【摘要】：中國(上海)自由貿(mào)易試驗區(qū)正式掛牌成立,標(biāo)志著我國資本賬戶一開放與離岸金融市場的發(fā)展進入了一個新階段,在上海自貿(mào)試驗區(qū)中進行的包括資本賬戶開放以及境內(nèi)離岸金融市場發(fā)展在內(nèi)的各項改革,有助于我國探索出一個能夠在全國進行復(fù)制、推廣的建設(shè)方案。 隨著全球經(jīng)濟形勢的轉(zhuǎn)變,我國的經(jīng)濟發(fā)展正而臨著如何進一步融入全球經(jīng)濟環(huán)境的嚴(yán)峻挑戰(zhàn),當(dāng)前留給上海自貿(mào)試驗區(qū)探索、試點的時間并不充裕,上海自貿(mào)試驗區(qū)不可能只是坐享優(yōu)惠政策,成為“特區(qū)”。本文在總結(jié)了上海自貿(mào)試驗區(qū)發(fā)展的歷史背景和現(xiàn)狀的基礎(chǔ)上,以資本賬戶開放和離岸金融市場業(yè)務(wù)發(fā)展為切入點,分析了上海自貿(mào)試驗區(qū)推行金融改革的收益和風(fēng)險,并對未來幾年我國的金融改革路徑選擇提出了一些建議。 本文得到的結(jié)論是：我國要以推動金融機構(gòu)改革、發(fā)展配套的金融監(jiān)管與風(fēng)險防范機制為先導(dǎo),先逐步健全我國國內(nèi)的金融體系和監(jiān)管制度,再逐步推動資本賬戶的開放和離岸金融市場的發(fā)展。對于各項改革的速度,本文認為資本賬戶開放,特別是短期資本流動的開放應(yīng)該審慎進行,目前沒有進一步加快開放速度的必要,“成熟一項,推動一項”的穩(wěn)健政策更適合我國當(dāng)前的情況；離岸金融市場的發(fā)展速度應(yīng)根據(jù)其他配套改革措施的完成情況而定,且在現(xiàn)階段離岸業(yè)務(wù)與在岸業(yè)務(wù)應(yīng)該進行嚴(yán)格有效的隔離�？傮w來看,在進行審慎監(jiān)管的前提下,上海自貿(mào)試驗區(qū)內(nèi)的資本賬戶開放與離岸金融市場將會形成一個相互支持,相互推動的良性循環(huán)。
[Abstract]:The establishment of the China (Shanghai) Free Trade pilot Zone officially marks a new stage in the opening of China's capital account and the development of the offshore financial market.The reforms carried out in the Shanghai Free Trade Test area, including the opening of capital account and the development of offshore financial market in China, will help our country to explore a construction scheme that can be replicated and popularized in the whole country.With the change of the global economic situation, China's economic development is facing the severe challenge of how to further integrate into the global economic environment.Shanghai Free Trade pilot area can not just enjoy preferential policies, become a "special zone."On the basis of summarizing the historical background and present situation of the development of Shanghai Free Trade Test area, this paper analyzes the benefits and risks of the implementation of financial reform in Shanghai Free Trade Test area, taking the opening of capital account and the development of offshore financial market as the starting point.And put forward some suggestions on the choice of financial reform path in the next few years.The conclusions of this paper are as follows: our country should promote the reform of financial institutions, develop supporting financial supervision and risk prevention mechanism, and gradually improve our domestic financial system and supervision system.Gradually promote the opening of the capital account and the development of offshore financial markets.As to the speed of reform, this paper holds that the opening of capital account, especially the opening of short-term capital flows, should be carried out prudently, and there is no need to further accelerate the speed of opening up at present.The development speed of offshore financial market should be determined according to the completion of other supporting reform measures, and the offshore business and onshore business should be strictly and effectively isolated at the present stage.On the whole, under the premise of prudential supervision, the opening of capital account and offshore financial market in Shanghai Free Trade Test Zone will form a virtuous circle of mutual support and mutual promotion.
