中外保障性住房融資模式比較研究

【摘要】:隨著近年來房地產(chǎn)價格的大幅度上漲,國內(nèi)居民的住房成本越來越高,中低收入階層靠自己的收入無法通過購買商品房滿足自身的住房需求,對要求政府提供保障性住房的呼聲越來越高。中央政府提出在“十二五”期間建設3600萬套保障性的目標,這能在很大程度上滿足中低收入階層的基本住房需求,然而建設資金的來源卻是擺在政府面前的嚴峻問題。 長期以來,我國的保障性住房建設資金來源主要是由政府財政預算、部分土地出讓金以及住房公積金盈余等渠道組成。盡管,中央政府對保障性住房建設高度重視,各地方政府隨著近年來房價上漲,土地出讓金也一路攀升,保障性住房建設的資金有所增加,但是面對保障性住房建設的艱巨任務,資金緊缺仍然是擺在政府面前的難題。因此,創(chuàng)新保障性住房建設融資機制,緩解當前資金緊缺的局面,是一個亟需解決的難題。 本課題正是基于當前的難題,通過學習西方發(fā)達國家成功的保障性住房建設經(jīng)驗,特別是對他們成功的融資模式認真的分析學習,結(jié)合我國保障性住房建設的現(xiàn)狀,提出適合我國的國情的新的融資方式建議。
[Abstract]:With the rapid rise in real estate prices in recent years, the housing costs of domestic residents are becoming higher and higher. The low-income and middle income groups cannot meet their housing needs by buying commercial housing on their own. The central government has put forward the goal of building 36 million affordable housing units during the 12th Five-Year Plan period, which can largely meet the basic housing needs of the middle and low income groups. However, the source of construction funds is a serious problem in front of the government. For a long time, the source of funds for affordable housing construction in China has been mainly composed of the government budget, some land grants and surplus housing accumulation funds. Although, the central government attaches great importance to the construction of affordable housing. With the price of housing prices rising in recent years, land sales fees have been rising, and funds for affordable housing construction have increased, but in the face of the arduous task of building affordable housing, Capital shortage is still a difficult problem for the government. Therefore, it is an urgent problem to innovate the financing mechanism of affordable housing construction and alleviate the current shortage of funds. This topic is based on the current problems, through learning the successful experience of the western developed countries in affordable housing construction, especially the successful financing model of their serious analysis and study, combined with the current situation of affordable housing construction in China. Put forward the new financing mode suggestion that suits our country's national conditions.
