【摘要】：歐洲專利局和我國專利統(tǒng)計簡報的數(shù)據(jù)顯示,我國清潔能源技術研發(fā)能力薄弱、技術水平較日、美、德等發(fā)達國家有一定的差距。技術引進是我國獲取先進清潔能源技術的重要途徑,引進清潔能源技術的途徑主要包括國際貿易方式、外商直接投資與專利許可。而對華高新技術出口管制與貿易摩擦在一定程度上阻礙我國引進清潔能源技術。我國有必要通過貿易爭端解決機制、構建清潔能源專利強制許可制度與專利池制度、完善知識產權信息傳播體系來加快清潔能源技術引進。
[Abstract]:The data of European Patent Office and China Patent Statistical Bulletin show that the R & D capacity of clean energy technology in China is weak, and the technical level is lower than that of Japan, the United States, Germany and other developed countries. Technology introduction is an important way to obtain advanced clean energy technology in our country. The ways to introduce clean energy technology include international trade mode, foreign direct investment and patent license. The high-tech export control and trade friction to China hinder the introduction of clean energy technology to a certain extent. It is necessary for our country to speed up the introduction of clean energy technology by establishing the compulsory licensing system and patent pool system of clean energy patents and perfecting the intellectual property information dissemination system through the trade dispute settlement mechanism.
