【摘要】：近年來，國(guó)際經(jīng)濟(jì)形勢(shì)不斷動(dòng)蕩，而中國(guó)的經(jīng)濟(jì)也在轉(zhuǎn)型升級(jí)的過程之中，在此雙重背景之下，中國(guó)的發(fā)展正處于一個(gè)非常關(guān)鍵的歷史階段。黨的“十八大”明確提出了要增加對(duì)科技的投入，通過加強(qiáng)自主創(chuàng)新來促進(jìn)經(jīng)濟(jì)的增長(zhǎng)，這促使許多學(xué)者開始關(guān)注科技金融這一領(lǐng)域。目前，研究科技金融的熱潮才剛剛興起，人們對(duì)其的理解也還不夠深刻。 科技金融主要指的是金融對(duì)科技的支持作用，是以促進(jìn)科技創(chuàng)新的產(chǎn)業(yè)化與科技型企業(yè)發(fā)展為主要目的，各個(gè)金融資源的主體對(duì)相關(guān)的創(chuàng)新主體等提供系統(tǒng)性的金融服務(wù)的總稱�？萍冀鹑隗w系共分為六個(gè)部分，分別是科技財(cái)政資源、科技貸款、科技保險(xiǎn)、科技資本市場(chǎng)、創(chuàng)業(yè)風(fēng)險(xiǎn)投資以及外部環(huán)境支持。 無錫市作為長(zhǎng)三角地區(qū)的代表性城市之一，是中國(guó)改革開放三十多年來經(jīng)濟(jì)發(fā)展的典型，是我國(guó)東部地區(qū)的經(jīng)濟(jì)重鎮(zhèn)。無錫發(fā)展科技金融的原因是多方面的：首先，無錫經(jīng)濟(jì)實(shí)力強(qiáng)，科學(xué)基礎(chǔ)扎實(shí)，具有良好的發(fā)展科技金融的基礎(chǔ)；其次，無錫經(jīng)濟(jì)轉(zhuǎn)型升級(jí)需要發(fā)展科技金融；最后，無錫自然資源的匱乏與環(huán)境問題的不斷惡化要求無錫發(fā)展科技金融。 作為江蘇省第一個(gè)科技金融創(chuàng)新發(fā)展試點(diǎn)，無錫已經(jīng)初步建立了一套比較完整的科技金融體系，，在一定程度上推動(dòng)了部分科技型企業(yè)的發(fā)展。但是，無錫的科技金融發(fā)展還面臨著諸多問題：第一，各個(gè)部門在觀念上仍然對(duì)科技金融不夠重視；第二，金融對(duì)于科技發(fā)展的支持力度仍然不強(qiáng)；第三，對(duì)于種子期與初創(chuàng)期科技型企業(yè)的幫助比較缺乏；第四，科技金融環(huán)境的建設(shè)還有待加強(qiáng)。 要解決無錫科技金融還存在的問題：首先，要轉(zhuǎn)變觀念，樹立起正確的科技金融觀；其次，要完善科技貸款機(jī)制，加強(qiáng)科技創(chuàng)新；再次，要引導(dǎo)社會(huì)資本加入，豐富科技金融構(gòu)成；還有，要加強(qiáng)對(duì)初創(chuàng)企業(yè)的支持，完善科技金融體系；最后，要完善服務(wù)平臺(tái)，加快科技金融環(huán)境建設(shè)。 研究無錫科技金融的情況，對(duì)于促進(jìn)地區(qū)發(fā)展，轉(zhuǎn)變經(jīng)濟(jì)增長(zhǎng)的方式，加速產(chǎn)業(yè)優(yōu)化升級(jí)，都具有很強(qiáng)的意義。
[Abstract]:In recent years, the international economic situation is constantly turbulent, and China's economy is also in the process of transformation and upgrading. Under this dual background, China's development is in a very critical historical stage. The 18th National Congress of the Party clearly proposed to increase investment in science and technology and promote economic growth through strengthening independent innovation, which prompted many scholars to begin to pay attention to the field of science and technology finance. At present, the upsurge of science and technology finance is just rising, people's understanding of it is not deep enough. Science and technology finance mainly refers to the role of finance in supporting science and technology, and its main purpose is to promote the industrialization of science and technology innovation and the development of science and technology enterprises. The main body of each financial resource provides the systemic financial service to the related innovation main body and so on. Science and technology finance system is divided into six parts, namely, science and technology finance resources, science and technology loan, science and technology insurance, science and technology capital market, venture capital investment and external environment support. As one of the representative cities in the Yangtze River Delta, Wuxi is a typical economic development of China's reform and opening up for more than 30 years, and an important economic town in the eastern part of China. There are many reasons for the development of science and technology finance in Wuxi: first, Wuxi has a strong economic strength and a solid scientific foundation, which has a good foundation for the development of science and technology finance; secondly, Wuxi needs to develop science and technology finance for its economic transformation and upgrading; finally, it needs to develop science and technology finance. The shortage of natural resources and the worsening of environmental problems in Wuxi require the development of science and technology finance in Wuxi. As the first science and technology finance innovation development pilot in Jiangsu Province, Wuxi has initially established a relatively complete science and technology finance system, which to some extent has promoted the development of some science and technology enterprises. However, the development of science and technology finance in Wuxi still faces many problems: first, all departments still pay less attention to science and technology finance conceptually; second, the financial support for the development of science and technology is still not strong; third, For the seed period and the initial stage of science and technology enterprises lack of help; fourth, the construction of science and technology financial environment needs to be strengthened. In order to solve the remaining problems in science and technology finance in Wuxi: first, we should change our concepts and set up a correct view of science and technology finance; secondly, we should improve the mechanism of science and technology loans and strengthen scientific and technological innovation; thirdly, we should guide social capital to join in. In addition, we should strengthen the support to the start-up enterprises and perfect the sci-tech financial system. Finally, we should perfect the service platform and speed up the construction of the sci-tech financial environment. It is of great significance to study the situation of science and technology finance in Wuxi to promote regional development, to change the mode of economic growth and to accelerate the optimization and upgrading of industry.
