【摘要】：正資本項(xiàng)目開放是經(jīng)濟(jì)全球化的必然趨勢,是中國進(jìn)一步擴(kuò)大改革開放的外在要求。十八屆三中全會(huì)《決定》將"擴(kuò)大金融業(yè)對(duì)內(nèi)對(duì)外開放"作為全面深化改革的一項(xiàng)重要內(nèi)容,提出要健全宏觀審慎管理框架下的外債和資本流動(dòng)管理體系,并將此作為實(shí)現(xiàn)人民幣資本項(xiàng)目可兌換的基礎(chǔ)。開放資本項(xiàng)目有利于推動(dòng)人民幣跨境使用和香港人民幣離岸中心的建設(shè);是人民幣可兌換、成為國際儲(chǔ)備貨幣的前提條件;也是中國躋身國際金融社會(huì)
[Abstract]:The opening of positive capital account is an inevitable trend of economic globalization and an external requirement for China to further expand its reform and opening up. The third Plenary session of the 18th CPC Central Committee [decision] made "expanding the opening up of the financial sector to the inside" as an important content in comprehensively deepening the reform, and put forward the need to improve the management system of foreign debt and capital flows under the framework of macro-prudential management. And this as the realization of RMB capital account convertibility basis. Opening the capital account is conducive to the cross-border use of RMB and the construction of offshore RMB center in Hong Kong; it is a prerequisite for RMB convertibility and becoming an international reserve currency; and it is also a prerequisite for China to join the international financial community.
