【摘要】：能源問(wèn)題是當(dāng)今國(guó)際政治關(guān)注的焦點(diǎn),是中俄兩國(guó)經(jīng)濟(jì)合作的最主要內(nèi)容。中國(guó)與俄羅斯積極開(kāi)展能源領(lǐng)域合作的重要性是不言而喻的。然而,近幾十年來(lái),雖然中俄雙方都為能源合作的順利展開(kāi)進(jìn)行不斷的努力和嘗試,但是兩國(guó)的能源合作并不是一帆風(fēng)順的,還存在一些亟待解決的問(wèn)題。本文將對(duì)中俄兩國(guó)在能源領(lǐng)域的合作現(xiàn)狀進(jìn)行梳理,對(duì)中俄能源合作中存在的問(wèn)題進(jìn)行分析,并探究?jī)蓢?guó)在能源領(lǐng)域的合作前景。 目前,關(guān)于中俄能源合作問(wèn)題的研究已經(jīng)取得了一定的成果,我國(guó)國(guó)內(nèi)也發(fā)表了不少的論文和相關(guān)專(zhuān)著,但大多數(shù)學(xué)者多是從現(xiàn)有的漢語(yǔ)資料入手對(duì)能源合作問(wèn)題進(jìn)行的研究和探討。本文主要從俄羅斯相關(guān)學(xué)者對(duì)該領(lǐng)域的研究思想和見(jiàn)解著手,來(lái)了解俄羅斯專(zhuān)家對(duì)中俄能源合作問(wèn)題的獨(dú)特視角,做到知己知彼,防止在推進(jìn)能源合作方面做“一廂情愿”的事情,以期為我國(guó)解決與俄羅斯的能源合作問(wèn)題提供借鑒和參考。 本論文由緒論、正文和結(jié)語(yǔ)三個(gè)大部分組成,其中正文部分包含四章,具體內(nèi)容如下： 緒論主要介紹論文的研究對(duì)象、研究背景,選題的動(dòng)機(jī)和目的,課題研究的方法,理論價(jià)值和實(shí)踐價(jià)值等。 第一章：介紹中俄能源合作的現(xiàn)狀,概述中國(guó)的能源基本狀況,分析俄羅斯能源戰(zhàn)略的特點(diǎn),闡釋中俄能源合作的條件與基礎(chǔ)。通過(guò)對(duì)中俄地緣優(yōu)勢(shì)、中俄能源與市場(chǎng)的互補(bǔ)性、中俄能源合作當(dāng)前狀況的研究來(lái)分析中俄能源合作的發(fā)展前景。 第二章：深入剖析中俄能源合作的制約因素,分別從中俄兩國(guó)具體能源合作項(xiàng)目中存在的制約因素及國(guó)際能源環(huán)境對(duì)中俄能源合作的影響這兩個(gè)方面進(jìn)行分析。 第三章：分別闡釋中俄兩國(guó)專(zhuān)家學(xué)者對(duì)開(kāi)展能源合作所存在問(wèn)題的不同觀點(diǎn)和看法。 第四章：針對(duì)中俄能源合作存在的不利因素嘗試提出相應(yīng)的建議和解決對(duì)策。通過(guò)制定長(zhǎng)期合作戰(zhàn)略、加強(qiáng)政治互信、積極參加俄羅斯的遠(yuǎn)東開(kāi)發(fā)和建設(shè)等手段來(lái)推動(dòng)中俄能源合作的深入發(fā)展。 結(jié)語(yǔ)：概括總結(jié)論文的研究結(jié)論。
[Abstract]:Energy is the focus of international politics and the main content of economic cooperation between China and Russia. The importance of active cooperation between China and Russia in the field of energy is self-evident. However, in recent decades, although both China and Russia have made continuous efforts and attempts for the smooth development of energy cooperation, the energy cooperation between the two countries has not been smooth, and there are still some problems to be solved. This paper will comb the current situation of Sino-Russian cooperation in the field of energy, analyze the existing problems in Sino-Russian energy cooperation, and explore the prospect of cooperation in the field of energy between China and Russia. At present, some achievements have been made in the study of Sino-Russian energy cooperation, and many papers and related monographs have been published in China. However, most of the scholars study and discuss the energy cooperation from the existing Chinese materials. This article mainly from the Russian correlation scholar to this domain research thought and the opinion, understands the Russian expert to the Sino-Russian energy cooperation question unique angle of view, achieves knows oneself to know the enemy, To prevent "wishful thinking" in promoting energy cooperation in order to provide reference and reference for our country to solve the problem of energy cooperation with Russia. This thesis is composed of three parts: introduction, text and conclusion, in which the main body contains four chapters. The specific contents are as follows: the introduction mainly introduces the research object, the research background, the motive and the purpose of the topic, the method of the subject research. Theory value and practice value etc. The first chapter introduces the current situation of Sino-Russian energy cooperation, summarizes the basic situation of China's energy, analyzes the characteristics of Russia's energy strategy, and explains the conditions and basis of Sino-Russian energy cooperation. This paper analyzes the development prospects of Sino-Russian energy cooperation through the study of the geographical advantages of China and Russia, the complementarity of energy and market between China and Russia, and the current situation of energy cooperation between China and Russia. The second chapter analyzes the restriction factors of Sino-Russian energy cooperation, the restriction factors in the specific energy cooperation projects between China and Russia, and the impact of the international energy environment on the Sino-Russian energy cooperation. Chapter three: explain the different views of Chinese and Russian experts and scholars on the problems of energy cooperation. Chapter four: try to put forward the corresponding suggestions and countermeasures in view of the unfavorable factors existing in the energy cooperation between China and Russia. By formulating long-term cooperation strategy, strengthening political mutual trust, and actively participating in the development and construction of Russia's far East, this paper aims to promote the further development of Sino-Russian energy cooperation. Conclusion: summing up the research conclusions of the thesis.
