【摘要】：正一、國(guó)外政策性銀行的產(chǎn)生及發(fā)展現(xiàn)狀政策性銀行發(fā)軔于19世紀(jì)后半葉,最先出現(xiàn)在農(nóng)業(yè)領(lǐng)域。在傳統(tǒng)的商業(yè)銀行不愿提供農(nóng)業(yè)貸款的情況下,為了實(shí)現(xiàn)政府發(fā)展農(nóng)業(yè)的意圖,法國(guó)出現(xiàn)了農(nóng)業(yè)信貸互助地方金庫(kù),這是現(xiàn)代政策性銀行的雛形。20世紀(jì)30年代,除農(nóng)業(yè)政策性銀行外,還出現(xiàn)了開發(fā)銀行(以滿足對(duì)長(zhǎng)期投資的需求)、進(jìn)出口銀行、住房政策性銀行。第二次世界大戰(zhàn)結(jié)束直到20世紀(jì)50年代,在西方工業(yè)國(guó)家和部分經(jīng)濟(jì)落后國(guó)家里,政策性銀行大量涌現(xiàn),為各國(guó)恢復(fù)和重建戰(zhàn)后經(jīng)濟(jì)做出了積極的貢獻(xiàn)。
[Abstract]:First, the emergence and development of foreign policy banks originated in the second half of the 19th century, and first appeared in the field of agriculture. In the case of traditional commercial banks unwilling to provide agricultural loans, in order to realize the government's intention to develop agriculture, a local treasury of agricultural credit mutual assistance appeared in France, which was the embryonic form of modern policy banks in the 1930s. In addition to agricultural policy banks, there are also development banks (to meet the demand for long-term investment), import and export banks, and housing policy banks. From the end of the second World War to the 1950s, in the western industrial countries and some economically backward countries, the policy banks emerged in large numbers, which made a positive contribution to the recovery and reconstruction of the postwar economy.
