中國(guó)農(nóng)村普惠金融發(fā)展研究

【摘要】:改革開放30多年來,中國(guó)農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)得到了長(zhǎng)足發(fā)展,取得了非凡的成就。但從21世紀(jì)初,中國(guó)農(nóng)村發(fā)展的相對(duì)滯后性問題不斷凸顯,繼續(xù)深化農(nóng)村改革,促進(jìn)農(nóng)村經(jīng)濟(jì)增長(zhǎng)、農(nóng)業(yè)發(fā)展和農(nóng)民增收成為了黨中央和國(guó)務(wù)院高度重視的問題。對(duì)于“三農(nóng)”問題的解決,農(nóng)村金融的發(fā)展與支持至關(guān)重要。然而,農(nóng)村金融仍是整個(gè)中國(guó)金融體系中最為薄弱的環(huán)節(jié),農(nóng)村經(jīng)濟(jì)主體的信貸和其他金融服務(wù)需求得不到滿足的現(xiàn)象依然廣泛存在。2013年11月,黨的十八屆三中全會(huì)提出要“發(fā)展普惠金融”,即建立能夠有效、全方位地為社會(huì)所有階層和群體提供服務(wù)的金融體系。2015年10月,黨的十八屆五中全會(huì)提出了“全面建成小康社會(huì)新的目標(biāo)要求”,特別強(qiáng)調(diào)要“堅(jiān)持共享發(fā)展”,“實(shí)施脫貧攻堅(jiān)工程”。發(fā)展農(nóng)村普惠金融應(yīng)是下一步我國(guó)金融體系改革的重點(diǎn)所在,是實(shí)現(xiàn)農(nóng)民尤其是農(nóng)村貧困人口共享發(fā)展,實(shí)施金融扶貧的重要途徑。研究我國(guó)農(nóng)村普惠金融的發(fā)展,非常關(guān)鍵的核心問題就是正確處理好中國(guó)農(nóng)村普惠金融發(fā)展中的政府與市場(chǎng)關(guān)系,發(fā)揮好市場(chǎng)和政府的作用。本文以馬克思經(jīng)濟(jì)學(xué)有關(guān)農(nóng)業(yè)、金融發(fā)展和農(nóng)業(yè)發(fā)展的金融支持理論,以及中國(guó)特色社會(huì)主義相關(guān)理論為指導(dǎo),通過借鑒西方經(jīng)濟(jì)學(xué)的相關(guān)理論,界定了農(nóng)村普惠金融發(fā)展的范疇,構(gòu)建了政府與市場(chǎng)作用視角下中國(guó)農(nóng)村普惠金融發(fā)展的理論依據(jù)。在此理論指導(dǎo)下,從中國(guó)農(nóng)村普惠金融的現(xiàn)實(shí)考察出發(fā),分析當(dāng)前中國(guó)農(nóng)村普惠金融發(fā)展面臨的問題、原因及形成機(jī)理。國(guó)外一些國(guó)家在農(nóng)村普惠金融發(fā)展方面具有成功的經(jīng)驗(yàn),對(duì)中國(guó)農(nóng)村普惠金融發(fā)展具有一定的啟示。在前文論述基礎(chǔ)上,文章提出了促進(jìn)中國(guó)農(nóng)村普惠金融發(fā)展的總體框架設(shè)計(jì),包括中國(guó)農(nóng)村普惠金融發(fā)展的目標(biāo)與原則、框架和路徑。中國(guó)農(nóng)村普惠金融發(fā)展的核心問題應(yīng)是重塑政府與市場(chǎng)關(guān)系,發(fā)揮市場(chǎng)的決定性作用以及更好地發(fā)揮政府的引導(dǎo)扶持作用。發(fā)揮市場(chǎng)的決定性作用需要深化農(nóng)村金融市場(chǎng)體制改革,發(fā)揮市場(chǎng)競(jìng)爭(zhēng)機(jī)制、價(jià)格機(jī)制以及市場(chǎng)退出等機(jī)制的作用。更好地發(fā)揮政府的引導(dǎo)扶持作用要求合理確定政府與市場(chǎng)邊界,政府要致力于彌補(bǔ)“市場(chǎng)失靈”,同時(shí)減少政府干預(yù)過程中的“政府失靈”。
[Abstract]:Over 30 years of reform and opening up, China's agriculture and rural economy has made great progress and made remarkable achievements. However, since the beginning of the 21st century, the relative lag problem of China's rural development has become increasingly prominent, and continued to deepen rural reform, promote rural economic growth, agricultural development and farmers' income increase has become the party Central Committee and the State Council attached great importance to. The development and support of rural finance is very important to solve the problem of agriculture, countryside and farmers. However, rural finance is still the weakest link in the whole Chinese financial system, and the unmet demand for credit and other financial services of rural economic entities is still widespread. The third Plenary session of the 18th CPC Central Committee proposed the "development of inclusive finance", that is, the establishment of a financial system capable of providing services to all sectors and groups of society in an effective and comprehensive manner. The Fifth Plenary session of the 18th CPC Central Committee put forward the "new goal requirement of building a well-off society in an all-round way", with special emphasis on "persisting in sharing development" and "carrying out the project to overcome poverty and tackle key problems". The development of rural inclusive finance should be the key point of our country's financial system reform in the next step. It is an important way to realize the shared development of peasants, especially the rural poor, and to implement financial poverty alleviation. To study the development of rural inclusive finance in China, the key problem is to correctly deal with the relationship between government and market in the development of rural inclusive finance in China, and to play a good role in market and government. This paper is guided by the theory of financial support of Marxist economics on agriculture, financial development and agricultural development, as well as the relevant theories of socialism with Chinese characteristics, and draws lessons from the relevant theories of western economics. This paper defines the scope of rural inclusive finance development and constructs the theoretical basis for the development of rural inclusive finance in China from the perspective of government and market. Under the guidance of this theory, this paper analyzes the problems, causes and formation mechanism of the development of rural inclusive finance in China from the perspective of the reality of rural inclusive finance in China. Some foreign countries have successful experience in the development of rural inclusive finance, which has some enlightenment to the development of rural inclusive finance in China. On the basis of the previous discussion, the paper puts forward the overall framework design for promoting the development of rural inclusive finance in China, including the goals and principles, the framework and the path of the development of rural inclusive finance in China. The core problem of the development of rural inclusive finance in China should be to reshape the relationship between the government and the market, to give play to the decisive role of the market and to play a better role in the guidance and support of the government. The decisive role of the market needs to deepen the reform of the rural financial market system, give play to the role of market competition mechanism, price mechanism and market withdrawal mechanism. To play a better role in guiding and supporting the government requires a reasonable determination of the boundary between the government and the market, and the government should devote itself to making up for the "market failure" and reducing the "government failure" in the process of government intervention.
