【摘要】：隨著我國(guó)經(jīng)濟(jì)的不斷增長(zhǎng),農(nóng)村經(jīng)濟(jì)發(fā)展水平顯著提高,我國(guó)農(nóng)村地區(qū)所面臨的金融需求得不到滿足、經(jīng)濟(jì)發(fā)展缺乏相應(yīng)的金融支持。在這種背景下,我國(guó)銀監(jiān)會(huì)于2006年頒布了《關(guān)于調(diào)整放款農(nóng)村地區(qū)銀行業(yè)金融機(jī)構(gòu)準(zhǔn)入政策更好支持社會(huì)主義新農(nóng)村建設(shè)的若干意見(jiàn)》,確定了村鎮(zhèn)銀行這種新型金融機(jī)構(gòu)從此存在于我國(guó)農(nóng)村金融機(jī)構(gòu)之中。2007年我國(guó)銀監(jiān)會(huì)又出臺(tái)各項(xiàng)規(guī)定,隨著村鎮(zhèn)銀行試點(diǎn)范圍的擴(kuò)大,一時(shí)間村鎮(zhèn)銀行如雨后春筍般出現(xiàn)在我國(guó)廣大的農(nóng)村金融市場(chǎng)上,X村鎮(zhèn)銀行就是其中一員。 自成立以來(lái),X村鎮(zhèn)銀行嚴(yán)格履行銀監(jiān)會(huì)頒布的各項(xiàng)有關(guān)規(guī)定,積極開(kāi)展各項(xiàng)業(yè)務(wù),立足服務(wù)當(dāng)?shù)亍叭r(nóng)”和小微企業(yè),在發(fā)展中取得了一定的成績(jī),然而,發(fā)展中出現(xiàn)的問(wèn)題更是不容忽視。村鎮(zhèn)銀行作為一種新型農(nóng)村金融機(jī)構(gòu),在規(guī)模擴(kuò)張的背后不乏各種問(wèn)題,這些問(wèn)題不僅是X村鎮(zhèn)銀行在發(fā)展中存在的問(wèn)題,也是我國(guó)其他村鎮(zhèn)銀行在發(fā)展中都有可能遇到的問(wèn)題。 筆者通過(guò)前往安徽省安慶市宿松縣孚玉鎮(zhèn)進(jìn)行實(shí)地調(diào)查,獲得了X村鎮(zhèn)銀行自開(kāi)業(yè)以來(lái)業(yè)務(wù)發(fā)展的相關(guān)經(jīng)營(yíng)數(shù)據(jù),通過(guò)走訪當(dāng)?shù)亟鹑谵k、人民銀行,與該行高層領(lǐng)導(dǎo)和內(nèi)部員工進(jìn)行探討,了解了該銀行在發(fā)展過(guò)程中實(shí)際面臨的一系列問(wèn)題,本文通過(guò)對(duì)該行業(yè)務(wù)數(shù)據(jù)的分析,肯定了該行自成立以來(lái)在當(dāng)?shù)剞r(nóng)村金融市場(chǎng)上的發(fā)展確實(shí)取得的一些成績(jī),另一方面,筆者將該行在發(fā)展過(guò)程中出現(xiàn)的相關(guān)問(wèn)題進(jìn)行分析整合,分別從外部環(huán)境問(wèn)題和內(nèi)部發(fā)展問(wèn)題兩個(gè)方面進(jìn)行了歸納闡述,并針對(duì)該行這兩個(gè)方面的問(wèn)題提出了相應(yīng)的解決措施,同時(shí)也希望本文能夠?yàn)榧磳⒊闪⒒騽倓偘l(fā)展的其他村鎮(zhèn)銀行提供一些參考建議。
[Abstract]:With the continuous growth of China's economy, the level of rural economic development has improved significantly, the financial needs of rural areas in China have not been met, and the economic development lacks corresponding financial support. In 2006, China's Banking Regulatory Commission promulgated some opinions on the admission policy of banking financial institutions in rural areas to better support the construction of a new socialist countryside, and determined that the new type of financial institutions of village and town banks will remain from now on. It lies in the rural financial institutions of our country. In 2007, the CBRC issued various regulations, With the expansion of the pilot scope of the village bank, the village bank is one of the members in the rural financial market of our country. Since its establishment, the Bank has strictly complied with the relevant regulations promulgated by the CBRC, actively carried out various business, and has made certain achievements in the development of serving the local "three rural areas" and small and micro enterprises. As a new type of rural financial institution, the village bank, as a new type of rural financial institution, has many problems behind the expansion of scale. These problems are not only the problems existing in the development of X village bank. It is also the problem that other village banks in our country may encounter in the development. Through a field investigation in Fuyu Town, Susong County, Anqing City, Anhui Province, the author obtained the relevant business data of the X Village Bank since its opening. By visiting the local financial office, the people's Bank of China, This paper discusses with the senior leaders and internal staff of the bank, understands a series of problems that the bank actually faces in the process of development, and through the analysis of the bank's business data, On the other hand, the author analyzes and integrates the related problems in the course of the bank's development, and confirms some achievements that the bank has made in the local rural financial market since its establishment, on the other hand, the author analyzes and integrates the relevant problems in the course of the bank's development. Respectively from the external environment problem and the internal development problem two aspects have carried on the summary elaboration, and has proposed the corresponding solution to these two aspects questions, At the same time, I also hope that this paper can provide some reference suggestions for other village banks that will soon be established or just developed.
