【摘要】：自金融危機(jī)以來(lái),全球金融監(jiān)管的理念、方法和制度安排正在經(jīng)歷著全面的變革。本文概括并評(píng)價(jià)了自金融危機(jī)以來(lái)的國(guó)際金融監(jiān)管改革的六個(gè)主要方面:宏觀審慎管理工具與政策框架、系統(tǒng)重要性機(jī)構(gòu)監(jiān)管的進(jìn)展、巴塞爾銀行監(jiān)管新規(guī)的推行、對(duì)主權(quán)債務(wù)風(fēng)險(xiǎn)的監(jiān)控、制定影子銀行體系監(jiān)管建議以及對(duì)信用評(píng)級(jí)機(jī)構(gòu)的監(jiān)管。未來(lái)全球經(jīng)濟(jì)復(fù)蘇形勢(shì)復(fù)雜,本文認(rèn)為歐美國(guó)家對(duì)于監(jiān)管改革的論調(diào)不會(huì)逆轉(zhuǎn),發(fā)生變化的只是對(duì)改革的步伐和手段、經(jīng)濟(jì)復(fù)蘇以及主權(quán)債務(wù)風(fēng)險(xiǎn)的緩釋等諸多變量之間的權(quán)衡關(guān)系的認(rèn)識(shí)。
[Abstract]:Since the financial crisis, the ideas, methods and institutional arrangements of global financial regulation are undergoing comprehensive changes. This paper summarizes and evaluates six major aspects of international financial regulatory reform since the financial crisis: macroprudential management tools and policy framework, progress of systemically important institutional regulation, implementation of new Basel regulations on banking supervision. Monitoring sovereign debt risk, developing shadow banking system regulatory recommendations and regulation of credit rating agencies. The situation of the global economic recovery in the future is complex. This paper believes that the arguments of European and American countries on regulatory reform will not be reversed, only the pace and means of reform will change. Recognition of the trade-off between economic recovery and sovereign debt risk mitigation.
