【摘要】：中共中央、國(guó)務(wù)院再次實(shí)施西部大開(kāi)發(fā)戰(zhàn)略,促進(jìn)西部地區(qū)的發(fā)展。在加快發(fā)展新興產(chǎn)業(yè)的同時(shí),在一些傳統(tǒng)產(chǎn)業(yè)具有相當(dāng)優(yōu)勢(shì)的西部地區(qū),改變現(xiàn)有傳統(tǒng)產(chǎn)業(yè)粗放型發(fā)展模式,加大創(chuàng)新發(fā)展的力度,進(jìn)一步調(diào)整產(chǎn)業(yè)結(jié)構(gòu),促進(jìn)傳統(tǒng)產(chǎn)業(yè)升級(jí),煥發(fā)傳統(tǒng)產(chǎn)業(yè)的生機(jī),也是在新的形式下促進(jìn)地方經(jīng)濟(jì)發(fā)展的重要途徑。白酒產(chǎn)業(yè)是是瀘州市的傳統(tǒng)特色優(yōu)勢(shì)產(chǎn)業(yè),在瀘州市政府的促進(jìn)下,以技術(shù)進(jìn)步、改革創(chuàng)新為引領(lǐng)和支撐,調(diào)整產(chǎn)業(yè)產(chǎn)品結(jié)構(gòu),加大產(chǎn)品品牌和區(qū)域產(chǎn)業(yè)品牌建設(shè)力度,在逆勢(shì)中繼續(xù)得到發(fā)展,實(shí)現(xiàn)傳統(tǒng)產(chǎn)業(yè)優(yōu)化升級(jí),自我發(fā)展能力得到較大提升,經(jīng)濟(jì)規(guī)模和實(shí)力不斷增強(qiáng),白酒產(chǎn)業(yè)已經(jīng)成為瀘州經(jīng)濟(jì)的第一支柱產(chǎn)業(yè)和主導(dǎo)產(chǎn)業(yè),成為“中國(guó)白酒金三角”主要增長(zhǎng)極,瀘州市政府有效發(fā)揮政府經(jīng)濟(jì)職能,促進(jìn)白酒產(chǎn)業(yè)創(chuàng)新發(fā)展的效果得到體現(xiàn)。但瀘州市政府在發(fā)揮地方政府經(jīng)濟(jì)職能,促進(jìn)白酒產(chǎn)業(yè)技術(shù)創(chuàng)新發(fā)展這一過(guò)程中,還存在一些職能越位、錯(cuò)位、缺位的現(xiàn)象,需要進(jìn)一步轉(zhuǎn)變職能。本文以瀘州市政府促進(jìn)白酒產(chǎn)業(yè)技術(shù)創(chuàng)新發(fā)展為案例,分析了瀘州市政府促進(jìn)白酒產(chǎn)業(yè)技術(shù)創(chuàng)新發(fā)展發(fā)揮經(jīng)濟(jì)職能中的調(diào)控、服務(wù)職能的經(jīng)驗(yàn)、不足和問(wèn)題及其產(chǎn)生的原因,并對(duì)瀘州市政府下一步如何進(jìn)一步轉(zhuǎn)變職能,促進(jìn)白酒產(chǎn)業(yè)發(fā)展提出建議。希望通過(guò)本文的研究,為西部欠發(fā)達(dá)地區(qū)地方政府促進(jìn)地方經(jīng)濟(jì)發(fā)展提供一些參考和借鑒。本文的主要內(nèi)容如下:1、研究了瀘州市政府促進(jìn)白酒產(chǎn)業(yè)技術(shù)創(chuàng)新發(fā)展的背景、典型性、經(jīng)驗(yàn)、效果及當(dāng)前面臨的困難與問(wèn)題;2、對(duì)瀘州市政府促進(jìn)白酒產(chǎn)業(yè)技術(shù)創(chuàng)新發(fā)展中發(fā)揮調(diào)控職能的做法、不足與問(wèn)題及其原因進(jìn)行了分析;3、對(duì)瀘州市政府促進(jìn)白酒產(chǎn)業(yè)技術(shù)創(chuàng)新發(fā)展的發(fā)揮服務(wù)職能的做法、不足與問(wèn)題及其原因進(jìn)行了分析;4、對(duì)瀘州市政府下一步如何進(jìn)一步轉(zhuǎn)變職能,促進(jìn)白酒產(chǎn)業(yè)持續(xù)發(fā)展提出建議。
[Abstract]:The CPC Central Committee and the State Council have again implemented the strategy of developing the western region to promote the development of the western region. While speeding up the development of emerging industries, in the western regions where some traditional industries have considerable advantages, we should change the existing extensive development model of traditional industries, increase the intensity of innovation and development, further adjust the industrial structure, and promote the upgrading of traditional industries. Coruscating the vitality of traditional industries is also an important way to promote the development of local economy in the new form. Liquor industry is the traditional characteristic advantage industry of Luzhou city. Under the promotion of Luzhou municipal government, under the guidance and support of technological progress, reform and innovation, the industrial product structure should be adjusted, and the construction of product brand and regional industrial brand should be strengthened. Continue to develop against the trend, realize the optimization and upgrading of the traditional industry, improve the ability of self-development, enhance the economic scale and strength constantly, and the liquor industry has become the first pillar industry and leading industry of Luzhou economy. As the main growth pole of "Golden Triangle of Chinese Liquor", the effect of Luzhou Municipal Government to give full play to the government's economic function and promote the innovation and development of liquor industry is reflected. However, in the process of giving full play to the economic function of local government and promoting the technological innovation and development of liquor industry, there are still some phenomena of offside, dislocation and absence of functions, which need to be further transformed. Taking Luzhou municipal government as an example to promote the technological innovation of liquor industry, this paper analyzes the experience, deficiency and problems of Luzhou municipal government in promoting the development of liquor industry technological innovation and exerting its economic function, service function, deficiency and problems, as well as the reasons for its emergence. Some suggestions on how to further change the function and promote the development of liquor industry were put forward. Through the research of this paper, the author hopes to provide some references for the local governments in the underdeveloped areas of the west to promote the local economic development. The main contents of this paper are as follows: 1. The background, typicality, experience, effect and current difficulties and problems of promoting technological innovation of liquor industry by Luzhou municipal government were studied. 2. The methods, problems and reasons of Luzhou municipal government in promoting the development of liquor industry technology innovation were analyzed. 3. The methods of promoting the technical innovation and development of liquor industry by the Luzhou municipal government, the deficiency and the problems, and the reasons are analyzed. 4. Suggestions on how to further change the function of Luzhou municipal government and promote the sustainable development of liquor industry are put forward.
