveness of risk management in order to fully identify and analyze the operational risks of rural credit cooperatives. Thirdly, in view of how to evaluate the influencing factors of the operational risk of rural credit cooperatives, the operational risk evaluation index system is established. Combining with the characteristics of each index, a hierarchical analysis model is established, which is refined by four layers step by step. The operational risk is analyzed and evaluated by using the established model, and the qualitative operational risk influencing factors are transformed into measurable values for quantitative analysis and research, and the corresponding risk prevention measures can be specified. The result shows that the root of the operational risk of rural credit cooperatives lies in its system malpractice. Therefore, at present, the rural credit cooperatives should grasp the principal contradiction, distinguish the primary and secondary aspects, attach importance to and improve the main problems existing in the rural credit cooperatives themselves as soon as possible, and at the same time focus on strengthening the system construction. We should also pay attention to the training of operational risk knowledge, improve the quality of employees, standardize the business operation process, ensure the effective implementation of risk management, improve the technical level of operation style management, strengthen external supervision, Create a good operating risk management environment and build a complete electronic network information system to ensure the stable operation of the system. So that rural credit cooperatives can successfully prevent risks, deal with and deal with risks, and achieve practical operational risk management results in the daily operation of rural credit cooperatives.
