【摘要】：以2001年第1季度至2011年第4季度作為研究區(qū)間,使用協(xié)整理論實(shí)證分析外匯儲(chǔ)備不斷累積對(duì)中國(guó)經(jīng)濟(jì)轉(zhuǎn)型升級(jí)影響的結(jié)果表明,當(dāng)前巨額外匯儲(chǔ)備不利于經(jīng)濟(jì)發(fā)展方式的轉(zhuǎn)變,主要原因在于外匯儲(chǔ)備增長(zhǎng)的背后所體現(xiàn)的是粗放型、低效的出口創(chuàng)匯形式;外匯占款過(guò)多投放以后所施行的對(duì)沖操作不利于具有高新技術(shù)的中小企業(yè)的融資活動(dòng),造成這些企業(yè)在缺乏資金的情況下逐步喪失市場(chǎng)競(jìng)爭(zhēng)力。因此,應(yīng)以外匯儲(chǔ)備的戰(zhàn)略化使用促進(jìn)實(shí)體經(jīng)濟(jì)生產(chǎn)效能的提高;設(shè)立外匯平準(zhǔn)基金,使外匯占款的投放不再成為基礎(chǔ)貨幣發(fā)行的主要手段;通過(guò)金融創(chuàng)新,利用外匯儲(chǔ)備較多的優(yōu)勢(shì),使得面臨轉(zhuǎn)型升級(jí)的企業(yè)便捷、低成本地獲得信貸資金,以提高其國(guó)際競(jìng)爭(zhēng)力;積極推進(jìn)人民幣的國(guó)際化,借以改變外匯儲(chǔ)備的生成方式,進(jìn)而將其對(duì)經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型的抑制作用變?yōu)榉e極推動(dòng)作用。
[Abstract]:Taking the period from the first quarter of 2001 to the fourth quarter of 2011 as the study interval, the paper analyzes the impact of the accumulation of foreign exchange reserves on China's economic transformation and upgrading by using the co-collation theory. The results show that the current huge foreign exchange reserves are not conducive to the transformation of the economic development mode.The main reason is that the growth of foreign exchange reserves reflects extensive and inefficient forms of export earnings; the hedging operations implemented after excessive foreign exchange holdings are not conducive to the financing activities of small and medium-sized enterprises with high and new technology.These enterprises gradually lose market competitiveness in the absence of capital.Therefore, the strategic use of foreign exchange reserves should promote the improvement of the productive efficiency of the real economy; the establishment of foreign exchange stabilization funds so that foreign exchange holdings will no longer be the main means of issuing the base currency; and, through financial innovation,By taking advantage of more foreign exchange reserves, enterprises facing transformation and upgrading can easily and cheaply obtain credit funds in order to improve their international competitiveness, actively promote the internationalization of the renminbi, so as to change the way in which foreign exchange reserves are generated.In turn, the inhibition of its economic restructuring into a positive role.
