山東半島藍(lán)色經(jīng)濟(jì)區(qū)重化工業(yè)布局優(yōu)化研究

【摘要】：重化工業(yè)泛指生產(chǎn)資料的生產(chǎn)，傳統(tǒng)的重化工業(yè)包括機(jī)械制造、電子、能源、化學(xué)、建筑材料及冶金等工業(yè)。廣義的重化工業(yè)指的是知識(shí)含量和資金都較高的基礎(chǔ)原材料產(chǎn)業(yè)，還包括冶煉、電力、汽車(chē)、石化、重型機(jī)械、修造船等。重化工業(yè)是一個(gè)國(guó)家經(jīng)濟(jì)發(fā)展的基礎(chǔ)和支柱，是實(shí)現(xiàn)經(jīng)濟(jì)現(xiàn)代化的物質(zhì)基礎(chǔ)。 山東省作為我國(guó)重要沿海經(jīng)濟(jì)省份，擁有漫長(zhǎng)的海岸線、豐富的海洋資源、雄厚的科技實(shí)力，良好的海洋產(chǎn)業(yè)基礎(chǔ)。2011年，山東半島藍(lán)色經(jīng)濟(jì)區(qū)戰(zhàn)略被國(guó)務(wù)院確定為國(guó)家級(jí)戰(zhàn)略。發(fā)展沿海重化工業(yè)，承接我國(guó)生產(chǎn)力的重新布局調(diào)整和國(guó)際產(chǎn)業(yè)轉(zhuǎn)移，山東半島藍(lán)色經(jīng)濟(jì)區(qū)具有天時(shí)地利人和之優(yōu)勢(shì)。但是，在山東半島藍(lán)色經(jīng)濟(jì)區(qū)建設(shè)中，重化工業(yè)發(fā)展還存在一系列的問(wèn)題，尤其是重化工業(yè)布局不夠合理甚至局部布局混亂，不僅對(duì)重化工業(yè)自身發(fā)展帶來(lái)不利，還給資源環(huán)境帶來(lái)巨大壓力。 因此，立足于國(guó)家海洋發(fā)展戰(zhàn)略取向，即科學(xué)規(guī)劃海洋經(jīng)濟(jì)發(fā)展，，合理開(kāi)發(fā)利用海洋資源，保護(hù)海岸帶和海洋生態(tài)環(huán)境，如何明晰山東半島藍(lán)色經(jīng)濟(jì)區(qū)重化工業(yè)布局的社會(huì)驅(qū)動(dòng)因素和資源環(huán)境壓力，評(píng)估山東半島藍(lán)色經(jīng)濟(jì)區(qū)環(huán)境資源對(duì)于重化工業(yè)的承載能力，科學(xué)合理地規(guī)劃重化工業(yè)布局，實(shí)現(xiàn)山東半島藍(lán)色經(jīng)濟(jì)區(qū)重化工業(yè)的可持續(xù)發(fā)展是一個(gè)迫切需要深入研究的重大課題。 本文首先建立藍(lán)色經(jīng)濟(jì)區(qū)重化工業(yè)布局的理論框架，包括產(chǎn)業(yè)布局的基本理論、藍(lán)色經(jīng)濟(jì)區(qū)的概念內(nèi)涵，以及藍(lán)色經(jīng)濟(jì)區(qū)產(chǎn)業(yè)布局的特殊性。然后，對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)的重化工業(yè)布局現(xiàn)狀進(jìn)行全面分析，包括對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)發(fā)展重化工業(yè)的優(yōu)勢(shì)、經(jīng)濟(jì)運(yùn)行情況、重化工業(yè)布局、布局存在的問(wèn)題等。接著，運(yùn)用模糊綜合評(píng)價(jià)法對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)重化工業(yè)進(jìn)行綜合排序，確定在山東半島藍(lán)色經(jīng)濟(jì)區(qū)建設(shè)中各重化工業(yè)的地位和作用，對(duì)后續(xù)重化工業(yè)布局的分析提供基礎(chǔ)。進(jìn)而，在分析山東半島藍(lán)色經(jīng)濟(jì)區(qū)重化工業(yè)布局的原則、影響因素、區(qū)位指向等基礎(chǔ)上，計(jì)算山東半島藍(lán)色經(jīng)濟(jì)區(qū)各地區(qū)資源環(huán)境承載力，將此作為一個(gè)重要因子考慮到產(chǎn)業(yè)布局中去，得出半島藍(lán)色經(jīng)濟(jì)區(qū)重化工業(yè)產(chǎn)業(yè)布局優(yōu)化結(jié)論。最后，在以上分析的基礎(chǔ)上，結(jié)合實(shí)際情況，對(duì)山東半島藍(lán)色經(jīng)濟(jì)區(qū)的重化工業(yè)布局提出優(yōu)化建議以及相應(yīng)的政策建議。 當(dāng)前山東半島藍(lán)色經(jīng)濟(jì)區(qū)應(yīng)全面圍繞九大核心區(qū)進(jìn)行建設(shè)，對(duì)重化工業(yè)建設(shè)從規(guī)劃、論證、審批、實(shí)施、實(shí)施后評(píng)估等環(huán)節(jié)制定一系列科學(xué)合理的管理手段和措施，這樣才能使山東半島藍(lán)色經(jīng)濟(jì)區(qū)的重化工業(yè)布局得到逐步改善和優(yōu)化，促進(jìn)山東半島藍(lán)色經(jīng)濟(jì)區(qū)的可持續(xù)健康發(fā)展。
[Abstract]:Heavy chemical industry refers to the production of means of production. Traditional heavy chemical industries include mechanical manufacturing, electronics, energy, chemistry, building materials and metallurgy. The broad sense of heavy chemical industry refers to the basic raw material industry with high knowledge and capital, and also includes smelting, electric power, automobile, petrochemical, heavy machinery, shipbuilding and so on. Heavy chemical industry is the foundation and pillar of a country's economic development and the material basis of realizing economic modernization. As an important coastal economic province in China, Shandong Province has a long coastline, rich marine resources, strong scientific and technological strength, and a good marine industry base. Shandong Peninsula blue economic zone strategy was determined by the State Council as a national strategy. With the development of coastal heavy chemical industry and the readjustment of China's productive forces and the transfer of international industries, the blue economic zone of Shandong Peninsula has the advantages of favorable geographical location and human harmony. However, in the construction of the blue economic