【摘要】：農(nóng)村基礎(chǔ)設(shè)施對農(nóng)村經(jīng)濟(jì)健康持續(xù)發(fā)展至關(guān)重要,完善的農(nóng)村配套基礎(chǔ)設(shè)施對解放和發(fā)展農(nóng)業(yè)生產(chǎn)力,促進(jìn)農(nóng)民增收意義重大。近年來,在國家西部大開發(fā)強有力的政策支持下,四川省加大了對農(nóng)村基礎(chǔ)設(shè)施建設(shè)的投資力度。由于長期存在的區(qū)別性財政投入的政策障礙,尤其是城鄉(xiāng)經(jīng)濟(jì)結(jié)構(gòu)的雙軌制,使得四川省農(nóng)村基礎(chǔ)設(shè)施建設(shè)和城市基礎(chǔ)設(shè)施建設(shè)相比還顯得滯后,存在較大差距,農(nóng)業(yè)基礎(chǔ)設(shè)施建設(shè)的短板日益已成為四川省農(nóng)業(yè)長遠(yuǎn)發(fā)展的“瓶頸”。影響四川省農(nóng)村基礎(chǔ)設(shè)施建設(shè)的重要原因是投融資力度不夠和缺乏科學(xué)合理的投融資體系。 目前四川省農(nóng)村基礎(chǔ)設(shè)施建設(shè)投融資方式主要包括：財政投入、村集體等民間資本投入、金融機(jī)構(gòu)投入和農(nóng)民投入。實踐證明,由政府獨自完成農(nóng)村基礎(chǔ)設(shè)施建設(shè)的投融資工作,無法滿足農(nóng)村對基礎(chǔ)設(shè)施的需求；村集體等民間資本由于缺乏政策性引導(dǎo),在進(jìn)入農(nóng)村基礎(chǔ)設(shè)施建設(shè)領(lǐng)域時受到一定限制,活力得不到釋放,對農(nóng)村基礎(chǔ)設(shè)施建設(shè)的影響力還較弱；金融機(jī)構(gòu)出于對投資回報率的考慮,往往對投資農(nóng)村基礎(chǔ)設(shè)施建設(shè)缺乏積極性：農(nóng)民受自身財力的限制,無法承擔(dān)起支持農(nóng)村基礎(chǔ)設(shè)施建設(shè)的重任。 因此,分析四川省農(nóng)業(yè)基礎(chǔ)設(shè)施投融資現(xiàn)狀,建立和完善支持農(nóng)村基礎(chǔ)設(shè)施建設(shè)的投融資體制,對于促進(jìn)農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)健康發(fā)展,具有一定的理論和現(xiàn)實意義。本文深入剖析了造成四川省農(nóng)村基礎(chǔ)設(shè)施投融資困境的多方面原因,最后,結(jié)合四川省農(nóng)村工作的具體情況,從如何確保財政投入總量、打破單一化的投融資體制等方面提出了改進(jìn)四川省農(nóng)村基礎(chǔ)設(shè)施建設(shè)投融資工作的建議。
[Abstract]:Rural infrastructure is of great importance to the healthy and sustainable development of rural economy. Perfect rural supporting infrastructure is of great significance in liberating and developing agricultural productivity and promoting farmers' income. With the strong policy support of the country's western development, Sichuan Province has increased its investment in rural infrastructure construction, due to the long-standing policy obstacles of differentiated financial investment. Especially the dual track system of urban and rural economic structure makes the rural infrastructure construction and urban infrastructure construction in Sichuan Province still lagged behind and there is a big gap. The short board of agricultural infrastructure construction has increasingly become the "bottleneck" of the long-term development of agriculture in Sichuan Province. The main reasons affecting the rural infrastructure construction in Sichuan province are insufficient investment and financing and lack of scientific and reasonable investment and financing system. At present, the investment and financing methods of rural infrastructure construction in Sichuan province mainly include: financial input, village collective and other private capital investment, financial institution investment and farmer investment. The government alone completes the investment and financing work of rural infrastructure construction, can not meet the needs of rural infrastructure; Due to the lack of policy guidance, the folk capital, such as village collectives, is restricted in entering the field of rural infrastructure construction, and its vitality is not released, and its influence on rural infrastructure construction is still weak. Due to the consideration of the return on investment, financial institutions often lack enthusiasm for investing in rural infrastructure construction: farmers, limited by their own financial resources, cannot shoulder the responsibility of supporting rural infrastructure construction. Therefore, analyzing the present situation of agricultural infrastructure investment and financing in Sichuan Province and establishing and perfecting the investment and financing system to support rural infrastructure construction will promote the healthy development of agriculture and rural economy. It has some theoretical and practical significance. This paper deeply analyzes the causes of the difficulties of rural infrastructure investment and financing in Sichuan Province. Finally, combined with the specific situation of rural work in Sichuan Province. From the aspects of how to ensure the total amount of financial investment and break the unitary investment and financing system, this paper puts forward some suggestions for improving the investment and financing work of rural infrastructure construction in Sichuan Province.
