【摘要】：自從建設(shè)社會主義新農(nóng)村方針提出以后，，我國小城鎮(zhèn)建設(shè)進(jìn)程明顯加快，城鄉(xiāng)一體化建設(shè)也隨之成為區(qū)域發(fā)展規(guī)劃的首要研究方向，為小城鎮(zhèn)建設(shè)的快速發(fā)展，提我國高城鎮(zhèn)化水平提供了重要的歷史發(fā)展機(jī)遇。近年來，小城鎮(zhèn)建設(shè)進(jìn)入了一個新的發(fā)展階段，而小城鎮(zhèn)建設(shè)的資金問題則是目前制約小城鎮(zhèn)發(fā)展的一個極為重要的因素。 本文首先對國內(nèi)外針對小城鎮(zhèn)的相關(guān)研究現(xiàn)狀進(jìn)行了梳理，便于為后續(xù)研究打下堅實的基礎(chǔ)；其次，對小城鎮(zhèn)的基本概念及有關(guān)理論進(jìn)行了整理總結(jié)；然后針對小城鎮(zhèn)建設(shè)的融資現(xiàn)狀，提出了當(dāng)前小城鎮(zhèn)建設(shè)融資方面所存在的問題；之后對國內(nèi)外小城鎮(zhèn)建設(shè)融資模式進(jìn)行了介紹，并從中總結(jié)出了其融資模式的經(jīng)驗及對我國小城鎮(zhèn)建設(shè)融資所帶來的啟示，以指導(dǎo)我們更好地進(jìn)行融資實踐；同時，以天津市津南區(qū)八里臺示范鎮(zhèn)建設(shè)項目為案例，對整個項目的融資建設(shè)過程進(jìn)行詳細(xì)的介紹，并做出了相應(yīng)總結(jié)；最后，對本研究做出結(jié)論，并指出本研究存在的問題及下一步的研究展望。 本文的研究旨在指出現(xiàn)階段小城鎮(zhèn)建設(shè)融資過程中存在的問題，希望通過國內(nèi)外優(yōu)秀經(jīng)驗借鑒及案例分析這種方式方法，為今后小城鎮(zhèn)融資制度的改革及融資平臺的建立提供參考。
[Abstract]:Since the policy of building a new socialist countryside was put forward, the process of building small towns in China has been obviously accelerated, and the integration of urban and rural areas has become the primary research direction of regional development planning, which is the rapid development of small towns. In recent years, the construction of small towns has entered a new stage of development, and the problem of funds for the construction of small towns is an extremely important factor restricting the development of small towns. In this paper, the current situation of domestic and foreign research on small towns is firstly reviewed, which is convenient to lay a solid foundation for the follow-up study; secondly, the basic concepts and related theories of small towns are summarized. Then according to the financing situation of the small town construction, the paper puts forward the existing problems in the financing aspect of the small town construction, and then introduces the financing mode of the small town construction at home and abroad. The experience of its financing model and its enlightenment to the construction financing of small towns in our country are summarized in order to guide us to carry out better financing practice, and at the same time, taking the construction project of Balitai demonstration town in Jinnan district of Tianjin as an example, The financing construction process of the whole project is introduced in detail, and the corresponding summary is made. Finally, the conclusion of this study is drawn, and the existing problems of this study and the future research prospects are pointed out. The purpose of this paper is to point out the problems existing in the process of financing the construction of small cities and towns at present, and hope to draw lessons from the excellent experience at home and abroad and analyze this method by case study. It provides a reference for the reform of financing system and the establishment of financing platform for small towns in the future.
