【摘要】：本文通過在Copeland and Taylor一般均衡理論框架引入國際資本流動,理論考察了外資進(jìn)入對東道國環(huán)境質(zhì)量與污染排放的影響。研究表明外資進(jìn)入的環(huán)境影響取決于東道國的環(huán)境管理政策類型、外資企業(yè)的部門流向與產(chǎn)業(yè)分布,以及東道國本土企業(yè)的治污技術(shù)學(xué)習(xí)能力。具體而言,外資進(jìn)入東道國污染密集型部門時必然會帶來污染排放的增加;當(dāng)外資進(jìn)入清潔型部門時,在環(huán)境政策外生時東道國污染變化是不確定的,在環(huán)境政策內(nèi)生時污染排放則保持不變。本文研究也表明外資企業(yè)的治污技術(shù)外溢效應(yīng)的重要性,發(fā)現(xiàn)外資進(jìn)入帶來了更為先進(jìn)的治污技術(shù)、內(nèi)資企業(yè)的治污技術(shù)學(xué)習(xí)效應(yīng)都有利于抑制東道國污染排放。
[Abstract]:In this paper, international capital flows are introduced into the framework of Copeland and Taylor general equilibrium theory. The influence of foreign capital entry on the environmental quality and pollution emission of the host country is investigated theoretically. It is shown that the environmental impact of foreign capital entry depends on the type of environmental management policy of the host country, and the flow direction and industrial distribution of the foreign capital enterprise. In particular, when foreign capital enters the pollution-intensive sectors of the host country, it will inevitably bring about an increase in pollution emissions; when foreign investment enters clean sectors, The change of pollution in host country is uncertain when environmental policy is exogenous, but the pollution emission remains unchanged when environmental policy is endogenous. This paper also shows the importance of spillover effect of pollution control technology in foreign-funded enterprises. It is found that the entry of foreign capital brings more advanced pollution control technology, and the learning effect of domestic enterprises' pollution control technology is beneficial to restrain the host country's pollution emission.
