神華新疆能源公司發(fā)展戰(zhàn)略研究

【摘要】:煤炭是國家的基礎(chǔ)能源,是關(guān)系到國計(jì)民生的重要物資。煤炭工業(yè)為中國經(jīng)濟(jì)的騰飛提供了接近三分之二的一次能源,有效地支撐了國民經(jīng)濟(jì)持續(xù)快速的發(fā)展。煤炭產(chǎn)業(yè)能否穩(wěn)定、健康的發(fā)展對(duì)國民經(jīng)濟(jì)的發(fā)展有著重大的意義。長期以來,煤炭在我國一次能源生產(chǎn)和消費(fèi)構(gòu)成中均占較大比例,煤炭資源占全國已探明能源資源總量的87.4%,居于絕對(duì)的主導(dǎo)地位,是中國唯一可以依賴的基礎(chǔ)能源。2012年我國原煤產(chǎn)量36.5億噸,原煤產(chǎn)量列世界第一位。中國煤炭消費(fèi)量占全球消費(fèi)量的比重首次超過半數(shù),達(dá)50.2%,創(chuàng)歷史最高水平。新疆煤炭資源具有先天戰(zhàn)略優(yōu)勢(shì),尤其在習(xí)近平總書記提出的打造新絲綢之路經(jīng)濟(jì)帶構(gòu)想推動(dòng)下,新疆在中國能源安全和能源保障中的戰(zhàn)略地位日漸突出。本文的研究對(duì)象神華新疆能源有限責(zé)任公司(簡稱神華新疆公司)是神華集團(tuán)的控股子公司,主要從事煤炭生產(chǎn)、洗選加工、火力發(fā)電、城市供熱等產(chǎn)業(yè),是新疆境內(nèi)最大的國有重點(diǎn)煤炭企業(yè)。本文主要研究神華新疆能源公司發(fā)展戰(zhàn)略問題,通過實(shí)證分析法、規(guī)范分析法、比較分析法等方法,在認(rèn)真梳理、綜述國內(nèi)外相關(guān)研究現(xiàn)狀基礎(chǔ)上,從公司目前所處的宏觀環(huán)境、行業(yè)環(huán)境及微觀環(huán)境對(duì)公司競爭戰(zhàn)略、經(jīng)營戰(zhàn)略兩個(gè)層面對(duì)神華新疆公司的當(dāng)前發(fā)展戰(zhàn)略展開深入分析,提出神華新疆能源公司發(fā)展戰(zhàn)略中存在的問題。經(jīng)過分析,得出如下結(jié)論:(1)總結(jié)了新疆煤炭產(chǎn)業(yè)狀況的特點(diǎn)。認(rèn)為新疆煤炭產(chǎn)業(yè)發(fā)展出現(xiàn)了一些新的可喜變化,主要體現(xiàn)在:經(jīng)濟(jì)拉動(dòng)力強(qiáng)勁,煤炭產(chǎn)量激增;產(chǎn)業(yè)集中度提高,大基地和大集團(tuán)建設(shè)得到加強(qiáng);技術(shù)改造力度加大;資源環(huán)境保護(hù)得到加強(qiáng)等幾方面。在取得可喜變化的同時(shí),新疆煤炭行業(yè)形勢(shì)依然嚴(yán)峻,主要體現(xiàn)在:市場供求變化,過剩隱憂加劇;資源保障能力較弱,浪費(fèi)現(xiàn)象嚴(yán)重;煤礦規(guī)模偏小,裝備水平較低;安全形勢(shì)嚴(yán)峻,環(huán)境保護(hù)任務(wù)艱巨;遺留問題較多,企業(yè)改革滯后等幾方面。因此,實(shí)施戰(zhàn)略管理是煤炭企業(yè)發(fā)展的第一要?jiǎng)?wù)。(2)通過對(duì)神華新疆公司的外部環(huán)境及內(nèi)部條件的分析,認(rèn)為公司的發(fā)展是機(jī)遇與挑戰(zhàn)并存,結(jié)合神新公司自身的優(yōu)勢(shì)及劣勢(shì),進(jìn)行SWOT分析得出公司競爭戰(zhàn)略存在兩個(gè)方面的問題,一方面宏觀政策支持力度減弱,國家對(duì)清潔能源的支持力度不斷加大;另一方面,煤炭產(chǎn)品優(yōu)勢(shì)逐漸降低,神華新疆公司目前產(chǎn)品不具備強(qiáng)有力的市場競爭優(yōu)勢(shì)。同時(shí)認(rèn)為公司經(jīng)營戰(zhàn)略存在以下兩個(gè)問題,一是多元化經(jīng)營遭遇瓶頸。煤電尚未建成大規(guī)模項(xiàng)目,下游延伸煤化工產(chǎn)品國內(nèi)市場不景氣。二是優(yōu)質(zhì)資源占比較小。高級(jí)煤炭資源儲(chǔ)量只占公司總體儲(chǔ)量的20%,煤田地質(zhì)勘查工作相對(duì)滯后,煤炭資源區(qū)域過于集中。在此基礎(chǔ)之上,指出神華新疆能源公司可采取的戰(zhàn)略是:建設(shè)“五型”企業(yè),做強(qiáng)煤炭主業(yè),推進(jìn)煤電外輸、煤炭外運(yùn)和煤炭化工事業(yè)的發(fā)展戰(zhàn)略。未來公司的發(fā)展思路將以煤炭為核心,積極參與鐵路、電力、煤化工領(lǐng)域的建設(shè)。(3)根據(jù)戰(zhàn)略管理的相關(guān)理論,將神華新疆公司的發(fā)展戰(zhàn)略分為近、中、遠(yuǎn)期目標(biāo)三個(gè)階段,對(duì)神華新疆公司進(jìn)行重新定位為:在神華集團(tuán)的領(lǐng)導(dǎo)下,突出煤炭開采轉(zhuǎn)化主業(yè),做好區(qū)域性傳統(tǒng)煤炭市場開發(fā),積極推進(jìn)煤炭轉(zhuǎn)化,在五年內(nèi)使神華新疆公司成為具有國內(nèi)先進(jìn)生產(chǎn)和管理水平、占有新疆煤炭市場30%以上的國內(nèi)一流能源企業(yè);到2020年使神華新疆公司成為具有國際先進(jìn)生產(chǎn)和管理水平、占有新疆煤炭市場50%,經(jīng)濟(jì)效益達(dá)到國內(nèi)行業(yè)平均水平的國際一流能源企業(yè)。同時(shí)指出其公司戰(zhàn)略主要為發(fā)展戰(zhàn)略,并為神華新疆公司的“煤炭、煤電、煤化工”三大主導(dǎo)產(chǎn)業(yè)制定了未來業(yè)務(wù)的發(fā)展方向;神華新疆公司的主要競爭戰(zhàn)略為成本領(lǐng)先戰(zhàn)略,通過低成本的優(yōu)勢(shì)參與市場競爭;同時(shí),對(duì)職能戰(zhàn)略從生產(chǎn)策略、市場營銷策略及人力資源策略三個(gè)方面進(jìn)行了闡述。本文是對(duì)神華新疆公司在政策、市場兩大背景下進(jìn)行戰(zhàn)略優(yōu)化的一次嘗試,對(duì)公司在疆長期可持續(xù)發(fā)展具有借鑒意義。
[Abstract]:Coal is the basic energy of the country and is an important material for the people's livelihood. The coal industry has provided close to two-thirds of the energy source for the development of the Chinese economy, and effectively supports the sustained and rapid development of the national economy. Whether the coal industry can be stable and healthy is of great significance to the development of the national economy. For a long time, the coal has a large proportion in the production and consumption of China's primary energy resources. The coal resources account for 87. 4% of the total proven energy resources of the whole country, and the absolute dominance is the only basic energy that China can rely on. In 2012, the output of raw coal in China was 36. 