【摘要】：在軍民融合式發(fā)展這篇大文章中,鼓勵(lì)并引導(dǎo)優(yōu)勢(shì)民營(yíng)企業(yè)參與武器裝備科研生產(chǎn)無(wú)疑是濃墨重彩的一筆。然而在參與軍工科研生產(chǎn)的過(guò)程中,民營(yíng)企業(yè)普遍遇到了科研資金短缺、開放領(lǐng)域較小以及信息交流不順暢等問(wèn)題。為解決軍民融合過(guò)程中的上述問(wèn)題,應(yīng)在加大政府支持力度的基礎(chǔ)上,利用市場(chǎng)力量建立并完善軍民融合裝備研發(fā)投資中介及其運(yùn)行機(jī)制。任何機(jī)構(gòu)的良性運(yùn)轉(zhuǎn)都離不開完善高效的組織機(jī)制,因而本文將如何構(gòu)建軍民融合裝備研發(fā)投資中介的運(yùn)行機(jī)制作為研究重點(diǎn)。在借鑒美國(guó)裝備研發(fā)投資中介運(yùn)作經(jīng)驗(yàn)的基礎(chǔ)上,第四章從設(shè)計(jì)目標(biāo)、機(jī)制設(shè)計(jì)、機(jī)制說(shuō)明、機(jī)制示例四個(gè)角度,初步構(gòu)建了軍民融合裝備研發(fā)投資中介的篩選評(píng)價(jià)、投資分紅、監(jiān)督激勵(lì)、項(xiàng)目退出四大運(yùn)行機(jī)制。篩選評(píng)價(jià)機(jī)制表明應(yīng)以投資回報(bào)率為核心篩選指標(biāo);投資分紅機(jī)制則指出分階段投資與可轉(zhuǎn)換證券在裝備研發(fā)投資中具有先天優(yōu)勢(shì);監(jiān)督激勵(lì)機(jī)制分析了投資監(jiān)管的手段,并給出了監(jiān)督與激勵(lì)的最佳比例結(jié)構(gòu);項(xiàng)目退出機(jī)制則闡述了投資中介的最佳退出時(shí)機(jī)與可選擇的退出方式。為掃清建立并完善軍民融合裝備研發(fā)投資中介運(yùn)行機(jī)制的現(xiàn)實(shí)障礙,第五章從改善外部環(huán)境與健全內(nèi)部制度的角度提出了六點(diǎn)對(duì)策建議。
[Abstract]:In this article, encouraging and guiding the superior private enterprises to participate in the scientific research and production of weapons and equipment is undoubtedly a brilliant stroke. However, in the process of participating in the research and production of military industry, private enterprises generally encounter problems such as shortage of scientific research funds, small open field and unsmooth information exchange. In order to solve the above problems in the process of military and civil integration, we should use market forces to establish and perfect the R & D investment intermediary and its operating mechanism of military and civil fusion equipment on the basis of increasing government support. The good operation of any organization can not be separated from the perfect and efficient organization mechanism. Therefore, this paper focuses on how to construct the operational mechanism of military and civilian fusion equipment R & D investment intermediary. On the basis of the experience of the US equipment R & D investment intermediary operation, the fourth chapter constructs the screening evaluation of the military-civilian fusion equipment R & D investment intermediary preliminarily from the four angles of design goal, mechanism design, mechanism explanation and mechanism example. Investment dividends, supervision incentives, project withdrawal from the four major operating mechanisms. The screening evaluation mechanism indicates that the core selection index should be the return on investment, while the investment dividend mechanism points out that the phased investment and convertible securities have inherent advantages in equipment R & D investment. The mechanism of supervision and incentive analyzes the means of investment supervision and gives the best proportion structure of supervision and incentive, while the exit mechanism of project expounds the best exit opportunity and optional exit mode of investment intermediary. In order to clear the realistic obstacle of establishing and perfecting the intermediary mechanism of military and civil fusion equipment R & D investment, the fifth chapter puts forward six countermeasures and suggestions from the angle of improving the external environment and perfecting the internal system.
