【摘要】:SPF銀行是一家改革開放后新成立的商業(yè)銀行,其現(xiàn)行的信貸風(fēng)險(xiǎn)管理體系借鑒了許多國有大銀行和國外銀行的成熟經(jīng)驗(yàn),具有一定的代表性,也存在許多問題。對(duì)SPF銀行信貸風(fēng)險(xiǎn)管理中貸前風(fēng)險(xiǎn)控制的方法和手段進(jìn)行探討研究,,找出其中存在的問題,提出改進(jìn)對(duì)策,可以提高SPF銀行信貸風(fēng)險(xiǎn)管理貸前風(fēng)險(xiǎn)控制水平,促進(jìn)SPF銀行信貸業(yè)務(wù)健康穩(wěn)定發(fā)展,并供其他商業(yè)銀行借鑒。 本文通過對(duì)SPF銀行貸前風(fēng)險(xiǎn)控制全流程的跟蹤調(diào)查,解析SPF銀行現(xiàn)行貸前風(fēng)險(xiǎn)控制手段和管理方法,發(fā)現(xiàn)其中存在的問題。這些問題出現(xiàn)于SPF銀行貸前風(fēng)險(xiǎn)控制的調(diào)查、審查、審批等各環(huán)節(jié),各環(huán)節(jié)存在的問題又有不同的特點(diǎn)。SPF銀行貸前風(fēng)險(xiǎn)控制組織架構(gòu)不完善、績(jī)效考核不合理也是造成這些問題的一方面原因。 對(duì)于這些問題,本文進(jìn)行了有針對(duì)性的分析,在充分借鑒國內(nèi)外知名商業(yè)銀行和研究機(jī)構(gòu)在商業(yè)銀行貸前風(fēng)險(xiǎn)控制方面的成熟經(jīng)驗(yàn)和方法的基礎(chǔ)上,探討了改善SPF銀行貸前風(fēng)險(xiǎn)控制的五個(gè)方面的對(duì)策。這些對(duì)策不但涵蓋了出現(xiàn)問題的方方面面,還有所拓展創(chuàng)新。 在這些對(duì)策中,針對(duì)SPF銀行貸前風(fēng)險(xiǎn)控制中貸前審查環(huán)節(jié)存在的問題,初步構(gòu)建起基于定性與定量結(jié)合分析法和層次分析法的標(biāo)準(zhǔn)貸前審查模型。該模型的建立,可以使SPF銀行在貸前審查環(huán)節(jié),充分利用模型分析與人工風(fēng)險(xiǎn)分析相結(jié)合的方法進(jìn)行貸前審查。類似模型目前尚未在我國各商業(yè)銀行中有見應(yīng)用。該模型的應(yīng)用可以大幅度地提高SPF銀行貸前審查環(huán)節(jié)工作效率,降低實(shí)際操作中可能出現(xiàn)的人工失誤,使貸前風(fēng)險(xiǎn)控制更加規(guī)范和科學(xué)。 為了提高SPF銀行貸前風(fēng)險(xiǎn)控制質(zhì)量,本文提出了風(fēng)險(xiǎn)文化建設(shè)的新概念。SPF銀行應(yīng)該進(jìn)行全行風(fēng)險(xiǎn)文化建設(shè),只有形成全行人人關(guān)心風(fēng)險(xiǎn)、人人防范風(fēng)險(xiǎn)的良好風(fēng)險(xiǎn)文化氛圍,才能從容應(yīng)對(duì)風(fēng)險(xiǎn)。 大凡一種管理體系,要隨著管理對(duì)象的變化而變化,在持續(xù)改善中才能具有先進(jìn)性。SPF銀行在貸前風(fēng)險(xiǎn)控制管理方面也需如此。對(duì)SPF銀行在貸前風(fēng)險(xiǎn)控制方面的探討研究仍將繼續(xù)。
[Abstract]:SPF Bank is a newly established commercial bank after the reform and opening up. Its current credit risk management system draws lessons from the mature experience of many large state-owned banks and foreign banks. There are also many problems. This paper probes into the methods and means of pre-loan risk control in SPF bank credit risk management, finds out the existing problems, and puts forward the improvement countermeasures. It can improve the risk control level before credit risk management of SPF bank, promote the healthy and stable development of credit business of SPF bank, and can be used for reference by other commercial banks. This paper analyzes the current SPF bank pre-loan risk control means and management methods by tracking and investigating the whole process of pre-loan risk control in SPF Bank. Find out the existing problems. These problems appear in the SPF bank pre-loan risk control investigation, review, approval and other links. The problems in each link also have different characteristics. The imperfect organizational structure of risk control before lending in SPF banks and the unreasonable performance appraisal are one of the reasons for these problems. For these problems, this article has carried on the targeted analysis, in the full reference domestic and foreign well-known commercial bank and the research institute in the commercial bank before the loan risk control aspect mature experience and the method foundation. This paper probes into five countermeasures to improve the risk control of SPF bank before lending. These countermeasures not only cover all aspects of the problems, but also expand and innovate. In these countermeasures, in view of the SPF bank pre-loan risk control in the pre-loan review of the existing problems. A standard pre-loan review model based on the combination of qualitative and quantitative analysis and Analytic hierarchy process (AHP) is initially constructed. The establishment of the model can make the SPF bank in the pre-loan review link. This paper makes full use of the method of combining model analysis with artificial risk analysis for pre-loan examination. The similar model has not yet been applied in commercial banks in China. The application of this model can greatly improve the lending of SPF banks. The efficiency of the former examination link. Reduce the human error that may appear in the actual operation, make the risk control before loan more standardized and scientific. In order to improve the quality of risk control before SPF bank loan, this paper puts forward a new concept of risk culture construction. Everyone to guard against the risk of a good risk culture atmosphere, in order to calmly deal with risk. A kind of management system should change with the change of management object. It is also necessary for the bank to be advanced in the continuous improvement. The research on the risk control of SPF bank before lending will continue.
