【摘要】：以農(nóng)民為代表的低收入個人主體和以小微企業(yè)為代表的中小企業(yè)主體等大量消費者被排斥于主流金融服務(wù)之外,背離了公平正義,影響了社會和諧,不利于社會的可持續(xù)發(fā)展。與發(fā)達國家所處的金融發(fā)展階段不同,我國當前金融消費者保護工作當著力于相對基礎(chǔ)一些的公平金融服務(wù)獲得權(quán),它是化解金融機構(gòu)相對壟斷與金融消費者對其高度依賴之間的矛盾所必需,也是金融機構(gòu)應(yīng)當履行更多社會責任的體現(xiàn)。實現(xiàn)金融消費者的公平金融服務(wù)獲得權(quán),政府的外部干預、立法的健全和完善、工作的重點突出、各項措施的整體推進等都必不可少。
[Abstract]:A large number of consumers, such as low-income individuals represented by farmers and small and medium-sized enterprises represented by small and medium-sized enterprises, are excluded from mainstream financial services, deviating from fairness and justice and affecting social harmony. Contrary to the stage of financial development in developed countries, the current financial consumer protection work in China should focus on the right to obtain fair financial services, which are relatively basic. It is necessary to resolve the contradiction between the relative monopoly of financial institutions and the dependence of financial consumers on them. It is also the embodiment that financial institutions should perform more social responsibilities and realize the right of financial consumers to obtain fair financial services. The external intervention of the government, the perfection and perfection of the legislation, the emphases of the work and the promotion of the measures are all necessary.
