【摘要】：近年來，隨著海峽兩岸經(jīng)貿(mào)往來的日趨頻繁，大陸地區(qū)十八大報告提出的保持對臺政策的“五個不會變”，以及臺灣地區(qū)提出的“黃金十年，和平兩岸”政治遠(yuǎn)景，為兩岸投資、經(jīng)貿(mào)和金融等領(lǐng)域的合作與交流營造了良好的經(jīng)濟(jì)和政治環(huán)境。當(dāng)前，尤以兩岸金融和貿(mào)易領(lǐng)域的合作為世人矚目。臺灣地區(qū)國民黨重新執(zhí)政以來，兩岸在經(jīng)貿(mào)和金融領(lǐng)域的合作取得了顯著成效，，兩岸《海峽兩岸金融合作協(xié)議》、《兩岸經(jīng)濟(jì)合作架構(gòu)協(xié)議》和《海峽兩岸服務(wù)貿(mào)易協(xié)議》等一系列合作框架協(xié)議的簽署，推動了兩岸貿(mào)易和金融合作的深入發(fā)展。 本文從兩岸金融合作對貿(mào)易發(fā)展的影響視角探討兩岸如何加強金融合作與交流以推動兩岸貿(mào)易的發(fā)展。通過對當(dāng)前兩岸金融合作與貿(mào)易發(fā)展現(xiàn)狀的分析，得出兩岸金融合作與貿(mào)易發(fā)展中面臨著機構(gòu)互設(shè)不對稱性、政治不確定性、監(jiān)管層次較低、法律不健全以及貿(mào)易發(fā)展不平衡性等問題。而后提出了兩岸金融合作通過規(guī)模經(jīng)濟(jì)、技術(shù)進(jìn)步、分散風(fēng)險以及金融制度等機制對貿(mào)易發(fā)展產(chǎn)生影響，同時論述了兩岸銀行業(yè)務(wù)合作對兩岸貿(mào)易發(fā)展的促進(jìn)作用。根據(jù)收集的兩岸金融與貿(mào)易數(shù)據(jù)，通過構(gòu)建VAR模型實證檢驗了兩岸金融合作對貿(mào)易發(fā)展的影響，得出兩岸金融合作各領(lǐng)域?qū)砂顿Q(mào)易規(guī)模和結(jié)構(gòu)具有促進(jìn)作用，并通過脈沖響應(yīng)函數(shù)和方差分析得出其影響時滯關(guān)系和貢獻(xiàn)程度。最后，基于實證分析結(jié)果，并結(jié)合當(dāng)前兩岸金融合作中存在的問題，從促進(jìn)兩岸貿(mào)易發(fā)展的角度提出了深化兩岸金融合作的政策建議。
[Abstract]:In recent years, with the increasingly frequent economic and trade exchanges between the two sides of the Taiwan Strait, the "five immutable" policies to maintain the Taiwan policy proposed in the report of the 18 National Congress of the mainland region and the "golden decade, peaceful cross-strait" political vision put forward by the Taiwan region have made investments for the two sides of the Taiwan Strait. Cooperation and exchanges in the fields of economy, trade and finance have created a good economic and political environment. At present, cooperation between the two sides of the strait in finance and trade has attracted worldwide attention. Since the return of the KMT to power in the Taiwan region, Remarkable results have been achieved in cross-strait cooperation in the economic, trade and financial fields. The signing of a series of cooperation framework agreements between the two sides of the strait, such as the Agreement on Financial Cooperation between the two sides of the Taiwan Strait, the Framework Agreement on Cross-Strait Economic Cooperation, and the Agreement on Service Trade between the two sides of the Taiwan Strait. It has promoted the further development of cross-strait trade and financial cooperation. From the perspective of the impact of cross-strait financial cooperation on the development of trade, this paper discusses how to strengthen financial cooperation and exchanges between the two sides of the strait in order to promote the development of cross-strait trade. It is concluded that the cross-straits financial cooperation and trade development are faced with such problems as the asymmetry of the establishment of institutions, the political uncertainty, the low level of supervision, the imperfect laws and the uneven development of trade. Then, it is proposed that cross-strait financial cooperation should pass economies of scale. Technological progress, risk diversification and financial systems have an impact on the development of trade. At the same time, the role of cross-strait banking cooperation in promoting cross-strait trade development is discussed. Based on the collected cross-strait financial and trade data, This paper empirically tests the impact of cross-strait financial cooperation on the development of trade through the construction of VAR model, and draws a conclusion that various fields of cross-strait financial cooperation can promote the scale and structure of cross-strait trade. Finally, based on the results of empirical analysis, and combining with the existing problems in cross-strait financial cooperation, the relationship between the delay and the degree of contribution is obtained through impulse response function and variance analysis. From the perspective of promoting the development of cross-strait trade, this paper puts forward some policy suggestions for deepening cross-strait financial cooperation.
