【摘要】：在區(qū)域經(jīng)濟(jì)和國家經(jīng)濟(jì)發(fā)展中,工業(yè)園區(qū)作為推動產(chǎn)業(yè)集聚的一種發(fā)展模式,發(fā)揮著重要的作用。二戰(zhàn)之后,世界上不少國家和地方政府紛紛通過興建工業(yè)園區(qū),在推動經(jīng)濟(jì)的發(fā)展上取得了巨大成效。在我國的經(jīng)濟(jì)發(fā)展實踐過程中工業(yè)園區(qū)也得到了重視,一些地方要求工業(yè)選址必須園區(qū)化、集中化、并以此作為強(qiáng)化城市和產(chǎn)業(yè)競爭力的重要手段。新疆工業(yè)園區(qū)自上世紀(jì)90年代初至今,已初步形成了全方位、多層次和有重點(diǎn)的園區(qū)發(fā)展格局,形成了由國家級經(jīng)濟(jì)技術(shù)開發(fā)區(qū)、高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)、邊境經(jīng)濟(jì)合作區(qū)和特色工業(yè)園區(qū)組成的發(fā)展局面,形成了有政府推動型、“一區(qū)多元”型、合作發(fā)展型、突出特色型和注重創(chuàng)新性的發(fā)展模式。然而,雖然近幾年國內(nèi)外對各類工業(yè)園區(qū)發(fā)展模式關(guān)注較多,國內(nèi)外的經(jīng)驗具有一定的參考和借鑒價值,但阜康產(chǎn)業(yè)園周邊環(huán)境較復(fù)雜,有城區(qū)、天池景區(qū)(5A級景區(qū))、農(nóng)田、草場等,為實現(xiàn)園區(qū)的開發(fā)建設(shè)與周邊環(huán)境相協(xié)調(diào)發(fā)展,必須對在建工業(yè)園發(fā)展模式存在的問題及影響因素進(jìn)行研究分析,提出優(yōu)化思路和對策建議。本文運(yùn)用了文獻(xiàn)研究法、案例分析法、定量分析與定性分析相結(jié)合及調(diào)查問卷分析法的方法,首先梳理研究了生態(tài)工業(yè)園區(qū)理論、產(chǎn)業(yè)布局理論、產(chǎn)業(yè)發(fā)展理論、產(chǎn)業(yè)集群理論等基礎(chǔ)理論和國內(nèi)外研究現(xiàn)狀;其次對阜康產(chǎn)業(yè)園在建工業(yè)園區(qū)建設(shè)現(xiàn)狀及存在的問題進(jìn)行了分析;再次對影響阜康產(chǎn)業(yè)園在建工業(yè)園區(qū)發(fā)展模式的各個因素進(jìn)行了分析,并對園區(qū)周邊城鎮(zhèn)居民對工業(yè)發(fā)展態(tài)度調(diào)查分析,對其結(jié)果進(jìn)行了總結(jié);最后通過對國內(nèi)外典型工業(yè)園區(qū)的發(fā)展模式進(jìn)行歸納總結(jié),并提出了適合阜康產(chǎn)業(yè)園在建工業(yè)園區(qū)發(fā)展模式的優(yōu)化思路和對策建議。
[Abstract]:Industrial parks play an important role in promoting industrial agglomeration in regional and national economic development. After World War II, many countries and local governments in the world have made great achievements in promoting economic development through the construction of industrial parks. The Industrial Park in Xinjiang has formed a comprehensive, multi-level and focused pattern of park development since the early 1990s, forming a state-level economic and technological development. Development zones, high-tech industrial development zones, border economic cooperation zones and characteristic industrial parks have formed government-driven, multi-dimensional, cooperative and development-oriented, distinctive and innovative development models. Foreign experience has certain reference and reference value, but the environment around Fukang Industrial Park is more complex, such as urban area, Tianchi Scenic Area (Grade 5A), farmland, grassland and so on. In order to realize the coordinated development between the development and construction of the park and the surrounding environment, it is necessary to study and analyze the existing problems and influencing factors of the development model of the industrial park under construction, and put forward the superiority. This paper uses the methods of literature research, case analysis, quantitative analysis and qualitative analysis, and questionnaire analysis. Firstly, it combs and studies the basic theories of eco-industrial park, industrial layout theory, industrial development theory, industrial cluster theory and the research status at home and abroad; secondly, it studies Fukang. The present situation and existing problems of the industrial park under construction are analyzed; the factors influencing the development mode of Fukang Industrial Park under construction are analyzed again; the attitude of the residents around the industrial park to industrial development is investigated and analyzed, and the results are summarized; finally, the typical industrial parks at home and abroad are analyzed. This paper summarizes the development mode and puts forward some suggestions on how to optimize the development mode of Fukang Industrial Park under construction.
