【摘要】：農(nóng)業(yè)是我國經(jīng)濟(jì)發(fā)展的重中之重,同時(shí),從我國開始利用外資以來,政府就一直重點(diǎn)引導(dǎo)外商投資該領(lǐng)域。近年來,我國農(nóng)業(yè)利用FDI取得了顯著成就,外資已為推動(dòng)我國農(nóng)業(yè)發(fā)展做出了重要的貢獻(xiàn)。地處我國東部沿海的江蘇省,憑借其優(yōu)越的投資環(huán)境和活躍發(fā)展的經(jīng)濟(jì),利用外資一直在全國名列前茅。外資的進(jìn)入帶動(dòng)了江蘇農(nóng)業(yè)的發(fā)展,提供了充裕的資金,豐富了產(chǎn)品種類,有助于擴(kuò)大企業(yè)產(chǎn)品市場占有率,最終提升江蘇農(nóng)產(chǎn)品在國際市場的競爭力,增加農(nóng)產(chǎn)品出口量。在引進(jìn)外資數(shù)量大幅增加的同時(shí),應(yīng)該清楚地認(rèn)識(shí)外商投資農(nóng)業(yè)的動(dòng)機(jī),并且在面臨土地被變相控制、遏制某些弱質(zhì)農(nóng)業(yè)產(chǎn)業(yè)部門成長、危及環(huán)境安全及人民健康、部分行業(yè)被控制及壟斷、外資大幅撤離等方面問題,研究如何采用合理的政策措施規(guī)范投資行為和解決問題是當(dāng)前的一項(xiàng)重要任務(wù)。本文以江蘇省農(nóng)業(yè)利用FDI的整體情況為研究內(nèi)容,通過重點(diǎn)典型案例分析,借鑒發(fā)達(dá)國家和發(fā)展中國家合理利用外資發(fā)展國內(nèi)農(nóng)業(yè)的國際經(jīng)驗(yàn),針對(duì)江蘇農(nóng)業(yè)利用外資發(fā)展現(xiàn)狀,為其合理高效利用FDI提出有效政策建議。本研究在理論分析的基礎(chǔ)上,利用2002-2013年數(shù)據(jù)深入探索江蘇農(nóng)業(yè)利用外資的發(fā)展歷程,分析江蘇農(nóng)業(yè)利用外資的規(guī)模、來源及結(jié)構(gòu)變化等現(xiàn)狀,同時(shí)對(duì)兩家農(nóng)業(yè)龍頭企業(yè)進(jìn)行實(shí)地調(diào)查,研究其利用外資情況,歸納江蘇農(nóng)業(yè)利用外資的特色,并對(duì)江蘇農(nóng)業(yè)利用外資面臨的問題做出評(píng)價(jià)。重點(diǎn)引進(jìn)臺(tái)資、選擇高附加值產(chǎn)業(yè)、向蘇北發(fā)展、積極主動(dòng)是江蘇農(nóng)業(yè)利用外資的特點(diǎn)。外資的進(jìn)入在彌補(bǔ)江蘇農(nóng)業(yè)在資金、技術(shù)、管理等多方面的不足時(shí),也呈現(xiàn)出一些問題,值得引起注意。為了進(jìn)一步推動(dòng)外資投資農(nóng)業(yè),本文提出應(yīng)提高農(nóng)業(yè)利用外資資金到位率、完善相關(guān)法律法規(guī),還要合理引導(dǎo)外資流向,改善農(nóng)業(yè)投資環(huán)境,大力發(fā)展江蘇省農(nóng)業(yè)龍頭企業(yè),從而保證江蘇農(nóng)業(yè)持續(xù)穩(wěn)定發(fā)展。
[Abstract]:Agriculture is the most important part of China's economic development. At the same time, the government has been guiding foreign investment in this field since China began to use foreign capital.In recent years, China's agricultural use of FDI has made remarkable achievements, foreign investment has made important contributions to the promotion of agricultural development in China.Jiangsu Province, which is located in the east coast of China, with its superior investment environment and active development economy, has been one of the best in the country.The entry of foreign capital promotes the development of agriculture in Jiangsu Province, provides abundant funds, enriches the product types, helps to enlarge the market share of enterprises' products, and finally promotes the competitiveness of Jiangsu agricultural products in the international market and increases the export volume of agricultural products.While the amount of foreign investment has increased substantially, the motive for foreign investment in agriculture should be clearly understood, and in the face of land being controlled in disguised form, the growth of some weak agricultural industries should be restrained, thus endangering the safety of the environment and the health of the people.It is an important task to study how to adopt reasonable policies and measures to standardize investment behavior and solve the problem.In this paper, the overall situation of agricultural utilization of FDI in Jiangsu Province is taken as the research content, and through the analysis of key typical cases, the author draws lessons from the international experience of developing domestic agriculture in the developed countries and developing countries.In view of the current situation of agricultural utilization of foreign capital in Jiangsu Province, effective policy suggestions are put forward for its rational and efficient utilization of FDI.On the basis of theoretical analysis, this study makes use of the data from 2002 to 2013 to explore the development course of agricultural foreign capital utilization in Jiangsu, and analyzes the current situation of the scale, source and structure change of agricultural foreign capital utilization in Jiangsu.At the same time, two leading agricultural enterprises are investigated on the spot to study the situation of foreign capital utilization in Jiangsu, to sum up the characteristics of agricultural utilization of foreign capital in Jiangsu, and to evaluate the problems facing the utilization of foreign capital in agriculture in Jiangsu.The characteristics of agricultural utilization of foreign capital in Jiangsu province are to introduce Taiwanese capital, select high value-added industry, and develop to north Jiangsu province.The entry of foreign capital in Jiangsu agriculture in the capital, technology, management and other deficiencies, but also presents some problems, worthy of attention.In order to further promote foreign investment in agriculture, this paper puts forward that we should improve the rate of agricultural utilization of foreign capital, improve the relevant laws and regulations, reasonably guide the direction of foreign investment, improve the agricultural investment environment, and vigorously develop agricultural leading enterprises in Jiangsu Province.So as to ensure sustainable and stable development of Jiangsu agriculture.
