【摘要】：能源是當今世界經(jīng)濟發(fā)展、社會和諧所依賴的重要因素之一，作為處在經(jīng)濟高速發(fā)展進程中的中國，能源問題更是關(guān)乎國計民生的重大問題。我國的能源因其特殊性，有著“富煤、貧油、少氣”的結(jié)構(gòu)性矛盾和“國內(nèi)生產(chǎn)不足、對外依賴程度強”的供需矛盾，給我國經(jīng)濟可持續(xù)發(fā)展和能源安全帶來嚴重阻礙。本文立足于國外取得頁巖氣勘探開發(fā)巨大成功的事實，結(jié)合我國國情，對我國頁巖氣發(fā)展進行了深入研究，，提出了促進我國頁巖氣勘探開發(fā)事業(yè)發(fā)展的八點建議，對實現(xiàn)中國式“頁巖氣革命”具有積極的參考價值和借鑒意義。 本文按照“三個結(jié)合”的思路開展研究，即國際與國內(nèi)相結(jié)合、機遇與挑戰(zhàn)相結(jié)合、現(xiàn)狀與戰(zhàn)略構(gòu)想相結(jié)合。首先概述了全球和我國石油、天然氣資源的分布及開發(fā)狀況，提出了有效開發(fā)頁巖氣能夠優(yōu)化現(xiàn)有能源格局的觀點；然后結(jié)合我國國情，分析了我國發(fā)展頁巖氣的必要性，得出了發(fā)展頁巖氣可以有效保障能源安全、緩解供需矛盾、促進節(jié)能減排和相關(guān)產(chǎn)業(yè)發(fā)展的結(jié)論。 隨后，結(jié)合國內(nèi)外頁巖氣資源、技術(shù)、管理等現(xiàn)狀，提出了我國發(fā)展頁巖氣面臨的三大機遇和九大挑戰(zhàn)。在仔細研究了機遇和挑戰(zhàn)之后，本文的重點放在了第五章，提出了中國特色頁巖氣發(fā)展之路的八點建議，即：加強校企合作、強化吸收引進和自主研發(fā)結(jié)合、擴寬投資主體、加強政策扶持、實施環(huán)保優(yōu)先戰(zhàn)略、開展工廠化建設(shè)、完善基礎(chǔ)設(shè)施建設(shè)、加強企地統(tǒng)籌協(xié)調(diào)。
[Abstract]:Energy is one of the important factors of the world economic development and social harmony. As China is in the process of rapid economic development, the energy problem is even more important to the national economy and people's livelihood. Because of its particularity, China's energy has the structural contradiction of "rich in coal, lean oil and less gas" and the contradiction of supply and demand of "insufficient domestic production and strong degree of dependence on foreign countries", which brings serious obstacles to sustainable economic development and energy security of our country. Based on the great success of shale gas exploration and development abroad and combining with the national conditions of our country, this paper makes a deep study on the development of shale gas in China, and puts forward eight suggestions to promote the development of shale gas exploration and development in China. It has positive reference value and significance for realizing Chinese shale gas revolution. This article carries on the research according to "three combinations" mentality, namely the international and the domestic union, the opportunity and the challenge union, the present situation and the strategic conception unifies. Firstly, the distribution and development of petroleum and natural gas resources in the world and China are summarized, and the point of view that the effective development of shale gas can optimize the existing energy pattern is put forward. Then, the necessity of developing shale gas in China is analyzed, and the conclusion that shale gas development can effectively guarantee energy security, alleviate the contradiction between supply and demand, promote energy saving and emission reduction and the development of related industries is concluded. Then, according to the present situation of shale gas resources, technology and management at home and abroad, three opportunities and nine challenges for shale gas development in China are put forward. After carefully studying the opportunities and challenges, this paper focuses on the fifth chapter, and puts forward eight suggestions for the development of shale gas with Chinese characteristics, that is, to strengthen the cooperation between schools and enterprises, to strengthen the combination of absorption and independent research and development, and to broaden the investment body. Strengthen policy support, implement priority strategy of environmental protection, carry out factory construction, perfect infrastructure construction, and strengthen coordination between enterprises and localities.
