【摘要】：面對(duì)新一輪的改革發(fā)展，，我國(guó)銀行業(yè)將獲得新的發(fā)展機(jī)遇和挑戰(zhàn)。面對(duì)激烈的市場(chǎng)競(jìng)爭(zhēng)，各類銀行機(jī)構(gòu)都在苦練內(nèi)功，進(jìn)一步增強(qiáng)自身的核心競(jìng)爭(zhēng)力。農(nóng)業(yè)發(fā)展銀行身處這個(gè)改革發(fā)展大潮中，如何按照國(guó)家政策和市場(chǎng)規(guī)律改善運(yùn)行機(jī)制、提升管理水平、增強(qiáng)盈利能力，就成為一個(gè)非常迫切的問(wèn)題。 本文在對(duì)農(nóng)業(yè)政策性金融理論進(jìn)行梳理的基礎(chǔ)上，分析了農(nóng)業(yè)發(fā)展銀行的現(xiàn)狀，運(yùn)用SWOT分析方法揭示了農(nóng)業(yè)發(fā)展銀行戰(zhàn)略發(fā)展的優(yōu)勢(shì)和劣勢(shì)，機(jī)遇和挑戰(zhàn)。指出農(nóng)業(yè)發(fā)展銀行在發(fā)展戰(zhàn)略的選擇和實(shí)施上，應(yīng)順應(yīng)改革潮流，緊跟國(guó)家政策和金融形勢(shì)。進(jìn)一步明確農(nóng)業(yè)政策性金融職能，實(shí)行差異化發(fā)展戰(zhàn)略。為確保戰(zhàn)略的實(shí)現(xiàn)，應(yīng)加快農(nóng)業(yè)發(fā)展銀行立法進(jìn)程，明確法律地位；應(yīng)完善法人治理結(jié)構(gòu)，建立權(quán)責(zé)明確的現(xiàn)代企業(yè)制度；加強(qiáng)風(fēng)險(xiǎn)管理體系建設(shè)，提高全面風(fēng)險(xiǎn)防控能力；強(qiáng)化運(yùn)營(yíng)管理，進(jìn)一步完善經(jīng)營(yíng)機(jī)制；實(shí)施人才戰(zhàn)略，提升員工素質(zhì)；深入推進(jìn)企業(yè)文化建設(shè)。只有這樣，農(nóng)業(yè)發(fā)展銀行才能更加健康、穩(wěn)定發(fā)展，為我國(guó)“三農(nóng)”事業(yè)做出更大貢獻(xiàn)。
[Abstract]:In the face of a new round of reform and development, China's banking industry will obtain new opportunities and challenges. In the face of fierce market competition, all kinds of banking institutions are practicing hard. The Agricultural Development Bank is in the tide of reform and development, how to improve the operation mechanism, improve the management level and enhance the profitability in accordance with the national policies and market laws. Becomes a very urgent problem. On the basis of combing the theory of agricultural policy-oriented finance, this paper analyzes the current situation of Agricultural Development Bank, and reveals the advantages and disadvantages of Agricultural Development Bank's strategic development by using SWOT analysis method. This paper points out that the Agricultural Development Bank should keep up with the trend of reform, keep up with the national policy and financial situation, and further clarify the function of agricultural policy-oriented finance in the choice and implementation of development strategy. In order to ensure the realization of the strategy, the legislation process of Agricultural Development Bank should be quickened and the legal status should be clarified. It is necessary to perfect the corporate governance structure and establish a modern enterprise system with clear powers and responsibilities. Strengthen the construction of risk management system and improve the ability of overall risk prevention and control; Strengthen the operation management, further perfect the management mechanism; Implement the talent strategy to improve the quality of the staff; Only in this way can the Agricultural Development Bank develop more healthily and steadily and make greater contributions to the cause of agriculture, rural areas and farmers in China.
