【摘要】：主導(dǎo)產(chǎn)業(yè)是一個國家或地區(qū)在不同發(fā)展階段的關(guān)鍵產(chǎn)業(yè)，對其他產(chǎn)業(yè)的發(fā)展起引導(dǎo)和支撐作用，是區(qū)域經(jīng)濟(jì)增長的動力。主導(dǎo)產(chǎn)業(yè)的發(fā)展是區(qū)域經(jīng)濟(jì)發(fā)展的重要內(nèi)容之一，科學(xué)合理的選擇工業(yè)主導(dǎo)產(chǎn)業(yè)對整個區(qū)域經(jīng)濟(jì)發(fā)展具有重要意義。 衡水市地處河北省東南部，屬冀中平原地帶，歷史上屬于貧困地區(qū)，經(jīng)濟(jì)基礎(chǔ)比較薄弱。改革開放以來，依托活躍的民營經(jīng)濟(jì)，衡水市以加工型為主導(dǎo)的區(qū)域特色產(chǎn)業(yè)發(fā)展勢頭較好。在環(huán)渤海經(jīng)濟(jì)圈、京津冀經(jīng)濟(jì)圈和冀中南經(jīng)濟(jì)區(qū)的帶動下，衡水市面臨著良好的發(fā)展機遇。因此，正確選擇未來一段時期內(nèi)適合衡水市經(jīng)濟(jì)發(fā)展的工業(yè)主導(dǎo)產(chǎn)業(yè)，發(fā)揮主導(dǎo)產(chǎn)業(yè)擴(kuò)散作用帶動區(qū)域經(jīng)濟(jì)的快速發(fā)展是衡水市政府的當(dāng)務(wù)之急。本文旨在運用主導(dǎo)產(chǎn)業(yè)選擇理論，結(jié)合衡水市產(chǎn)業(yè)發(fā)展現(xiàn)狀，對衡水市工業(yè)主導(dǎo)產(chǎn)業(yè)進(jìn)行選擇，并提出促進(jìn)工業(yè)主導(dǎo)產(chǎn)業(yè)發(fā)展的相關(guān)建議。 本文首先對國內(nèi)外關(guān)于主導(dǎo)產(chǎn)業(yè)選擇的研究進(jìn)行了梳理，，并介紹了主導(dǎo)產(chǎn)業(yè)的相關(guān)概念和理論，同時構(gòu)建了主導(dǎo)產(chǎn)業(yè)選擇的指標(biāo)體系。接著，本文對衡水市工業(yè)發(fā)展現(xiàn)狀做了深入分析，確定了衡水市正處于工業(yè)化初期向工業(yè)化中期轉(zhuǎn)變的關(guān)鍵時期，特色產(chǎn)業(yè)發(fā)展迅速，主導(dǎo)產(chǎn)業(yè)初具規(guī)模，工業(yè)經(jīng)濟(jì)支撐作用不斷增強。然后，本文運用主成分分析法對衡水市的工業(yè)主導(dǎo)產(chǎn)業(yè)進(jìn)行選擇，在對各備選產(chǎn)業(yè)進(jìn)行分析后，最終確定將黑色金屬冶煉和壓延加工業(yè)、化學(xué)原料和化學(xué)制品制造業(yè)、橡膠和塑料制品業(yè)、金屬制品業(yè)作為衡水市未來一段時期內(nèi)的工業(yè)主導(dǎo)產(chǎn)業(yè)。最后，本文結(jié)合衡水市產(chǎn)業(yè)發(fā)展的實際情況，從優(yōu)化產(chǎn)業(yè)發(fā)展環(huán)境，促進(jìn)產(chǎn)業(yè)集聚，加強企業(yè)技術(shù)創(chuàng)新和生態(tài)環(huán)境保護(hù)四個方面提出了工業(yè)主導(dǎo)產(chǎn)業(yè)發(fā)展的對策建議。
[Abstract]:Leading industry is the key industry of a country or region in different stages of development. It plays a guiding and supporting role in the development of other industries and is the driving force of regional economic growth. The development of leading industry is one of the important contents of regional economic development. Hengshui City is located in the southeast of Hebei Province, belongs to the central Hebei plain area, the history belongs to the poor area, the economic base is relatively weak. Since the reform and opening up, relying on the active private economy, Hengshui City with processing as the leading regional characteristics of industry development momentum. Under the impetus of Bohai Rim, Beijing-Tianjin-Hebei Economic Circle and Central and Southern Hebei Economic Zone, Hengshui City is faced with good development opportunities. Therefore, it is urgent for the government of Hengshui City to correctly select the industrial leading industry suitable for the economic development of Hengshui City in the future, and play the role of leading industry diffusion to promote the rapid development of regional economy. This paper aims to use the theory of leading industry selection, combined with the current situation of Hengshui industry development, to select the leading industry in Hengshui city, and put forward some suggestions to promote the development of industrial leading industry. In this paper, the research on the choice of leading industry at home and abroad is first combed, and the related concepts and theories of leading industry are introduced. At the same time, the index system of the choice of leading industry is constructed. Then, this paper makes an in-depth analysis of the present situation of Hengshui's industrial development, and determines that Hengshui is in the key period of the transition from the early industrialization stage to the mid-industrialization period, the characteristic industry develops rapidly and the leading industry takes shape. The supporting role of the industrial economy continues to increase. Then, this paper uses principal component analysis method to select the leading industry in Hengshui City. After analyzing the various industries, the paper finally determines the ferrous metal smelting and calender processing industry, chemical raw materials and chemical products manufacturing industry. Rubber and plastic products industry, metal products industry as Hengshui City in the future industrial dominant industry. Finally, according to the actual situation of industrial development in Hengshui City, this paper puts forward countermeasures and suggestions for the development of industrial leading industry from four aspects: optimizing the industrial development environment, promoting industrial agglomeration, strengthening enterprise technological innovation and ecological environment protection.
