【摘要】：城鎮(zhèn)化作為我國現(xiàn)代化建設(shè)的歷史任務(wù)、擴(kuò)大內(nèi)需的最大潛力所在，，對于促進(jìn)國民經(jīng)濟(jì)穩(wěn)步增長，提升人民群眾生活水平無疑具有重要意義。金融作為當(dāng)前經(jīng)濟(jì)社會的核心，與之相關(guān)的信貸政策以及監(jiān)管方式等在內(nèi)的一系列因素都會對城鎮(zhèn)化這一歷史性工作的推進(jìn)造成一定影響。因而在城鎮(zhèn)化推進(jìn)過程中，首先明確明確金融支持的內(nèi)容、歷史表現(xiàn)及效果和相關(guān)實施機(jī)制等方面進(jìn)而再去研究制定合適的金融支持政策以更好的推進(jìn)城鎮(zhèn)化具有重要的學(xué)術(shù)價值和現(xiàn)實意義。 本文的研究遵循兩條主線：首先，從理論與實證分析兩個層面來闡述并驗證金融發(fā)展對城鎮(zhèn)化的深化能夠起到較大的推動作用；其次，在明確金融對城鎮(zhèn)化的作用原理，并得出金融對城鎮(zhèn)化的正向促進(jìn)作用之后，緊密圍繞金融政策對金融發(fā)展的影響展開，并對由于金融政策頒布滯后以及落實不到位等原因造成的當(dāng)前金融發(fā)展存在的問題進(jìn)行深入分析，最后從金融政策引導(dǎo)、支持金融發(fā)展的角度出發(fā)，為金融支持政策促進(jìn)金融發(fā)展，金融發(fā)展又進(jìn)一步推動城鎮(zhèn)化建設(shè)提出針對性建議。在此框架下，本文先從理論層面闡明金融發(fā)展與城鎮(zhèn)化間的相互促進(jìn)關(guān)系，接著梳理了我國城鎮(zhèn)化進(jìn)程中頒布的各項金融政策，并將我國城鎮(zhèn)化的內(nèi)容細(xì)化為包括基礎(chǔ)設(shè)施投資跟進(jìn)、產(chǎn)業(yè)結(jié)構(gòu)布局合理化、社會包容性提高以及生態(tài)環(huán)境友好四個方面。在此基礎(chǔ)上，重點展開金融支持對城鎮(zhèn)化的現(xiàn)實促進(jìn)作用，具體包括金融支持基礎(chǔ)設(shè)施建設(shè)投資、農(nóng)業(yè)產(chǎn)業(yè)化及二、三產(chǎn)業(yè)轉(zhuǎn)型升級以及農(nóng)戶實現(xiàn)居民身份轉(zhuǎn)變等三個方面，其中，又以基礎(chǔ)設(shè)施投資為例，測算出未來投資增長空間以粗略估計相應(yīng)的資金缺口，并聯(lián)系基建項目的歷史融資方式演進(jìn)和傳統(tǒng)的金融體系支持基礎(chǔ)設(shè)施投資力度不足的現(xiàn)狀，提出融資手段創(chuàng)新的意義。同時，本文還選取了1985-2012年的數(shù)據(jù)，通過計量實證模型來證明了金融中介發(fā)展指數(shù)、金融體系效率的改善對于城鎮(zhèn)化水平的提高具有明顯的正向作用，在此基礎(chǔ)上，進(jìn)一步分析指出金融為促進(jìn)當(dāng)前城鎮(zhèn)化的深入推進(jìn)應(yīng)當(dāng)重點關(guān)注的政策層面。最后，本文分析了現(xiàn)有金融支持政策存在的不足方面，并從加強(qiáng)頂層設(shè)計的角度提出針對性建議。
[Abstract]:Urbanization, as the historical task of our country's modernization construction, the greatest potential of expanding domestic demand is undoubtedly of great significance for promoting the steady growth of the national economy and improving the living standards of the people. As the core of current economy and society, a series of factors, such as credit policy and supervision mode, will influence the development of urbanization. Therefore, in the process of promoting urbanization, the first step is to clarify the content of financial support. It is of great academic value and practical significance to study and formulate appropriate financial support policies in order to promote urbanization in the aspects of historical performance and effect and related implementation mechanism. This paper follows two main lines: first, from the theoretical and empirical analysis to explain and verify that financial development can play a greater role in promoting urbanization; secondly, in clear the role of finance to urbanization, After the positive effect of finance on urbanization, it is closely focused on the impact of financial policy on financial development. And the problems existing in the current financial development caused by the delay in the promulgation of the financial policy and the lack of implementation are analyzed in depth. Finally, from the angle of the guidance of the financial policy and the support of the financial development, For the financial support policy to promote the financial development, the financial development further promotes the urbanization construction to put forward the targeted suggestions. In this framework, this paper first clarifies the mutually reinforcing relationship between financial development and urbanization from the theoretical level, and then combs the various financial policies promulgated in the process of urbanization in China. The contents of urbanization in China are divided into four aspects: infrastructure investment follow-up, rationalization of industrial structure layout, improvement of social inclusiveness and eco-environmental friendliness. On this basis, the emphasis is placed on the role of financial support in promoting urbanization, including financial support for investment in infrastructure construction, industrialization of agriculture and transformation and upgrading of secondary and tertiary industries, and household identity transformation. Among them, taking infrastructure investment as an example, we calculated the space for future investment growth to roughly estimate the corresponding funding gap. The significance of the innovation of financing means is put forward in the light of the evolution of the historical financing mode of infrastructure projects and the current situation that the traditional financial system supports the investment in infrastructure. At the same time, this paper also selects the data from 1985 to 2012, and proves by econometric empirical model that the improvement of financial system efficiency has a significant positive effect on the improvement of urbanization level. Further analysis points out the policy aspects that finance should pay attention to in order to promote the current urbanization. Finally, this paper analyzes the shortcomings of the existing financial support policies, and puts forward some suggestions from the perspective of strengthening the top-level design.
