【摘要】：隨著經(jīng)濟(jì)全球化過程的逐年推進(jìn)，世界經(jīng)濟(jì)的相互依賴性不斷加強(qiáng)，經(jīng)濟(jì)合作更加密切。在全球經(jīng)濟(jì)一體化的今天，，外國直接投資在其中所起的作用越來越大，已經(jīng)成為促進(jìn)全球經(jīng)濟(jì)增長的重要因素之一。國內(nèi)外不少專家學(xué)者都在其研究中論證了外商直接投資與東道國經(jīng)濟(jì)增長的關(guān)系，他們普遍認(rèn)為外商直接投資對東道國的經(jīng)濟(jì)發(fā)展有促進(jìn)作用。隨著我國引進(jìn)外資規(guī)模的擴(kuò)大，外商直接投資在國民經(jīng)濟(jì)中的作用也日漸凸顯出來，成為促進(jìn)我國經(jīng)濟(jì)持續(xù)快速平穩(wěn)發(fā)展和社會穩(wěn)步前進(jìn)的重要力量。伴隨著我國融入世界經(jīng)濟(jì)體系的步伐，我國通過采取各種措施大力吸引外資，并成為世界上利用外資最多的國家之一。 自改革開放以來，河南省積極采取各種措施吸收利用外商直接投資，根據(jù)省委省政府的投資促進(jìn)計(jì)劃，以及河南省招商引資的需要，鄭州、安陽、洛陽、南陽以及新鄉(xiāng)等地區(qū)紛紛設(shè)立了國家高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)，成為高新技術(shù)產(chǎn)業(yè)的發(fā)展基地和自主創(chuàng)新的重要載體，也是經(jīng)濟(jì)快速發(fā)展的重要平臺，河南省投資環(huán)境以及各產(chǎn)業(yè)區(qū)建設(shè)的完善，使得河南省實(shí)際利用外商直接投資的水平不斷提高。外商投資企業(yè)的進(jìn)入，可以激勵(lì)本土企業(yè)加強(qiáng)競爭意識，為企業(yè)間的競爭營造良好環(huán)境，也能夠促使河南省企業(yè)的管理理念和管理制度與國際企業(yè)接軌，對河南省產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整升級和經(jīng)濟(jì)健康發(fā)展有著不可替代的作用。 河南省的經(jīng)濟(jì)發(fā)展長期以來呈現(xiàn)快速增長態(tài)勢，這與利用外資息息相關(guān)。利用外資不僅作為資本積累的一部分直接促進(jìn)經(jīng)濟(jì)的發(fā)展，其外溢效應(yīng)也是河南省技術(shù)進(jìn)步和創(chuàng)新的重要推動(dòng)力。近些年來河南省各地市外商投資企業(yè)的進(jìn)入不僅有效彌補(bǔ)了基礎(chǔ)設(shè)施投資的資金缺口，還帶來了高新技術(shù)設(shè)備、資金以及先進(jìn)的管理模式，在促進(jìn)河南省基礎(chǔ)設(shè)施建設(shè)的同時(shí)，還推動(dòng)了全省產(chǎn)品結(jié)構(gòu)和產(chǎn)業(yè)結(jié)構(gòu)的調(diào)整與升級。此外，外商投資企業(yè)的進(jìn)入可以帶來大量的就業(yè)崗位，而且其繳納的稅金也構(gòu)成了河南省地方政府財(cái)政收入的重要組成部分。河南省地處中部，是典型的內(nèi)陸省份，其經(jīng)濟(jì)開放水平相對于東部沿海城市比較落后，外商直接投資對經(jīng)濟(jì)發(fā)展的帶動(dòng)能力較弱。除卻這些因素之外，河南省各地市實(shí)際利用外資過程中也存在一些問題，如實(shí)際利用外資規(guī)模的地區(qū)之間差別很大，實(shí)際利用外資的來源地具有局限性，各地市在利用外資方面存在重視引進(jìn)數(shù)量而輕視引進(jìn)質(zhì)量以及外資進(jìn)入本地區(qū)之后存在一些管理問題等等，這些問題都在一定程度上制約了外商直接投資在河南省的發(fā)展程度。 本文研究對象是河南省各地市利用外資的影響因素，筆者閱讀了大量與利用外資有關(guān)的文獻(xiàn)資料，并以此作為理論基礎(chǔ)，對河南省各地市實(shí)際利用外資的狀況進(jìn)行研究。首先通過對河南省利用外資的歷程及現(xiàn)狀進(jìn)行回顧，說明河南省利用外資對經(jīng)濟(jì)的促進(jìn)作用以及其實(shí)際利用外資方面存在的問題。其次，本文通過對河南省各地市2003年至2012年間的統(tǒng)計(jì)數(shù)據(jù)進(jìn)行收集并構(gòu)建面板數(shù)據(jù)模型，對數(shù)據(jù)進(jìn)行數(shù)據(jù)處理，從而對影響河南省各地市利用外資的因素進(jìn)行探究。本文主要以以下幾方面因素為切入點(diǎn)，經(jīng)濟(jì)總量、地區(qū)開放水平、產(chǎn)業(yè)實(shí)力、勞動(dòng)力成本、基礎(chǔ)設(shè)施投資、政府效率以及政府對教育的重視程度，通過對各地市不同因素的對比，對河南省各地市近些年來利用外資的影響因素進(jìn)行研究，在得出河南省各地市利用外資影響因素的實(shí)證分析結(jié)果之后，結(jié)合當(dāng)前形勢下河南省招商引資的引資策略，提出政策建議，促使河南省各地市拓寬利用外資的渠道和領(lǐng)域，發(fā)展適合本地區(qū)的支柱產(chǎn)業(yè)并形成產(chǎn)業(yè)集群，從而推動(dòng)本地區(qū)的經(jīng)濟(jì)增長。
[Abstract]:With the economic globalization process in advance each year, the world economic interdependence is strengthened, economic cooperation more closely. In today's global economic integration, increasing role of foreign direct investment in the larger, has become one of the important factors to promote the growth of the global economy. Many experts and scholars both at home and abroad in the study of the argument the relationship between foreign direct investment and economic growth of the host country, they generally believe that foreign direct investment to promote economic development of the host country. With the introduction of foreign capital to expand the scale of China's foreign direct investment role in the national economy is increasingly prominent, has become an important force in promoting China's sustained and rapid economic development and social progress of the stable along with our country into the world economic system of our country through the pace, take various measures to attract foreign investment, and become the world One of the countries with the largest utilization of foreign capital.
