生態(tài)文明視角下山東省工業(yè)節(jié)能減排績效評價

【摘要】:山東省作為能源大省雖然在近年來的工業(yè)節(jié)能減排工作中已取得了一定成效,但在生態(tài)建設(shè)進程的推進中,山東省面臨的節(jié)能減排任務(wù)依然嚴(yán)峻。對山東省工業(yè)節(jié)能減排績效進行實時評估與動態(tài)監(jiān)測,可促使其實現(xiàn)"十二五"規(guī)劃中的節(jié)能減排目標(biāo),并能夠提出針對性的措施確保節(jié)能減排工作的有效實施。文章運用基于遺傳算法的投影尋蹤模型,從能源消耗、污染物排放和污染物綜合處理三個方面對山東省2003~2012年工業(yè)的節(jié)能減排績效進行了評價。結(jié)果表明,山東省節(jié)能減排工作除2006年出現(xiàn)短暫下降外,整體處于不斷上升的趨勢。并根據(jù)測算結(jié)果,提出了山東省工業(yè)節(jié)能減排績效提升的重點領(lǐng)域及措施。
[Abstract]:Shandong Province as a major energy province in recent years in the industrial energy conservation and emission reduction work has achieved certain results, but in the process of ecological construction, Shandong Province is still facing the task of energy saving and emission reduction is still grim. The real-time evaluation and dynamic monitoring of industrial energy saving and emission reduction performance in Shandong Province can promote the realization of the energy saving and emission reduction target in the 12th Five-Year Plan, and can put forward targeted measures to ensure the effective implementation of energy saving and emission reduction work. Based on the projection pursuit model based on genetic algorithm, this paper evaluates the energy saving and emission reduction performance of Shandong Province industry from 2003 to 2012 from three aspects: energy consumption, pollutant emission and pollutant comprehensive treatment. The results show that the energy saving and emission reduction work in Shandong Province is in an increasing trend except for a brief decline in 2006. According to the calculation results, the paper puts forward the key areas and measures to improve the performance of industrial energy saving and emission reduction in Shandong Province.
