【摘要】：近年來，我國有機食品產(chǎn)業(yè)取得了較好的發(fā)展，但也面臨著安全監(jiān)管問題的困擾，如監(jiān)管制度、監(jiān)管環(huán)境等方面存在的問題，使有機食品安全的重要性凸顯。黨和國家高度重視人民群眾的食品安全問題。黨的十八大報告指出，食品安全關(guān)系群眾切身利益問題，必須高度重視和認真解決。因此，，通過研究我國有機食品發(fā)展情況及安全監(jiān)督保障，可以力爭達到完善有機食品監(jiān)管體制、重視人民健康的目的。這不僅對促進我國食品產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級、提升食品產(chǎn)業(yè)在國內(nèi)外競爭力具有現(xiàn)實意義，更對維護我國食品安全秩序具有重要意義。 本文遵循馬克思主義的基本立場、觀點和方法，通過結(jié)合政治經(jīng)濟學理論、管理經(jīng)濟學理論等相關(guān)理論，運用數(shù)據(jù)分析法、比較分析法、實證分析法，對我國有機食品安全監(jiān)管存在的問題進行系統(tǒng)分析，并針對監(jiān)管制度不健全、監(jiān)管環(huán)境不完善、道德倫理缺失等具體問題，借鑒國外發(fā)達國家食品安全監(jiān)管的經(jīng)驗，提出具有針對性、現(xiàn)實性和操作性的相應(yīng)對策建議。 我國有機食品安全監(jiān)管中尚存在著監(jiān)管制度不健全、監(jiān)管環(huán)境不完善、道德倫理缺失等突出問題。在借鑒國外發(fā)達國家有機食品安全監(jiān)管的作法與實踐經(jīng)驗的基礎(chǔ)上，本文構(gòu)建我國有機食品“四位一體”的安全監(jiān)管體系，各級政府是有機食品安全監(jiān)管政策制度的制定者；監(jiān)管部門是有機食品安全監(jiān)管政策制度的執(zhí)行者；生產(chǎn)企業(yè)在有機食品全產(chǎn)業(yè)鏈生產(chǎn)過程中應(yīng)具有自我監(jiān)管的意識；廣大消費者是有機食品安全監(jiān)管的積極參與者，同時，我國應(yīng)充分發(fā)揮媒體網(wǎng)絡(luò)的宣傳平臺，各大經(jīng)濟主體的有機結(jié)合，保證我國有機食品安全監(jiān)管有效地實施。
[Abstract]:In recent years, China's organic food industry has made good development, but also faced with the problems of safety supervision, such as regulatory system, regulatory environment and other problems, making the importance of organic food safety prominent. The Party and the state attach great importance to the food safety of the people. The report of the 18th National Congress of the Party pointed out that food safety concerns the vital interests of the masses and must be highly valued and seriously resolved. Therefore, by studying the development of organic food in China and safety supervision and security, we can strive to improve the regulatory system of organic food and pay attention to the health of the people. This is not only of practical significance to promote the optimization and upgrading of the food industry structure and promote the competitiveness of the food industry at home and abroad, but also of great significance to the maintenance of food safety order in China. This paper follows the basic stand, viewpoint and method of Marxism, through combining political economy theory, management economics theory and other related theories, using data analysis method, comparative analysis method, empirical analysis method, etc. This paper makes a systematic analysis of the problems existing in the supervision of organic food safety in China, and aims at the specific problems such as the imperfect regulatory system, imperfect regulatory environment, lack of morality and ethics, and draws lessons from the experience of food safety supervision in developed countries. The corresponding countermeasures and suggestions are put forward with pertinence, reality and operation. There are still some outstanding problems in the supervision of organic food safety in China, such as imperfect supervision system, imperfect regulatory environment, lack of moral ethics, and so on. On the basis of drawing lessons from the practices and practical experiences of organic food safety supervision in developed countries, this paper constructs a four-in-one safety supervision system of organic food in China. The governments at all levels are the makers of the organic food safety supervision policy system. The regulatory department is the executor of the organic food safety supervision policy system, and the production enterprises should have the consciousness of self-supervision in the whole production process of organic food industry chain. The majority of consumers are active participants in the regulation of organic food safety. At the same time, our country should give full play to the propaganda platform of the media network and the organic combination of the major economic entities to ensure the effective implementation of the supervision of the safety of organic food in our country.
