公共治理視角下陽(yáng)江市生產(chǎn)加工環(huán)節(jié)食品安全監(jiān)管研究

【摘要】:食品安全是民生大事,不僅關(guān)系廣大人民群眾身體健康和生命安全,而且關(guān)系到經(jīng)濟(jì)社會(huì)的健康發(fā)展和社會(huì)的和諧穩(wěn)定。近年來(lái),盡管各級(jí)政府投入了大量的人力物力加強(qiáng)食品安全監(jiān)管,但是食品安全形勢(shì)依然嚴(yán)峻,食品安全事故呈易發(fā)多發(fā)勢(shì)頭,引發(fā)公眾的強(qiáng)烈不滿。食品生產(chǎn)加工環(huán)節(jié)是保障食品安全的源頭,進(jìn)一步完善生產(chǎn)加工環(huán)食品安全監(jiān)管,既是質(zhì)監(jiān)部門(mén)依法履行職責(zé)的內(nèi)在要求,,更是保障人民群眾健康安全和維護(hù)社會(huì)和諧穩(wěn)定的迫切需要。在當(dāng)前食品安全監(jiān)管存在政府監(jiān)管、市場(chǎng)調(diào)節(jié)“雙重失靈”的背景下,公共治理理論為食品安全監(jiān)管提供了新的視角,具有重要理論和實(shí)踐意義。 食品工業(yè)作為陽(yáng)江市的第二大支柱產(chǎn)業(yè),目前仍然處于粗放式發(fā)展階段,隨著近年來(lái)食品工業(yè)的快速增長(zhǎng),食品工業(yè)亟待提高發(fā)展質(zhì)量,以滿足公眾的食品安全需求。從公共治理視角審視陽(yáng)江市生產(chǎn)加工環(huán)節(jié)食品安全監(jiān)管,主要問(wèn)題有:政府監(jiān)管效能不高,在食品監(jiān)管過(guò)程中存在政府失靈的現(xiàn)象;食品行業(yè)自我管理不足,在市場(chǎng)自我調(diào)節(jié)過(guò)程中存在失靈現(xiàn)象;公眾參與不足,社會(huì)自我管理功能得不到發(fā)揮等。這些問(wèn)題既有我國(guó)生產(chǎn)加工環(huán)節(jié)食品安全監(jiān)管的共性問(wèn)題,也有陽(yáng)江表現(xiàn)較為突出的個(gè)性問(wèn)題。針對(duì)上述問(wèn)題,本文逐一分析了導(dǎo)致出現(xiàn)這些問(wèn)題的深層次原因。比如,行政體制改革滯后,政府職能轉(zhuǎn)變不到位;食品市場(chǎng)的外部負(fù)效應(yīng),信息不對(duì)稱;國(guó)家與社會(huì)同構(gòu),社會(huì)作用長(zhǎng)期被忽視等。 本文以公共治理作為理論視角,在系統(tǒng)分析相關(guān)理論的基礎(chǔ)上,對(duì)發(fā)達(dá)國(guó)家日本、美國(guó)、德國(guó)生產(chǎn)加工環(huán)節(jié)食品安全監(jiān)管的經(jīng)驗(yàn)和做法進(jìn)行總結(jié)分析,從中得出對(duì)改進(jìn)陽(yáng)江市生產(chǎn)加工環(huán)節(jié)食品安全監(jiān)管的有益啟示。在此基礎(chǔ)上,從公共治理的視角出發(fā),結(jié)合陽(yáng)江的實(shí)際情況,本文又側(cè)重地提出完善陽(yáng)江市生產(chǎn)加工環(huán)節(jié)食品安全監(jiān)管的對(duì)策和建議,主要包括:加強(qiáng)政府食品安全監(jiān)管效能建設(shè),提升政府執(zhí)行力和公信力;強(qiáng)化食品行業(yè)自律,規(guī)范食品市場(chǎng)經(jīng)濟(jì)秩序;引導(dǎo)公眾有序參與食品安全監(jiān)管,發(fā)揮社會(huì)自我管理功能。
[Abstract]:Food safety is a major issue of people's livelihood. It not only relates to the health and safety of the people, but also to the healthy development of economy and society and the harmony and stability of society. In recent years, although governments at all levels have invested a lot of manpower and material resources to strengthen the supervision of food safety, the situation of food safety is still grim. Food production and processing links are the source of ensuring food safety, and further improving food safety supervision in the production and processing ring is an inherent requirement for the quality supervision departments to perform their duties in accordance with the law. It is also an urgent need to ensure the health and safety of the people and to maintain social harmony and stability. Under the background of government supervision and market regulation "double failure" in the current food safety supervision, the theory of public governance provides a new perspective for food safety supervision and has important theoretical and practical significance. As the second pillar industry in Yangjiang City, food industry is still in the extensive development stage. With the rapid growth of food industry in recent years, the food industry needs to improve the quality of development to meet the food safety needs of the public. From the perspective of public governance, the main problems of food safety supervision in production and processing links in Yangjiang City are as follows: the efficiency of government supervision is not high, and the phenomenon of government failure exists in the process of food supervision; The food industry has insufficient self-management and failure in the process of market self-regulation, the public participation is insufficient, and the function of social self-management cannot be brought into play. These problems are not only the common problems of food safety supervision in China's production and processing links, but also the outstanding individual problems in Yangjiang. In view of the above problems, this paper analyzes the causes of these problems one by one. For example, the reform of administrative system lags behind, the transformation of government functions is not in place; the external negative effect of food market, information asymmetry, the state and society are isomorphic, the social role has been neglected for a long time. On the basis of systematic analysis of relevant theories, this paper summarizes and analyzes the experiences and practices of food safety supervision in the production and processing links of developed countries, Japan, the United States and Germany, from the perspective of public governance. The beneficial enlightenment to improve the food safety supervision in Yangjiang production and processing links is obtained from this paper. On this basis, from the perspective of public governance, combined with the actual situation of Yangjiang, this paper puts forward the countermeasures and suggestions to improve the food safety supervision in the production and processing links of Yangjiang City. It mainly includes: strengthening the efficiency construction of government food safety supervision and improving the executive power and credibility of the government; We should strengthen the self-discipline of the food industry, standardize the order of the food market economy, guide the public to participate in food safety supervision in an orderly manner, and give play to the function of social self-management.
