【摘要】：廣西在社會主義現(xiàn)代化建設(shè)過程中,需要用到大量的資金,特別是廣西剛跨過工業(yè)化初級階段,步入半工業(yè)化的發(fā)展階段,更需要利用各種社會資源大步發(fā)展。對于廣西來說,不斷提升利用外資綜合優(yōu)勢,引入外資,促進(jìn)經(jīng)濟(jì)發(fā)展,成為了時代的選擇。 本文以廣西利用外資綜合優(yōu)勢作為出發(fā)點(diǎn),借鑒國內(nèi)外專家學(xué)者的相關(guān)理論與論述,對廣西利用外資綜合優(yōu)勢的概念做出界定,從理論上確定了廣西利用外資綜合優(yōu)勢的來源既包括區(qū)位、資源、勞動力成本和政策等已有優(yōu)勢要素,也包括優(yōu)勢尚不明顯的對外開放程度、人力資本、信息化水平、產(chǎn)業(yè)結(jié)構(gòu)和基礎(chǔ)配套設(shè)施等要素。其后,對廣西利用外資的特點(diǎn)進(jìn)行了分析,闡明了廣西利用外資的現(xiàn)狀和存在的一些問題,如外資的來源渠道需要拓寬,投資領(lǐng)域過于集中,地區(qū)分布不均衡,資金到位率波動大等。接著,對廣西利用外資綜合優(yōu)勢來源進(jìn)行了詳盡的分析評述,通過定性分析,明確了組成廣西利用外資綜合優(yōu)勢的組成要素對廣西引資能力的影響機(jī)理。 在實(shí)證部分,根據(jù)前文中提出的廣西利用外資綜合優(yōu)勢概念,構(gòu)建出理論模型,并利用計量方法對模型進(jìn)行了實(shí)證檢驗(yàn),檢驗(yàn)結(jié)果表明模型具有很高的擬合度,通過了協(xié)整檢驗(yàn),不存在偽回歸問題,證明廣西利用外資綜合優(yōu)勢各組成要素指標(biāo)的變動對廣西實(shí)際利用外資金額的變動有較為顯著的影響。最后,提出了提升廣西利用外資綜合優(yōu)勢對策,關(guān)鍵在于繼續(xù)保持傳統(tǒng)引資優(yōu)勢的同時,盡快將優(yōu)勢不明顯的要素轉(zhuǎn)化為實(shí)際優(yōu)勢,建議提高廣西的開放水平,促進(jìn)投資便利化；既要重點(diǎn)加強(qiáng)對人才的培養(yǎng),還要適當(dāng)?shù)囊M(jìn)國內(nèi)外優(yōu)秀人才；加快基礎(chǔ)設(shè)施與信息化建設(shè)；創(chuàng)建良好的投資服務(wù)環(huán)境,制定合理引資政策,提高行政效率,完善法律法規(guī)。
[Abstract]:In the process of socialist modernization, Guangxi needs to use a lot of funds, especially Guangxi has just crossed the initial stage of industrialization and stepped into the development stage of semi-industrialization, and it also needs to make great strides to develop with all kinds of social resources. For Guangxi, it has become the choice of the times to improve the comprehensive advantage of utilizing foreign capital, to introduce foreign capital and to promote economic development. This paper takes Guangxi's comprehensive advantage of utilizing foreign capital as the starting point, draws lessons from the relevant theories and expositions of experts and scholars at home and abroad, and defines the concept of Guangxi's comprehensive advantage of utilizing foreign capital. Theoretically, it is determined that the sources of Guangxi's comprehensive advantage in utilizing foreign capital include not only the existing advantages such as location, resources, labor costs and policies, but also the degree of opening up, human capital, and the level of information technology, which have not obvious advantages yet. Industrial structure and basic supporting facilities and other elements. Then, the characteristics of foreign capital utilization in Guangxi are analyzed, and the present situation and existing problems of foreign capital utilization in Guangxi are clarified, such as the need to broaden the source channels of foreign capital, the excessive concentration of investment fields, and the uneven regional distribution. The capital arrival rate fluctuates greatly. Then, the author makes a detailed analysis and comments on the sources of Guangxi's comprehensive advantage of utilizing foreign capital, and through qualitative analysis, clarifies the influence mechanism of the constituent elements of Guangxi's comprehensive advantage of utilizing foreign capital on Guangxi's ability to attract foreign investment. In the empirical part, according to the concept of Guangxi's comprehensive advantage of utilizing foreign capital, the theoretical model is constructed, and the model is tested empirically by econometric method. The results show that the model has a high degree of fit. The co-integration test shows that there is no pseudo-regression problem, which proves that the change of the index of each component element of Guangxi's comprehensive advantage of utilizing foreign capital has a significant influence on the change of the amount of foreign capital actually utilized in Guangxi. Finally, the paper puts forward the countermeasures to improve Guangxi's comprehensive advantage in utilizing foreign capital. The key lies in continuing to maintain the traditional advantages of attracting foreign investment, and at the same time, transforming the unobvious advantages into practical advantages as soon as possible, and proposing to raise the level of Guangxi's opening to the outside world. To promote investment facilitation; to focus on the training of talents, but also to appropriately introduce talented people from home and abroad; to speed up infrastructure and information construction; to create a good investment service environment; to formulate reasonable policies for attracting investment; and to improve administrative efficiency.
