【摘要】：國際收支作為國家宏觀調(diào)控四大目標(biāo)之一,而近年來,我國國際收支連年順差,持續(xù)較大的雙順差格局已成為當(dāng)前我國經(jīng)濟(jì)運(yùn)行的一個突出問題。本文首先從我國國際收支狀況入手,分析2001-2008年我國國際收支各項(xiàng)目,進(jìn)一步闡述我國雙順差的基本特征。近年來,我國國際收支失衡主要表現(xiàn)形式為大規(guī)模、持續(xù)性的“雙順差”,這對我國經(jīng)濟(jì)產(chǎn)生了諸多負(fù)面影響,諸如國內(nèi)市場總供需的失衡、外匯市場動蕩、全球貿(mào)易穩(wěn)定健康的發(fā)展及在國際上的影響等和對我國政策的有效執(zhí)行產(chǎn)生了影響,同時對資源在國內(nèi)國際間有效配置的影響,大量的外匯儲備資產(chǎn)引起的潛在風(fēng)險等等,阻礙了國內(nèi)經(jīng)濟(jì)的發(fā)展。本文通過對國內(nèi)因素和外部原因的分析,得出結(jié)論,進(jìn)而分析我國“雙順差”的深層原因。我國國際收支失衡主要來自貿(mào)易的出口和國際投資資本流入。導(dǎo)致此結(jié)構(gòu)的兩個主要原因：第一,從國內(nèi)角度分析,國內(nèi)儲蓄和投資長期失衡對國際收支產(chǎn)生的影響。第二,在經(jīng)濟(jì)全球化的背景下,國內(nèi)經(jīng)濟(jì)發(fā)展失衡不斷累積的外部原因,方面,由于國內(nèi)大量廉價勞動力和國際產(chǎn)業(yè)分工結(jié)構(gòu)作用下的加工貿(mào)易出口量大；另一方面,長期外向型經(jīng)濟(jì)發(fā)展戰(zhàn)略下形成的國際投資過熱。針對上述原因,本文提出了相應(yīng)的解決方案：在調(diào)整出口結(jié)構(gòu)的同時,改善我國內(nèi)在結(jié)構(gòu)的脆弱性。具體措施有：第一、協(xié)調(diào)運(yùn)用財政和貨幣政策,完善我國金融市場；第二、適度調(diào)整我國對外經(jīng)濟(jì)政策,加快產(chǎn)業(yè)結(jié)構(gòu)的轉(zhuǎn)型,改變原有的“粗放型”出口模式；第三、提高外資的利用質(zhì)量和效益；第四、完善外匯管理體制,加強(qiáng)外匯監(jiān)管；第五、積極實(shí)行“走出去”的企業(yè)發(fā)展戰(zhàn)略,為企業(yè)海外投資和發(fā)展創(chuàng)造良好條件。
[Abstract]:International balance of payments as one of the four major goals of national macro-control, and in recent years, China's balance of payments surplus. The sustained and large double surplus pattern has become a prominent problem in the current economic operation of our country. Firstly, this paper starts with the international balance of payments situation of our country, and analyzes the items of China's international balance of payments from 2001 to 2008. In recent years, the main form of China's international balance of payments imbalance is a large-scale, sustained "double surplus", which has a lot of negative impact on our economy. Such as the imbalance of the total supply and demand in the domestic market, the instability of the foreign exchange market, the stable and healthy development of global trade and its influence on the international market, and the effective implementation of our policies. At the same time, the impact on the effective allocation of resources between domestic and international, the potential risks caused by a large number of foreign exchange reserve assets and so on, has hindered the development of domestic economy. The author draws a conclusion, and then analyzes the deep causes of China's "double surplus". The balance of payments imbalance of our country mainly comes from the export of trade and the inflow of international investment capital. The two main reasons leading to this structure are as follows: first. From the domestic point of view, the long-term imbalance of domestic savings and investment on the impact of the balance of payments. Second, in the context of economic globalization, the external causes of the accumulation of domestic economic development imbalances, aspects. Because of the large amount of cheap labor in China and the large export volume of processing trade under the effect of international industrial division structure; On the other hand, the international investment formed under the long-term export-oriented economic development strategy is overheated. In view of the above reasons, this paper puts forward the corresponding solution: adjusting the export structure at the same time. The specific measures are as follows: first, coordinate the use of fiscal and monetary policies to improve our financial market; Second, adjust our country's foreign economic policy appropriately, accelerate the transformation of industrial structure, change the original "extensive" export mode; Third, improve the utilization quality and benefit of foreign capital; In 4th, we should improve the foreign exchange management system and strengthen foreign exchange supervision and control; In 5th, we actively carried out the development strategy of "going out" to create favorable conditions for overseas investment and development of enterprises.
