【摘要】：農(nóng)村金融資源及其配置效率是農(nóng)業(yè)現(xiàn)代化發(fā)展的關(guān)鍵問(wèn)題。在市場(chǎng)經(jīng)濟(jì)條件下,我國(guó)政府對(duì)“三農(nóng)”問(wèn)題高度重視,農(nóng)村金融改革不斷推進(jìn),農(nóng)村金融資源配置效率不斷提高,并推動(dòng)了農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)的發(fā)展。由于各地農(nóng)村經(jīng)濟(jì)發(fā)展不一樣,農(nóng)村金融資源的配置效率也不同。福建省雖然是經(jīng)濟(jì)較發(fā)達(dá)的地區(qū),但由于農(nóng)村傳統(tǒng)的農(nóng)業(yè)特征相對(duì)明顯,農(nóng)村微觀主體融資不暢,金融支持不足等問(wèn)題的存在,使得福建農(nóng)村金融資源配置效率出現(xiàn)弱化的現(xiàn)象。因此完善福建農(nóng)村金融資源配置機(jī)制、提高配置效率,對(duì)提升福建農(nóng)業(yè)綜合生產(chǎn)能力,建設(shè)社會(huì)主義新農(nóng)村和實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化具有重要意義。本文以資源配置效率理論為基礎(chǔ),運(yùn)用現(xiàn)代農(nóng)村金融效率理論,借鑒國(guó)內(nèi)外學(xué)者關(guān)于金融資源配置效率的研究成果,主要從以下幾方面進(jìn)行闡述:第一,主要運(yùn)用金融資源配置效率理論分析福建省農(nóng)村金融資源形成與發(fā)展;第二,福建省農(nóng)村金融資源配置的現(xiàn)狀分析;第三,通過(guò)構(gòu)建DEA重點(diǎn)對(duì)福建省農(nóng)村金融資源配置狀況的實(shí)證分析;第四,著重分析福建省農(nóng)村金融資源配置效率的制約因素;第五,提出優(yōu)化農(nóng)村金融資源配置的總體思路及對(duì)策。
[Abstract]:Rural financial resources and their allocation efficiency are the key issues in the development of agricultural modernization. Under the condition of market economy, our government attaches great importance to the problem of "agriculture, countryside and farmers", the reform of rural finance is advancing continuously, the efficiency of allocation of rural financial resources has been improved constantly, and the development of agriculture and rural economy has been promoted. Due to different rural economic development, the allocation efficiency of rural financial resources is also different. Although Fujian Province is an economically developed region, due to the relatively obvious rural traditional agricultural characteristics, the financing of the rural micro-main body is not smooth, and the financial support is insufficient, etc. Make Fujian rural financial resources allocation efficiency appear weakening phenomenon. Therefore, it is of great significance to improve the allocation mechanism and efficiency of Fujian rural financial resources in order to promote Fujian's comprehensive agricultural production capacity, to build a new socialist countryside and to realize agricultural modernization. Based on the theory of resource allocation efficiency and using the theory of modern rural financial efficiency, this paper draws lessons from the research results of domestic and foreign scholars on the efficiency of financial resources allocation, mainly from the following aspects: first, Mainly using the theory of financial resource allocation efficiency to analyze the formation and development of Fujian rural financial resources; second, the current situation of Fujian Province rural financial resources allocation; third, Through the construction of DEA focus on Fujian Province rural financial resources allocation situation of empirical analysis; fourth, focus on Fujian Province rural financial resources allocation efficiency constraints; fifthly, put forward the overall thinking and countermeasures to optimize rural financial resources allocation.
