牡丹江地區(qū)新型城鎮(zhèn)化基礎(chǔ)設(shè)施建設(shè)融資問題研究

【摘要】:在大力發(fā)展新型城鎮(zhèn)化這個大背景下,缺少資金尤其是基礎(chǔ)設(shè)施建設(shè)資金,是制約地方政府加快推進(jìn)新型城鎮(zhèn)化進(jìn)程的首要因素,也是目前我國地方政府面臨的一個共性問題。本文以新型城鎮(zhèn)化基礎(chǔ)設(shè)施融資問題為切入口,以2014年國家出臺《國家新型城鎮(zhèn)化規(guī)劃(2014—2020)》提出的“四化同步,城鄉(xiāng)統(tǒng)籌和政府引導(dǎo)、市場主導(dǎo)”為原則,結(jié)合國家、省有關(guān)金融政策和金融部門的相關(guān)扶持政策,通過運(yùn)用項(xiàng)目區(qū)分理論和新優(yōu)序融資理論,結(jié)合牡丹江市新型城鎮(zhèn)化基礎(chǔ)設(shè)施融資的實(shí)際情況,采用規(guī)范分析與實(shí)證分析相結(jié)合、定量和定性相結(jié)合的方法,對發(fā)放的調(diào)查問卷及相關(guān)統(tǒng)計(jì)數(shù)據(jù)進(jìn)行分析,對牡丹江市新型城鎮(zhèn)化基礎(chǔ)設(shè)施建設(shè)資金的需求現(xiàn)狀和供給現(xiàn)狀進(jìn)行論述,闡明“十二五”期間牡丹江市新型城鎮(zhèn)化基礎(chǔ)設(shè)施融資的供求狀況、供求關(guān)系,并對“十二五”期間牡丹江市新型城鎮(zhèn)化基礎(chǔ)設(shè)施融資的資金缺口情況加以分析。 針對牡丹江市“十二五”期間新型城鎮(zhèn)化基礎(chǔ)設(shè)施融資方面存在“資金供給不暢、城鄉(xiāng)融資失調(diào)和缺乏風(fēng)險預(yù)警等制度”三方面存在的問題,本文分析問題成因,并著重對城鄉(xiāng)融資不平衡、制度建設(shè)這兩個因素進(jìn)行重點(diǎn)分析。結(jié)合國內(nèi)外新型城鎮(zhèn)化經(jīng)驗(yàn)對牡丹江市新型城鎮(zhèn)化基礎(chǔ)設(shè)施融資的啟示,提出了三個具體對策與建議:一是明確政府定位是統(tǒng)籌加引導(dǎo),從定位上確定地方政府的引導(dǎo)作用和統(tǒng)籌功能;二是明確通過做大做優(yōu)平臺公司撬動社會資本;三是明確通過“三位一體”制度建設(shè)實(shí)現(xiàn)資金聚合效應(yīng),,通過制度建設(shè)為新型城鎮(zhèn)化基礎(chǔ)設(shè)施融資提供軟環(huán)境的保障。本文不僅為牡丹江地區(qū)在“十二五”期間乃至今后一段時間內(nèi)加快新型城鎮(zhèn)化基礎(chǔ)設(shè)施融資提供借鑒,同時試圖從牡丹江市的個案中找到制約我國地方政府加快新型城鎮(zhèn)化基礎(chǔ)設(shè)施融資的共性問題和解決辦法,為其他地方政府在新型城鎮(zhèn)化基礎(chǔ)設(shè)施融資方面提供借鑒。
[Abstract]:Under the background of vigorously developing new urbanization, the lack of funds, especially the funds for infrastructure construction, is the primary factor restricting local governments to speed up the process of new urbanization, and it is also a common problem that our local governments are facing at present. This article regards the financing problem of new urbanization infrastructure as the entry point, and combines the principle of "four modernizations synchronization, urban and rural overall planning and government guidance, market leading", which was put forward by the State in 2014, which was put forward by the National New urbanization Plan 2014-2020, combined with the state. By using the project differentiation theory and the new priority financing theory, combining the actual situation of new urbanization infrastructure financing in Mudanjiang City, the paper combines the normative analysis with the empirical analysis. Combining quantitative and qualitative methods, this paper analyzes the questionnaire and related statistical data, and discusses the demand and supply of new urbanization infrastructure construction funds in Mudanjiang. This paper expounds the supply and demand of new urbanization infrastructure financing in Mudanjiang City during the 12th Five-Year Plan period, and analyzes the financing gap of new urbanization infrastructure in Mudanjiang City during the 12th Five-Year Plan period. In view of the existing problems in the financing of new urbanization infrastructure in Mudanjiang City during the 12th Five-Year Plan period, such as the poor supply of funds, the imbalance of financing between urban and rural areas and the lack of risk warning system, this paper analyzes the causes of the problems. And focus on urban and rural financing imbalance, institutional construction of these two factors focus on analysis. Combined with the enlightenment of new urbanization experience at home and abroad to the financing of new urbanization infrastructure in Mudanjiang City, three specific countermeasures and suggestions are put forward: first, it is clear that the government's orientation is to be integrated and guided. To determine the guiding role and overall planning function of the local government from the orientation; second, to explicitly leverage social capital through the development of a larger and better platform company; and third, to clearly realize the effect of fund aggregation through the "trinity" system construction. Through the system construction to provide the soft environment guarantee for the new urbanization infrastructure financing. This paper not only provides a reference for the Mudanjiang region to speed up the financing of new urbanization infrastructure during the 12th Five-Year Plan period and even for some time to come. At the same time, this paper tries to find the common problems and solutions of restricting the local government to speed up the financing of new urbanization infrastructure from the case of Mudanjiang City, so as to provide reference for other local governments in the financing of new urbanization infrastructure.
