內(nèi)蒙古農(nóng)電公司人力資源管理信息系統(tǒng)的設(shè)計(jì)與應(yīng)用

【摘要】:隨著信息技術(shù)的迅猛發(fā)展,企業(yè)管理信息化進(jìn)程不斷向前推進(jìn)。人力資源管理是企業(yè)管理的重要組成部分,其管理效率直接關(guān)系到企業(yè)戰(zhàn)略目標(biāo)的實(shí)現(xiàn),以及企業(yè)價(jià)值的提升。鑒于管理信息化的高效率優(yōu)勢(shì),人力資源管理信息系統(tǒng)必然會(huì)廣泛應(yīng)用于各行各業(yè)。隨著電力體制改革的進(jìn)一步深化,電力行業(yè)的模式已由垂直壟斷式逐步轉(zhuǎn)變?yōu)榘l(fā)電市場(chǎng)競(jìng)爭(zhēng)模式,再轉(zhuǎn)變?yōu)橥耆?jìng)爭(zhēng)模式,這使得電力公司壟斷的地位受到極大沖擊。面對(duì)如此嚴(yán)峻的形式,許多電力公司展開了系列改革措施,加強(qiáng)企業(yè)內(nèi)部管理,設(shè)計(jì)并應(yīng)用了人力資源管理信息系統(tǒng),爭(zhēng)取“物盡其用,人盡其才”,以便更好的實(shí)現(xiàn)企業(yè)戰(zhàn)略目標(biāo),最大限度的提升企業(yè)價(jià)值。 本文運(yùn)用人力資源及其管理的相關(guān)理論,結(jié)合內(nèi)蒙古農(nóng)電公司人力資源管理的現(xiàn)狀,對(duì)該公司人力資源管理信息系統(tǒng)建設(shè)的可行性,以及系統(tǒng)功能和性能需求進(jìn)行了詳細(xì)分析,基于內(nèi)蒙古農(nóng)電公司一體化綜合管理系統(tǒng)平臺(tái),在系統(tǒng)設(shè)計(jì)目標(biāo)的指引下,從系統(tǒng)環(huán)境、系統(tǒng)功能模塊、系統(tǒng)數(shù)據(jù)庫(kù)三個(gè)方面出發(fā),有針對(duì)性的開發(fā)設(shè)計(jì)了適用于該公司的人力資源管理信息系統(tǒng),并詳細(xì)闡述了該系統(tǒng)在組織結(jié)構(gòu)、崗位管理、人員管理、勞動(dòng)合同、薪酬管理、社保管理、教育培訓(xùn)、考勤休假8個(gè)模塊的的具體應(yīng)用情況,分析了系統(tǒng)的應(yīng)用效果。本系統(tǒng)以J2EE為開發(fā)平臺(tái),Oracle, SQL Server, DB2, Sybase, Mysql等為后臺(tái)數(shù)據(jù)庫(kù),采用JSP、Ajax、DWR和Webservices技術(shù)進(jìn)行系統(tǒng)的開發(fā),使用Eclipse作為集成開發(fā)環(huán)境,縮短了開發(fā)周期,取得了良好效果。系統(tǒng)功能齊全,技術(shù)水平相對(duì)先進(jìn),與公司傳統(tǒng)人力資源管理方式相比:優(yōu)化了組織結(jié)構(gòu),改善了人力資源管理服務(wù)質(zhì)量;提高了人員工作效率,合理配置了人力資源;實(shí)現(xiàn)了信息共享與過(guò)程化管理,,提高了高層的決策質(zhì)量。不僅滿足了內(nèi)蒙古農(nóng)電公司人力資源管理目前的需要,還能夠根據(jù)公司人力資源管理將來(lái)的需求進(jìn)行擴(kuò)展,保證了系統(tǒng)具有較長(zhǎng)的生命周期。但由于公司人力資源管理方式轉(zhuǎn)變過(guò)渡期較長(zhǎng),加之公司操作員工業(yè)務(wù)素質(zhì)水平偏低,使得系統(tǒng)無(wú)法有效發(fā)揮其管理作用,因此今后要增強(qiáng)人事管理的嚴(yán)格性,加強(qiáng)業(yè)務(wù)人員培訓(xùn)。
[Abstract]:With the rapid development of information technology, the process of enterprise management informatization continues to advance. Human resource management is an important part of enterprise management, and its management efficiency is directly related to the realization of enterprise strategic objectives and the promotion of enterprise value. In view of the high efficiency advantage of management information, human resource management information system will be widely used in all kinds of industries. With the further deepening of the reform of power system, the mode of power industry has gradually changed from vertical monopoly to power generation market competition and then to complete competition, which has greatly impacted the monopoly position of power companies. In the face of such a grim form, many power companies have launched a series of reform measures, strengthened the internal management of enterprises, designed and applied human resources management information systems, and sought to "make the best use of everything and make the best use of people". In order to better achieve the strategic objectives of the enterprise, maximize the value of the enterprise. Based on the theory of human resources and its management and the current situation of human resources management in Inner Mongolia Agricultural Power Company, this paper analyzes in detail the feasibility of the construction of the human resources management information system in the company, as well as the requirements of system functions and performance. Based on the integrated management system platform of Inner Mongolia Agricultural Power Company, under the guidance of the system design goal, from the system environment, the system function module, the system database three aspects, embarks from the system environment, the system function module, the system database. The human resource management information system suitable for the company has been developed and designed, and the organization structure, post management, personnel management, labor contract, salary management, social security management, education and training of the system have been elaborated in detail. The application situation of 8 modules of attendance leave is analyzed, and the application effect of the system is analyzed. This system takes J2EE as the development platform, Oracle, SQL Server, DB2, Sybase, Mysql and so on as the background database, uses the JSP,Ajax,DWR and the Webservices technology to carry on the system development, uses the Eclipse as the integrated development environment, shortens the development period, has obtained the good result. Compared with the traditional human resource management, the system has complete functions and advanced technical level. Compared with the traditional human resources management, it has optimized the organizational structure, improved the service quality of human resources management, improved the efficiency of personnel work, and allocated the human resources reasonably. The information sharing and process management are realized, and the decision-making quality of high-level is improved. It not only meets the current needs of human resources management of Inner Mongolia Agricultural Power Company, but also can expand according to the future needs of human resources management of the company, so as to ensure that the system has a long life cycle. However, due to the long transition period of the transformation of the company's human resources management mode and the low level of the operational staff's professional quality, the system cannot play its management role effectively, so it is necessary to strengthen the strict character of the personnel management in the future. Strengthen the training of business personnel.
