【摘要】：在國際金融危機(jī)的大背景下，西方國家紛紛把目光聚焦在新興產(chǎn)業(yè)、高新技術(shù)產(chǎn)業(yè)等戰(zhàn)略性新興產(chǎn)業(yè)的身上，我國政府審時度勢，于2010年作出了培育和發(fā)展戰(zhàn)略性新興產(chǎn)業(yè)的重大決策，并把新能源、新材料、新一代信息技術(shù)、高端裝備制造、節(jié)能環(huán)保、生物醫(yī)藥以及新能源汽車七大產(chǎn)業(yè)列入戰(zhàn)略性新興產(chǎn)業(yè)的范圍。西部地區(qū)現(xiàn)正處于產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級、經(jīng)濟(jì)增長轉(zhuǎn)型的重要時期，戰(zhàn)略性新興產(chǎn)業(yè)的提出為西部地區(qū)的未來的產(chǎn)業(yè)發(fā)展指明了方向。 戰(zhàn)略性新興產(chǎn)業(yè)是創(chuàng)新技術(shù)與新興產(chǎn)業(yè)的融合，具有投入高、風(fēng)險大和效益好等特征，而金融在現(xiàn)代經(jīng)濟(jì)發(fā)展中的核心地位，決定了其在戰(zhàn)略性新興產(chǎn)業(yè)成長過程中的基礎(chǔ)性支持作用，，持續(xù)有效的金融支持是戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的助推器。西部地區(qū)戰(zhàn)略性新興產(chǎn)業(yè)的基礎(chǔ)薄弱，金融發(fā)展水平落后，因此，如何提高戰(zhàn)略性新興產(chǎn)業(yè)的金融支持效率，完善金融支持體系將成為西部地區(qū)亟需解決的問題。 本文的主要研究內(nèi)容是西部地區(qū)戰(zhàn)略性新興產(chǎn)業(yè)的金融支持。首先從戰(zhàn)略性新興產(chǎn)業(yè)與金融支持理論綜述入手，采用定性分析方法對戰(zhàn)略性新興產(chǎn)業(yè)的概念、特征進(jìn)行了解讀和延伸；然后運(yùn)用定量分析方法對西部地區(qū)戰(zhàn)略性新興產(chǎn)業(yè)的發(fā)展?fàn)顩r及金融支持的現(xiàn)狀展開了分析，指出西部地區(qū)戰(zhàn)略性新興產(chǎn)業(yè)的金融支持存在政策性金融支持力度不夠、間接金融體系不完善以及證券市場融資困難等問題；接著通過實(shí)證研究方法以西部地區(qū)106個戰(zhàn)略性新興產(chǎn)業(yè)上市公司為樣本，選取了產(chǎn)業(yè)產(chǎn)值、銀行貸款和股票融資三個指標(biāo),建立面板數(shù)據(jù)模型對西部地區(qū)戰(zhàn)略性新興產(chǎn)業(yè)的金融支持效應(yīng)進(jìn)行了分析，結(jié)果表明西部地區(qū)戰(zhàn)略性新興產(chǎn)業(yè)的直接融資效應(yīng)由于間接融資效應(yīng)；最后，本文根據(jù)西部地區(qū)戰(zhàn)略性新興產(chǎn)業(yè)的金融支持存在的問題和實(shí)證分析結(jié)果提出了適合西部地戰(zhàn)略性新興產(chǎn)業(yè)的金融支持的對策建議，主要包括:加強(qiáng)政策性金融支持力度、完善間接金融支持體系以及拓展證券市場融資渠道。
[Abstract]:In the context of the international financial crisis, Western countries have focused on emerging industries, high-tech industries and other strategic emerging industries. In 2010, we made a major decision to cultivate and develop strategic emerging industries, and put new energy, new materials, a new generation of information technology, high-end equipment manufacturing, energy conservation and environmental protection. Seven industries of biopharmaceutical and new energy automobile are included in the scope of strategic emerging industries. The western region is now in the important period of industrial structure optimization and upgrading, economic growth and transformation. The proposal of strategic emerging industry has pointed out the direction for the future industrial development of the western region. Strategic emerging industry is the integration of innovative technology and emerging industry, with the characteristics of high investment, high risk and good efficiency, and the core position of finance in the development of modern economy. It determines its basic support role in the growth of strategic emerging industries, sustained and effective financial support is the booster of the development of strategic emerging industries, and the foundation of strategic emerging industries in the western region is weak. The level of financial development is backward, so how to improve the efficiency of financial support of strategic emerging industries and improve the financial support system will become an urgent problem to be solved in the western region. The main content of this paper is the financial support of the strategic emerging industries in the western region. Firstly, the concept of the strategic emerging industries is introduced by qualitative analysis method, starting with a summary of the theory of strategic emerging industries and financial support. The features are interpreted and extended; Then the paper analyzes the development of strategic emerging industries and the current situation of financial support in the western region by means of quantitative analysis. It is pointed out that the financial support of the strategic emerging industries in the western region is not strong enough, the indirect financial system is not perfect and the financing of the securities market is difficult. Then through the empirical research method, taking 106 strategic emerging industry listed companies in the western region as the sample, this paper selects three indicators: industrial output value, bank loans and stock financing. The panel data model is established to analyze the financial support effect of the strategic emerging industries in the western region. The results show that the direct financing effect of the strategic emerging industries in the western region is due to the indirect financing effect. Finally, according to the existing problems of the financial support of the strategic emerging industries in the western region and the results of empirical analysis, this paper puts forward some countermeasures and suggestions suitable for the financial support of the strategic emerging industries in the western region. It mainly includes: strengthening the policy financial support, perfecting the indirect financial support system and expanding the financing channels of the securities market.