500 million tons, The production of raw coal is the first in the world. China's coal consumption accounts for the first time in more than half of global consumption, up to 50.2%, reaching the highest level of history. Xinjiang's coal resources have a natural strategic advantage, and in particular, the strategic position of Xinjiang in China's energy security and energy security is becoming more and more prominent under the impetus of the idea of building the new Silk Road economic belt proposed by General Secretary Xi Jinping. The research object Shenhua Xinjiang Energy Co., Ltd. (Shenhua Xinjiang Co., Ltd.) is the controlling subsidiary of Shenhua Group, mainly engaged in coal production, washing and selection processing, thermal power generation, and urban heat supply. It is the largest state-owned coal enterprise in Xinjiang. This paper mainly studies the development strategy of Shenhua Xinjiang Energy Co., Ltd., and through the methods of empirical analysis, standard analysis, comparative analysis, and so on, it reviews the current situation of the relevant research at home and abroad, and from the macro-environment at present, The current development strategy of Shenhua Xinjiang Company is deeply analyzed by the industry environment and the micro-environment, and the problems existing in the development strategy of Shenhua Xinjiang Energy Co., Ltd. are put forward. After the analysis, the following conclusions are drawn: (1) The characteristics of the coal industry in Xinjiang are summarized. It is considered that the development of the coal industry in Xinjiang has made some new and encouraging changes, mainly in the following aspects: the strong economic power, the sharp increase of the production of the coal, the improvement of the industrial concentration, the strengthening of the construction of the large base and the large group, the strengthening of the technical transformation, and the strengthening of the environmental protection of the resources. At the same time, the situation of the coal industry in Xinjiang is still serious, which is mainly manifested in the change of supply and demand of the market, the aggravation of the excess hidden worries, the weak capacity of the resources guarantee, the serious waste, the small scale of the coal mine, the low equipment level, the severe safety and the arduous task of environmental protection; There are many problems left over, and the reform of the enterprise is lagging behind. Therefore, the implementation of strategic management is the first priority of the development of coal enterprises. (2) Through the analysis of the external environment and internal condition of Shenhua Xinjiang Company, it is considered that the development of the company is the co-existence of the opportunity and the challenge, combined with the strengths and disadvantages of the new company of God, and the SWOT analysis results in two aspects of the company's competition strategy. On the one hand, the support of the macro-policy is weakened, and the state's support for clean energy is increasing; on the other hand, the advantage of the coal product is gradually reduced, and the present products of Shenhua Xinjiang Company do not have a strong market competition advantage. At the same time, it is considered that the operation strategy of the company has two problems, one is the bottleneck of diversification. The coal industry has not built large-scale projects, and the domestic market of the downstream extended coal chemical products is depressed. II is a small proportion of high-quality resources.
