菏澤市農(nóng)信社風(fēng)險管控研究

【摘要】:進(jìn)入到21世紀(jì)90年代以來,全球進(jìn)入經(jīng)濟轉(zhuǎn)型時期,人類告別了工業(yè)時代,已經(jīng)在向信息化時代邁進(jìn)。國際上各種不穩(wěn)定因素應(yīng)運而生,以農(nóng)信社為代表的國有商業(yè)銀行作為服務(wù)于這個經(jīng)濟轉(zhuǎn)型時期的舉足輕重的角色,正在發(fā)揮著其應(yīng)有的作用和光芒。面對著經(jīng)濟全球化的大環(huán)境和金融危機的挑戰(zhàn),“風(fēng)險”已經(jīng)成為金融機構(gòu)經(jīng)營運營過程中的頑疾,面對著各類各樣的風(fēng)險如信貸風(fēng)險、財務(wù)風(fēng)險、操作性風(fēng)險、突發(fā)事件風(fēng)險等不同的風(fēng)險類型,金融機構(gòu)應(yīng)當(dāng)制定出符合自身實際、抵御、防范風(fēng)險的一套風(fēng)險管控策略。本文在對風(fēng)險管控相關(guān)理論進(jìn)行綜述的基礎(chǔ)之上,對于菏澤農(nóng)信社的主要風(fēng)險進(jìn)行了分析,菏澤農(nóng)信社經(jīng)歷了一個長期發(fā)展改革的過程,這其中包括制度體系和管理體制的改革變遷。盡管菏澤農(nóng)信社的改革發(fā)展總體上呈現(xiàn)著穩(wěn)定可觀的態(tài)勢,但是仍然面對著財務(wù)風(fēng)險、信貸風(fēng)險、操作性風(fēng)險與突發(fā)事件風(fēng)險這樣的中小型金融機構(gòu)普遍會面對的風(fēng)險?v觀菏澤農(nóng)信社的內(nèi)部管理體制,財務(wù)風(fēng)險的成因主要是籌資規(guī)模策略不當(dāng)、財務(wù)管理不規(guī)范、財務(wù)包袱重:信貸風(fēng)險的成因主要是外部信用環(huán)境差、信貸管理松懈、缺失有效考評機制;操作風(fēng)險的成因主要是內(nèi)部控制執(zhí)行不嚴(yán)格、業(yè)務(wù)流程風(fēng)險點多;突發(fā)事件風(fēng)險主要是人員業(yè)務(wù)素質(zhì)低,內(nèi)部控制不嚴(yán)格造成的。在分析菏澤農(nóng)信社各類風(fēng)險及風(fēng)險成因的基礎(chǔ)之上,提出針對菏澤農(nóng)信社的風(fēng)險管控的策略,分別在財務(wù)風(fēng)險、信貸風(fēng)險、操作風(fēng)險三個層次上分別針對不通風(fēng)險的特征進(jìn)行針對性的提出相應(yīng)策略。而財務(wù)風(fēng)險和信貸風(fēng)險又是最主要且傷害最具全局性的風(fēng)險類型,在前文分析的基礎(chǔ)上提出了建立健全信用社內(nèi)部財務(wù)風(fēng)險和信貸風(fēng)險控制機制的相應(yīng)措施。國有商業(yè)銀行風(fēng)險管控的研究總體上還處于起步階段,在理論和經(jīng)驗上還存在很大的不足,但對于現(xiàn)如今金融業(yè)發(fā)展的巨大浪潮的沖擊,提高以菏澤農(nóng)信社為代表的中小型金融機構(gòu)的核心競爭力、提高其風(fēng)險管控水平,已經(jīng)成為一項艱巨的任務(wù)。
[Abstract]:Since the 1990s, the whole world has entered the period of economic transformation, the mankind has bid farewell to the industrial era, and has been striding forward to the information age.Various unstable factors emerge as the times require in the world, and the state-owned commercial banks, represented by the rural credit cooperatives, are playing their due role and light as the pivotal role in serving the period of economic transformation.In the face of the great environment of economic globalization and the challenge of financial crisis, "risk" has become a persistent disease in the course of financial institutions' operation and operation, facing various kinds of risks, such as credit risk, financial risk, operational risk, etc.Financial institutions should formulate a set of risk control strategies that accord with their own reality, resist and prevent risks.On the basis of summarizing the related theories of risk control, this paper analyzes the main risks of Heze Rural Credit Cooperative, which has undergone a long period of development and reform.This includes system system and management system reform change.Although the reform and development of Heze Rural Credit Cooperative generally presents a stable and considerable situation, it still faces financial risk, credit risk, operational risk and unexpected risk.Throughout the internal management system of Heze Rural Credit Cooperative, the main causes of financial risk are improper financing scale strategy, non-standard financial management, heavy financial burden: the main causes of credit risk are poor external credit environment, lax credit management,Lack of effective evaluation mechanism; operational risk is mainly due to the implementation of internal control is not strict, business process risk points; emergency risk is mainly caused by the low quality of personnel business, internal control is not strictly caused.On the basis of analyzing all kinds of risks and the causes of risk in Heze Rural Credit Cooperative, this paper puts forward the risk control strategies for Heze Rural Credit Cooperative, which are respectively financial risk and credit risk.Three levels of operational risk are aimed at the characteristics of the risk and put forward the corresponding strategy.Financial risk and credit risk are the most important and harmful risk types. Based on the previous analysis, the paper puts forward the corresponding measures to establish and perfect the internal financial risk and credit risk control mechanism of credit cooperatives.The research on risk control of state-owned commercial banks is still in its infancy, and there are still some shortcomings in theory and experience.It has become a difficult task to improve the core competitiveness and risk control level of small and medium-sized financial institutions represented by Heze Rural Credit Cooperative.
