【摘要】：廣州市提出新型城市化發(fā)展思路，為謀求更高層次、更高質(zhì)量、更高效益的發(fā)展指明了方向。站在新的歷史起點上，立足生態(tài)優(yōu)勢、區(qū)位優(yōu)勢、后發(fā)優(yōu)勢，從化積極謀劃與新型城市化發(fā)展道路相適應的現(xiàn)代產(chǎn)業(yè)發(fā)展道路，提出了“工業(yè)強市”、“大產(chǎn)業(yè)、大平臺”發(fā)展戰(zhàn)略，大力推進明珠工業(yè)園等園區(qū)發(fā)展，工業(yè)經(jīng)濟效益有了較大提升，進入了快速發(fā)展階段。 明珠工業(yè)園是一個由從化市（縣級市）政府投資建設的園區(qū)，經(jīng)過10年的開發(fā)建設，管理機構(gòu)和各項制度基本完善，規(guī)劃框架初步形成，經(jīng)濟規(guī)模和經(jīng)濟效益初步顯現(xiàn)，已成為從化市新的經(jīng)濟增長極。目前，，園區(qū)依托建設國家科技興貿(mào)創(chuàng)新基地、低丘緩坡開發(fā)利用試點等重要歷史機遇，積極開展“二次創(chuàng)業(yè)”，謀求跨越式發(fā)展；但同時也直接面對越來越激烈的競爭與挑戰(zhàn)。在機遇和挑戰(zhàn)面前，明珠工業(yè)園如何充分整合社會資源，實施適應園區(qū)特點、地方特色的發(fā)展戰(zhàn)略，建設一個有核心競爭力的現(xiàn)代化開發(fā)區(qū)，是一個非常值得探討的課題。 論文以實現(xiàn)明珠工業(yè)園的快速發(fā)展、打造生態(tài)特色園區(qū)為著力點，以實現(xiàn)園區(qū)的經(jīng)濟社會效益最大化為目標，站在新型城市化發(fā)展背景下研究明珠工業(yè)園的發(fā)展戰(zhàn)略。全文首先分析了研究背景、對象、以及國內(nèi)外研究現(xiàn)狀，其次，以戰(zhàn)略理論和產(chǎn)業(yè)集群理論為指導，充分結(jié)合明珠工業(yè)園的建設發(fā)展實踐，在廣泛收集資料的基礎上，運用PEST、SWOT分析方法對園區(qū)所處的內(nèi)外部環(huán)境進行了綜合分析，并指出了園區(qū)發(fā)展過程中存在的主要問題；隨后，對英國劍橋科技園、新加坡裕廊工業(yè)園、臺灣新竹科學工業(yè)園區(qū)、江蘇蘇州工業(yè)園、增城經(jīng)濟技術開發(fā)區(qū)等5個國內(nèi)外先進工業(yè)園區(qū)的發(fā)展模式進行了分析，得出了若干經(jīng)驗啟示；然后分析了園區(qū)的戰(zhàn)略定位和戰(zhàn)略選擇，確立了生態(tài)優(yōu)先、產(chǎn)業(yè)集群、轉(zhuǎn)型升級、科技創(chuàng)新、人才強園五大戰(zhàn)略；最后，分析了為實現(xiàn)戰(zhàn)略目標必須遵守的原則，并從規(guī)劃、土地、平臺、產(chǎn)業(yè)、招商、科技、體制機制七大方面針對性制定了相應的保障措施。
[Abstract]:Guangzhou put forward a new way of urbanization development, which pointed out the direction for the development of higher level, higher quality and higher benefit. Standing on the new historical starting point, based on ecological advantage, location advantage and late-development advantage, this paper actively plans the development road of modern industry suitable to the new urbanization development road, and puts forward the "strong industry" and "big industry". With the development strategy of "big platform" and vigorously promoting the development of industrial park such as Mingzhu Industrial Park, the industrial economic benefit has been greatly improved and entered the stage of rapid development. Mingzhu Industrial Park is a park invested by the government of Conghua City (county-level city). After 10 years of development and construction, the management institutions and various systems have been basically improved, the planning framework has been preliminarily formed, and the economic scale and economic benefits have initially appeared. Has become the new economic growth pole of Conghua City. At present, relying on the important historical opportunities such as constructing the national science and technology developing and innovating base, developing and utilizing the pilot project of low hill gentle slope and so on, the park actively develops "second pioneering enterprise" to seek leap-forward development, but at the same time, it also faces more and more fierce competition and challenge directly at the same time. In the face of opportunities and challenges, how to fully integrate social resources, implement the development strategy of adapting to the characteristics of the park and local characteristics, and build a modern development zone with core competitiveness is a topic worth discussing. In order to realize the rapid development of Mingzhu Industrial Park, to create ecological characteristic park as the focus, to maximize the economic and social benefits of the park as the goal, this paper studies the development strategy of Mingzhu Industrial Park under the background of the new urbanization development. This paper first analyzes the research background, objects, and the current research situation at home and abroad. Secondly, under the guidance of strategic theory and industrial cluster theory, fully combines the construction and development practice of Mingzhu Industrial Park, on the basis of extensive collection of data, the use of PEST, SWOT analysis method comprehensively analyzes the internal and external environment of the park, and points out the main problems existing in the development process of the park. Subsequently, the development models of five advanced industrial parks at home and abroad, such as Cambridge Science Park in England, Yulong Industrial Park in Singapore, Hsinchu Science Industrial Park in Taiwan, Suzhou Industrial Park in Jiangsu Province and Zengcheng Economic and technological Development Zone, are analyzed. Some experiences and inspirations are obtained. Then it analyzes the strategic orientation and strategic choice of the park, and establishes five strategies of ecological priority, industrial cluster, transformation and upgrading, scientific and technological innovation, and talents strengthening the park; Finally, it analyzes the principles that must be observed in order to achieve the strategic goal, and formulates the corresponding safeguard measures from seven aspects of planning, land, platform, industry, investment, science and technology, system and mechanism.
