【摘要】：從1987年我國(guó)開始使用亞行貸款,目前已是亞行貸款累計(jì)第二大借款國(guó)。在多年利用亞行貸款的實(shí)踐中,逐步形成了比較完整的計(jì)劃和管理體系。從2006年起,新疆利用亞行貸款項(xiàng)目已實(shí)施六期。新疆塔城邊境城鎮(zhèn)發(fā)展項(xiàng)目作為新疆亞行項(xiàng)目第六期,項(xiàng)目總投資總投資17.06億元,利用亞行貸款1.5億美元,地方配套資金8.06億元人民幣,建設(shè)地點(diǎn)為塔城市、額敏縣、托里縣、裕民縣,建設(shè)內(nèi)容為道路工程、給水工程、排水工程、集中供熱工程、河道綜合治理及垃圾收集等工程組成。本文通過(guò)對(duì)亞行塔城邊境城鎮(zhèn)發(fā)展項(xiàng)目研究,對(duì)比亞行項(xiàng)目與國(guó)內(nèi)同類項(xiàng)目在規(guī)劃階段、前期準(zhǔn)備階段、實(shí)施階段、項(xiàng)目后評(píng)價(jià)階段分階段比較和整體比較,發(fā)現(xiàn)亞行項(xiàng)目雖然在前期手續(xù)審批比國(guó)內(nèi)同類項(xiàng)目繁瑣,導(dǎo)致前期準(zhǔn)備周期較長(zhǎng),但亞行項(xiàng)目在實(shí)地調(diào)研、公眾參與、項(xiàng)目監(jiān)管、項(xiàng)目后評(píng)價(jià)等方面具有較強(qiáng)優(yōu)勢(shì),結(jié)合國(guó)內(nèi)項(xiàng)目管理程序的逐步規(guī)范及項(xiàng)目管理能力的提升,提出加強(qiáng)國(guó)內(nèi)項(xiàng)目的規(guī)劃指導(dǎo)作用、加強(qiáng)項(xiàng)目實(shí)施期間監(jiān)管、建立健全項(xiàng)目后評(píng)價(jià)體系等建議。
[Abstract]:The use of ADB loan from 1987 began in China, has accumulated second ADB loan borrowers. In practice, the use of ADB loans in years, and gradually formed a relatively complete system of planning and management. From 2006 onwards, the Xinjiang based ADB loan project has been implemented in six. Project development in the border town of Xinjiang Tacheng Xinjiang as the ADB project sixth, the total investment of the project total investment of 1 billion 706 million yuan, the use of ADB loans of $150 million, local matching funds of 806 million yuan, the construction site of the tower city, E Min County, Tori County, Yumin County, construction content for road engineering, water supply and drainage engineering, engineering, central heating project, river comprehensive management and garbage collection project based on the research of the project. The development of the border town of ADB in Tacheng, compared with the domestic similar projects in the ADB project planning stage, preparation stage, implementation stage and project The evaluation stages and overall comparison, found that although the approval formalities in the early ADB project than similar domestic projects lead to cumbersome, preparatory period is longer, but the ADB project in the field of research, public participation, project supervision, has strong advantages such as post project evaluation, combined with the project management process of domestic standardization and project management. To enhance the role of domestic projects, put forward to strengthen planning guidance, strengthen supervision during the project implementation, the establishment of evaluation system and so on to improve project.
