【摘要】：近年來,全球經(jīng)濟(jì)和中國經(jīng)濟(jì)出現(xiàn)了一些深刻的變化,進(jìn)入了深度調(diào)整期。在這個調(diào)整過程中,中國經(jīng)濟(jì)增速放緩。2013年上半年以來經(jīng)濟(jì)增速明顯放緩,導(dǎo)致了中小企業(yè)特別是小微企業(yè)生存更加困難。為了應(yīng)對這些困難,小微企業(yè)本身需要升級改造,資金需求因此更加旺盛。在政策層面,國家在監(jiān)管政策和財稅政策等方面,也釋放出諸多積極信號,旨在鼓勵和改善小微企業(yè)發(fā)展的外部環(huán)境。攀枝花市作為西部重要的鋼鐵、釩鈦、能源基地和新興工業(yè)城市,轄內(nèi)小微企業(yè)大多為鋼鐵、釩鈦、煤炭三大產(chǎn)業(yè)的加工配套型企業(yè),依附于攀鋼、鋼企、攀煤三大企業(yè),屬于勞動密集型、簡易加工型企業(yè),產(chǎn)品附加值不高,市場競爭力較弱,抗風(fēng)險能力較低。為促進(jìn)中小企業(yè)的發(fā)展,攀枝花市政府制定了一系列中小企業(yè)扶持政策。2005年,攀枝花市委、攀枝花市政府貫徹落實了《國務(wù)院關(guān)于鼓勵支持和引導(dǎo)個體私營等非公有制經(jīng)濟(jì)發(fā)展的若干意見》的實施意見,2010年,頒布了《攀枝花市人民政府關(guān)于促進(jìn)非公有制經(jīng)濟(jì)(中小企業(yè))加快發(fā)展的實施意見》等政策。多年來,通過這些小微企業(yè)扶持政策的貫徹落實,促進(jìn)了攀枝花市小微企業(yè)穩(wěn)定發(fā)展。然而,攀枝花市小微企業(yè)金融扶持政策體系依然不完善,如政策系統(tǒng)性和可操作性程度不高,金融政策無法全面滿足中小企業(yè)發(fā)展的融資需求,財稅政策支持手段難以發(fā)揮作用,技術(shù)創(chuàng)新政策扶持力度有限等。因此,亟待對現(xiàn)行攀枝花市小微企業(yè)金融扶持政策體系進(jìn)行完善,以發(fā)揮政策體系的引導(dǎo)作用,促進(jìn)攀枝花市小微企業(yè)繁榮發(fā)展。
[Abstract]:In recent years, the global economy and the Chinese economy have experienced some profound changes and entered a period of deep adjustment. China's economic growth has slowed during the adjustment, which has slowed markedly since the first half of 2013, making it more difficult for small and medium-sized enterprises, especially small and micro enterprises, to survive. In order to cope with these difficulties, small and micro-enterprises themselves need to upgrade, the need for more capital. At the policy level, the state also sends out many positive signals in terms of regulatory policy and fiscal policy, aiming to encourage and improve the external environment for the development of small and micro enterprises. Panzhihua City, as an important iron and steel, vanadium and titanium, energy base and new industrial city in the west of China, is mainly a small and micro enterprise in the jurisdiction of the three major industries of iron and steel, vanadium, titanium and coal. It is attached to the three major enterprises of Panzhihua Iron and Steel, Steel and Coal. It is labor-intensive, simple processing enterprise, low added-value products, weak market competitiveness and low ability to resist risks. In order to promote the development of small and medium-sized enterprises, the Panzhihua Municipal Government has formulated a series of policies to support small and medium-sized enterprises. In 2005, the Panzhihua Municipal Committee, The Panzhihua Municipal Government has implemented the "opinions of the State Council on encouraging, supporting and guiding the Development of Non-public sectors of the economy such as the individual and the Private sector." in 2010, Promulgated the Panzhihua City people's Government on promoting the non-public economy (small and medium-sized enterprises) to accelerate the implementation of policies. Over the years, the implementation of these policies has promoted the stable development of small and micro enterprises in Panzhihua. However, the financial support policy system of small and micro enterprises in Panzhihua City is still imperfect, such as the low degree of systematization and maneuverability of the policy, the financial policy can not fully meet the financing needs of the development of small and medium-sized enterprises. Fiscal and tax policy support means are difficult to play a role, technological innovation policy support is limited. Therefore, it is urgent to improve the current financial support policy system of small and micro enterprises in Panzhihua City, so as to give full play to the guiding role of the policy system and promote the prosperity and development of small and micro enterprises in Panzhihua City.