Since the reform and opening up, Henan province actively take various measures to absorb the foreign direct investment, according to the provincial government's investment promotion plan, and the need for investment in Henan Province, Zhengzhou, Anyang, Luoyang, Nanyang and Xinxiang and other regions have set up a national hi tech Industrial Development Zone, become an important carrier for the development of high-tech industry base. And independent innovation, and is also an important platform for the rapid development of economy, the investment environment of Henan province and improve the construction of industrial zone in Henan Province, the actual use of foreign direct investment. To continuously improve the level of foreign investment enterprises, strengthen the sense of competition can encourage local enterprises to create a good environment for the competition between enterprises, can also promote Henan province enterprise management concept and management system of enterprises and international standards, adjustment and upgrading of industrial structure in Henan province and the healthy development of economy There is an irreplaceable role.
The economic development of Henan province has showed rapid growth, which is closely related to the use of foreign capital. Using foreign capital is not only as a part of capital accumulation directly promote the development of economy, the spillover effect is an important driving force of Henan province technology progress and innovation. In recent years, Henan Province Foreign investment enterprises enter not only makes up for infrastructure the investment funding gap, also brought high technology equipment, capital and advanced management mode, in Henan province to promote infrastructure construction, but also to promote the adjustment and upgrading of the product structure and industry structure. In addition, the entry of foreign-funded enterprises can bring a lot of jobs, and pay taxes too. Constitute an important part of the income of local government finance in Henan province. Henan province is located in the middle is the typical inland provinces, its economic open water Flat relative to the eastern coastal city is relatively backward, foreign direct investment for the economic development of the driving capability is weak. Beyond these factors, there are some problems around the city of Henan Province in the process of the actual use of foreign capital, such as the difference between the actual use of foreign capital scale of the area is large, the source of the actual use of foreign capital has limitations, there is emphasis on the introduction of around the city after the introduction of quality before quantity and the foreign capital to enter the local area there are some management issues in the use of foreign capital, these problems in a certain extent, restricts the development of foreign direct investment in Henan province.
The research object of this paper is the influence factors of Henan province with the use of foreign capital, the author read a large number of foreign capital and materials related, and as a theoretical basis, research around the city of Henan Province in the actual use of foreign capital. The history and current situation of Henan Province, the use of foreign capital to review, role description Henan Province, the use of foreign capital to the economy and the actual use of foreign capital problems. Secondly, based on the statistical data to 2012 around the city of Henan Province in 2003 were collected and construct a panel data model for data processing, so as to explore the influence factors of FDI in Henan province around the city. This paper is mainly to the following several factors as the starting point, the total economy area, the level of opening up, industrial strength, labor cost, infrastructure investment, government efficiency and government The importance of education, through the comparison of different factors around the city, research the influencing factors of Henan Province in recent years, the use of foreign capital in Henan Province, the use of foreign capital and analysis of influencing factors on the empirical results, combined with the current situation of Henan province investment investment strategy, put forward policy recommendations, prompting around city of Henan province to broaden the use of foreign channels and areas for the development of the pillar industry in the region and the formation of industrial clusters, so as to promote economic growth in the region.
