【摘要】：階梯電價(jià)制度作為重要的節(jié)能政策手段,在全國(guó)范圍內(nèi)的推廣實(shí)施已經(jīng)超過(guò)兩年。論文基于廣東省2011-2013年21城市改革前后兩年的面板數(shù)據(jù),利用計(jì)量經(jīng)濟(jì)學(xué)的方法,構(gòu)建居民用電的需求模型,對(duì)影響居民用電的可能因素:用電價(jià)格、家庭收入、人口數(shù)量以及地區(qū)差異的顯著性程度,相關(guān)性關(guān)系進(jìn)行了擬合估計(jì),得出如下研究結(jié)論及建議:地區(qū)變量對(duì)用電量的影響不顯著,在廣東省內(nèi)珠三角與非珠三角地區(qū)設(shè)置不同階梯電價(jià)標(biāo)準(zhǔn)的意義不大;價(jià)格對(duì)居民用電有顯著的抑制作用,價(jià)格調(diào)節(jié)能起到節(jié)能效果;廣東省的階梯電價(jià)標(biāo)準(zhǔn)相當(dāng)于對(duì)原統(tǒng)一電價(jià)每度提價(jià)0.07元,以2012年為例階梯電價(jià)實(shí)施可節(jié)能約58億千瓦時(shí);收入因素、人口因素是導(dǎo)致居民用電增加的重要因素,二者成為居民用電的剛需性因素,其中,收入因素對(duì)用電量的影響可分解為收入預(yù)算在用電消費(fèi)支出以及電器使用數(shù)量增加兩個(gè)方面。
[Abstract]:Step price system, as an important energy saving policy means, has been popularized and implemented in the country for more than two years. Based on the panel data before and after the 21 cities reform in Guangdong Province from 2011 to 2013, using econometrics method, the paper constructs the demand model of residents' electricity consumption, and analyzes the possible factors that affect the residents' electricity consumption: electricity price, household income, and so on. The population number and the significance of regional differences are estimated by fitting the relationship. The conclusions and suggestions are as follows: the influence of regional variables on electricity consumption is not significant. It is of little significance to set different ladder price standards in the Pearl River Delta and non-Pearl River Delta areas in Guangdong Province. Price has a significant inhibitory effect on household electricity consumption, price adjustment can play an energy-saving effect, Guangdong Province's step price standard is equivalent to the original unified price per kilowatt-hour price increase of 0.07 yuan, taking 2012 as an example, the implementation of step price can save about 5.8 billion kilowatt-hours of energy; The income factor and the population factor are the important factors leading to the increase of the residents' electricity consumption. The two factors become the demanding factors of the residents' electricity consumption, among which, The influence of income factor on electricity consumption can be divided into two aspects: revenue budget and consumption expenditure of electricity and the increase of electric appliance usage.
