【摘要】：隨著世界上最早的工業(yè)園區(qū)——英國的Manchester工業(yè)中心的出現(xiàn),各國的園區(qū)如雨后春筍般不斷地涌現(xiàn)出來。而經(jīng)濟發(fā)展的實際經(jīng)驗表明,成功的工業(yè)園區(qū)都是集群化模式發(fā)展的工業(yè)園區(qū),園區(qū)的國際競爭力實質上都表現(xiàn)在園區(qū)產業(yè)集群的國際競爭力上。而存在大量企業(yè)集聚的工業(yè)園區(qū)是產業(yè)集群發(fā)展的重要載體,另一方面,產業(yè)集群的形成能夠有效地促進園區(qū)的發(fā)展,兩者之間相互促進,互為基礎。并且產業(yè)集群對于工業(yè)園區(qū)競爭力的促進作用在廣泛地被各國學者接受的同時,也引起了越來越多政策制定者的關注。因此,對于經(jīng)濟社會發(fā)展相對落后,工業(yè)底子薄弱,第一次提出實施工業(yè)強省戰(zhàn)略的貴州省,將園區(qū)的發(fā)展提升到了政府政策的層面上來具有重要的意義。 本文致力于界定工業(yè)園區(qū)和產業(yè)集群國際競爭力的概念,分析工業(yè)園區(qū)與產業(yè)集群之間的相互關系,了解了外商直接投資和對外貿易等因素對產業(yè)集群國際競爭力的影響,簡述了貴州省當前的工業(yè)園區(qū)產業(yè)集群的現(xiàn)狀以及國際典型園區(qū)集群的經(jīng)驗后,構建其國際競爭力評價體系。目的是為貴州省工業(yè)園區(qū)產業(yè)集群國際競爭力提供一個定量的測算結果,并依此為園區(qū)建設管理者提供一個參考的指引。圍繞著這一主題,本文總共分為六個部分。第一部分為緒論,簡單介紹了研究背景,梳理歸納了國內外相關文獻,指出了文章的創(chuàng)新和不足。第二部分對本文相關概念進行簡要界定,并且從外商直接投資和對外貿易的角度分析了產業(yè)集群國際競爭力的作用機理。第三部分介紹了貴州省工業(yè)園區(qū)的外商直接投資和外貿基地等的概況,對其產業(yè)集群的現(xiàn)狀、優(yōu)勢和存在的問題進行了分析,最后介紹了國際上典型工業(yè)園區(qū)產業(yè)集群的發(fā)展經(jīng)驗。第四部分從投入能力、產出能力、發(fā)展能力、效益能力這四個一級指標,14個子指標構建了競爭力的評價體系,并使用突變級數(shù)法對貴州省工業(yè)園區(qū)產業(yè)集群國際競爭力進行了實證分析。最后得出了本文的結論,并在此基礎上得出了相應的結論政策建議。
[Abstract]:With the emergence of the earliest industrial park in the world, the Manchester industrial center in the UK, parks in various countries have sprung up like bamboo shoots after a spring rain. The practical experience of economic development shows that the successful industrial parks are all industrial parks developed by cluster mode, and the international competitiveness of the parks is essentially manifested in the international competitiveness of the industrial clusters of the parks. The industrial park with a large number of enterprise agglomeration is an important carrier of the development of industrial cluster. On the other hand, the formation of industrial cluster can effectively promote the development of the park, and the two promote each other and be the basis of each other. And the role of industrial clusters in promoting the competitiveness of industrial parks has been widely accepted by scholars in various countries, but also attracted more and more attention of policymakers. Therefore, for Guizhou Province, which is relatively backward in economic and social development and weak in industry, it is of great significance to promote the development of the park to the level of government policy in Guizhou Province, which put forward the strategy of implementing a strong industrial province for the first time. This paper focuses on defining the concept of international competitiveness of industrial parks and industrial clusters, analyzing the relationship between industrial parks and industrial clusters, and understanding the influence of foreign direct investment and foreign trade on the international competitiveness of industrial clusters. This paper briefly introduces the present situation of industrial cluster in Guizhou Province and the experience of international typical park cluster, and constructs its international competitiveness evaluation system. The purpose of this paper is to provide a quantitative calculation result for the international competitiveness of industrial clusters in Guizhou Province, and to provide a reference guide for the managers of industrial park construction. Around this topic, this paper is divided into six parts. The first part is the introduction, which briefly introduces the research background, combs and summarizes the relevant literature at home and abroad, and points out the innovation and shortcomings of the article. The second part briefly defines the related concepts of this paper, and analyzes the mechanism of international competitiveness of industrial clusters from the perspective of foreign direct investment and foreign trade. The third part introduces the general situation of foreign direct investment and foreign trade base in Guizhou Industrial Park, and analyzes the present situation, advantages and existing problems of its industrial cluster. Finally, the development experience of typical industrial park industrial clusters in the world is introduced. The fourth part constructs the evaluation system of competitiveness from the four first-level indicators of input capacity, output capacity, development ability and benefit ability, and 14 sub-indicators. The sudden change series method is used to analyze the international competitiveness of industrial clusters in Guizhou Province. Finally, the conclusion of this paper is drawn, and on this basis, the corresponding conclusions and policy recommendations are obtained.