zone of Shandong Peninsula, there are still a series of problems in the development of heavy chemical industry, especially the unreasonable or even chaotic layout of heavy chemical industry, which not only brings disadvantage to the development of heavy chemical industry itself. It also brings great pressure to the resources and environment. Therefore, based on the strategic orientation of national marine development, namely, scientific planning of marine economic development, rational exploitation and utilization of marine resources, protection of coastal zone and marine ecological environment, How to make clear the social driving factors and the pressure of resources and environment in the distribution of heavy chemical industry in the blue economic zone of Shandong Peninsula, evaluate the carrying capacity of environmental resources for heavy chemical industry in the blue economic zone of Shandong Peninsula, and plan the layout of heavy chemical industry scientifically and reasonably. Realizing the sustainable development of the heavy industry in the blue economic zone of Shandong Peninsula is an urgent and important subject for further study. This paper first establishes the theoretical framework of the heavy industry layout of the blue economic zone, including the basic theory of the industrial layout, the concept connotation of the blue economic zone, and the particularity of the industrial layout of the blue economic zone. Then, the present situation of heavy chemical industry layout in the blue economic zone of Shandong Peninsula is analyzed comprehensively, including the advantages of developing heavy chemical industry in the blue economic zone of Shandong Peninsula, the situation of economic operation, the layout of heavy chemical industry, the problems existing in the layout and so on. Then, the fuzzy comprehensive evaluation method is used to sort the heavy chemical industry in the blue economic zone of Shandong Peninsula, to determine the position and function of each heavy chemical industry in the construction of the blue economic zone of Shandong Peninsula, and to provide the basis for the analysis of the layout of the heavy chemical industry in the following years. Then, on the basis of analyzing the distribution principle, influencing factors and location direction of heavy industry in the blue economic zone of Shandong Peninsula, the paper calculates the carrying capacity of resources and environment in every region of the blue economic zone of Shandong Peninsula. Taking this as an important factor to consider the industrial layout, the conclusion is drawn that the industrial layout of heavy industry is optimized in Peninsula Blue Economic Zone. Finally, on the basis of the above analysis, combined with the actual situation, the paper puts forward some suggestions for optimizing the layout of heavy chemical industry in the blue economic zone of Shandong Peninsula and corresponding policy suggestions. At present, the blue economic zone of Shandong Peninsula should be built around the nine core areas, and a series of scientific and reasonable management means and measures should be formulated for the construction of heavy and chemical industries in terms of planning, argumentation, examination and approval, post-implementation evaluation, etc. In this way, the distribution of heavy industry in the blue economic zone of Shandong Peninsula can be improved and optimized step by step, and the sustainable and healthy development of the blue economic zone of Shandong Peninsula can be promoted.
