【摘要】：2008年國際金融危機(jī)后，全球經(jīng)濟(jì)轉(zhuǎn)入衰退軌道，經(jīng)濟(jì)下滑、失業(yè)率增加、消費(fèi)者信心下降，各國政府都采取了一系列的財(cái)政和貨幣政策致力于維護(hù)經(jīng)濟(jì)增長，同時(shí)也加強(qiáng)了國際合作與協(xié)調(diào)。許多國家和國際組織將這次危機(jī)歸咎于全球經(jīng)濟(jì)失衡和不合理的國際金融體系，尤其是在作為國際貨幣的美元采取量化寬松貨幣政策損害新興市場(chǎng)國家利益后，改變美元為主的國際貨幣體系的呼聲越來越響。與此同時(shí)，中國由于連續(xù)三十年的高增長，目前經(jīng)濟(jì)總量躍居世界第二，外匯儲(chǔ)備充足、人民幣不斷升值、經(jīng)濟(jì)高增速、財(cái)政盈余充沛，因而吸引了全球投資者和各國政府的關(guān)注，人民幣國際化收到追捧。在此背景下，，中國政府也不失時(shí)機(jī)的采取了一些措施推進(jìn)人民幣國際化。目前人民幣國際化正在處于有序的加速推進(jìn)階段。 本課題以人民幣國際化的風(fēng)險(xiǎn)狀況為中心，首先梳理了國內(nèi)外已有的相關(guān)研究成果，拓展了思路、形成了基本研究框架。在此基礎(chǔ)之上，明確了貨幣國際化和人民幣國際化的涵義、組成部分及現(xiàn)狀等；然后詳細(xì)的分析了我國人民幣國際化面臨的諸多機(jī)遇和挑戰(zhàn)。通過綜合分析，本課題認(rèn)為人民幣國際化充滿機(jī)遇和挑戰(zhàn)，但是機(jī)遇大于挑戰(zhàn)，目前逐步推進(jìn)人民幣國際化勢(shì)在必行；進(jìn)一步結(jié)合現(xiàn)有國際貨幣存在的問題和人民幣國際化面臨的獨(dú)特處境，本課題總結(jié)出了人民幣國際化所會(huì)帶來資本大規(guī)模進(jìn)出、貨幣替代、特里芬難題、現(xiàn)有國際貨幣阻撓、承擔(dān)國際義務(wù)等方面的危險(xiǎn)；進(jìn)而本課題提出了防范人民幣國際化風(fēng)險(xiǎn)的戰(zhàn)略步驟和具體對(duì)策，如優(yōu)化國內(nèi)金融經(jīng)濟(jì)環(huán)境、完善相關(guān)法規(guī)政策、逐步進(jìn)行政策調(diào)整等；最后對(duì)人民幣國際化的路徑選擇與短中長期的發(fā)展進(jìn)行了展望。
[Abstract]:In 2008, after the international financial crisis, the global economy turned into recession, economic decline, unemployment rate increased, consumer confidence decreased. Governments have adopted a series of fiscal and monetary policies to maintain economic growth. At the same time, international cooperation and coordination had been strengthened. Many countries and international organizations blamed the crisis on global economic imbalances and an illogical international financial system. In particular, the call to change the dollar-dominated international monetary system is growing after quantitative easing of the dollar as an international currency harms the interests of emerging market countries. As a result of three decades of high growth, China's total economic volume has leapt to the second largest in the world, with sufficient foreign exchange reserves, a rising renminbi, a high economic growth rate and abundant fiscal surpluses. As a result, it has attracted the attention of investors and governments around the world, and the internationalization of RMB has received a lot of attention. The Chinese government has also missed the opportunity to take some steps to promote the internationalization of the yuan, which is now in an orderly and accelerating phase. This paper focuses on the risk situation of RMB internationalization, firstly combing the related research results at home and abroad, expanding the train of thought, forming a basic research framework. On this basis. The meaning, components and current situation of currency internationalization and RMB internationalization are clarified. Then it analyzes in detail the opportunities and challenges that China's RMB internationalization faces. Through comprehensive analysis, this topic thinks that RMB internationalization is full of opportunities and challenges, but the opportunities are greater than the challenges. At present, it is imperative to promote RMB internationalization step by step. Further combined with the existing international currency problems and the unique situation of RMB internationalization, this topic summarizes the RMB internationalization will bring large-scale capital in and out, currency substitution, Triffin difficult problem. Existing international monetary obstruction, international obligations and other risks; Then the paper puts forward the strategic steps and specific countermeasures to prevent the risk of RMB internationalization, such as optimizing the domestic financial and economic environment, perfecting the relevant laws and regulations, and gradually carrying out policy adjustment. Finally, the path choice and short-medium-term development of RMB internationalization are prospected.
